Position Overview:

Responsible for revenue and cost accounting/budgeting and related financial management in Singapore concentrate plant

1. Costing activities and reporting of results

• Ensure financial accounting related to costing/revenue is completed to CPS / Corporate requirements;
• Ensure that the new product costing/ re-costing of existing product is performed according to the committed lead time with accuracy;
• Ensure adherence of costing controls including keeping proper documentations & records to fulfill audit requirements;
• Prepare and analyse cost reports for month end closing;
• Supporting stakeholders with product cost information upon ad hoc requests;
• Ensure the PPV actual and Rolling Estimate is updated and analyzed on a monthly basis;
• Ensure the accuracy of PPV rolling estimate on a monthly basis;
• Coordinate with internal team to meet closing deadlines

2. Region Standards (“RS”, which is Annual Budget Activity for next year)

• Preparation of standard costs for all products produced by plant
• Use key inputs information to calculate all plant standard costs
• RS related financial analysis
• MCR/BW upload and reconciliation

3. Financial Analysis and Support to other Departments

• Prepare Manufacturing cost statements for Customs declaration purpose, and work closely with internal teams & third-party logistics team to manage customs requirements;
• Support investigation in the case of Customs queries relating to manufacturing cost statements;
• Drive good business decisions based on coordination with Material Scheduler Team (buyers) as well as Transport & Logistic Team
• Monitor the accuracy rate for draft cost vs final cost and identify root cause before communication to clients;
• Track the on-time-in-full rate for costing activity and identify areas for improvement to the committed lead time;
• Value creation validation and collaboration with Product Portfolio team;
• Provide finance support to supply point shift and BCP (Business Continuity Plan)/Supply point optimization activity

4. Documentation

• Be a owner of SOX narratives for costing/PPV/Regional Standard activities, maintain appropriate SOP and work aids for internal processes;
• Assist accounting manager for CAD audit
• Collaborate with cross functional departments for risk control and SOX process

QUALIFICATIONS:

• 4+ years of experience in a manufacturing environment
• Tertiary University Degree, commerce & accounting qualifications preferred.
• Competence in written and spoken English
• Strong Functional skill (analytical, detail to attention, finance knowledge on costing, OPEX, P&L etc.), familiar with US GAAP and SOX requirement

Principal Accountabilities

Product Costing: determine the cost of new and existing products, considering direct and indirect costs, to support pricing and profitability decisions.

Profitability Analysis: periodic review of margins including ownership of profitability tool (PMDB) and escalation of insights to Sales and Finance leadership; performing customer and product cost and margin analysis to support Sales team decision making and customer account support.

Pricing Reviews: support periodic customer Rise & Fall analysis and pricing outcomes.

Management and Analysis
Acts as a knowledge resource within the HCS to collect data through the VISN Data Warehouse, the Austin Automation Center (AAC), VSSC, Allocation Resource Center (ARC).
Serves as a technical advisor to facility management providing guidance, recommendations and monitoring in the implementation, management and evaluation of VERA oversight programs, and ensures that the programs meet required standards and/or criteria. Conducts special studies and analysis, including feasibility studies cost/benefit analysis, etc. and submits findings, results, and recommendations in a timely, concise, an accurate manner.
Proactively works with various Councils, Sub councils and management staff coordinating cross-organizational activities and information. While maintaining an effective working relationship and promoting an effective and productive relationship with medical center staff to assure facility activities are accomplished in a timely and accurate manner without major disruption to the medical center.
Develops databases that support benchmarking of data, including financial data, patient populations and workload data. Responsible for the design and development of reports and databases, translating data into meaningful management information that is made available to a wide variety of constituents, including oversight bodies and stakeholders. The databases and special studies produce information that help evaluate/analyze, on a quantitative or qualitative basis, the effectiveness of programs in meeting and establishing goals and objectives for the VERA program. Ensures the accuracy of information delivered. Reports are tested, critiqued and updated according to established updated frequency.
Coordinates and disseminates data, special projects, and other information pertaining to relevant program responsibilities with medical center staff for review and/or action. Works closely with the Health Information Management Section (HIMS) to correct discrepancies and work through the identified areas of risk.
Conduct surveys or reviews of Departments/Service lines, as requested by the Director or staff, or identified as an area of risk, to evaluate resource utilization, workload/cost reporting, data validation activities, etc. and provides written reports on findings along with recommendations for improving program activities.

Clinical and Administrative Education
Ensure timely, appropriate, adequate data is utilized, assessed, and evaluated based on thorough understanding of objectives and functions of clinical and administrative applications and their relationship to medical center operations.
Performs clinical or administrative training on areas of improvement based on the analysis performed within VERA. Training is to be provided as needed in a group or one-on-one setting and will address specific areas of concern.
Responds to information requests from facility staff, in a timely matter, with respect to confidentiality.
Communicate factual and procedural information, orally, and in writing, to the appropriate senior manager, Board, committee, or service by preparing briefing materials, graphs, reports, cost analysis, and correspondence.

Management of VERA Program
Is a member of the VISN VERA Resource Allocation Committee, providing monthly updates on all prorated persons (PRP) and price group allocations.
Completes daily, weekly, and monthly reports utilizing the VERA Analyzer, VIP, CCM, ACM, and other specified Nuance and Clintegrity programs. Reports are to be completed on Inpatient and Outpatient workload.
Counsels and advises program managers on the methods and procedures for collecting and analyzing data from management reports using the appropriate data source and information management tools. Acts as an internal consultant to provide information support to program managers with accurate and detailed information regarding the data definitions.
