Naval Acquisition & Contract Management Analyst, Mid

You Have: 

• 3+ years of experience supporting DoD post-award contract management

• Experience in navigating and utilizing the Federal Acquisition Regulation and Defense Federal Acquisition Regulations System (DFARS)

• Experience tracking, projecting, and managing the data associated with post-award contract management

• Experience drafting Statements of Work (SOWs), Statements of Objectives (SOOs), memos, Technical Instructions (TIs), and contract-related correspondence

• Experience using the MS Office suite, including Excel, Word, and PowerPoint

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $49,800.00 to $102,000.00 (annualized USD). This position serves as the Deputy Director For Veterans Cemetery Grants Program and in the absence of the Director, as advisor to the Deputy Under Secretary for Field Programs and Cemetery Operations and NCA's senior officials on all aspects and phases of Federal assistance to states and tribal governments. The Director is the line official responsible for all budget, financial, supervisory and planning activities to support the Administration. The Deputy Director provides expert supervisory and administrative program support, manages evaluative studies, and advises the Director on execution of the NCA grant programs and activities that relate to states and tribal governments. The incumbent of this position assists in all grants and staff management aspects of this Federal assistance program.

The VCGP currently has 119 veterans cemeteries in 46 states and territories. There are many ongoing complex issues regarding the VCGP that requires the incumbent have the ability to acquire VA and VCGP knowledge (e.g., reimbursements to the grantees that must be timely accomplished through the Health and Human Services - Payment Management System; VA's Burial Operations and Support System (BOSS) used by states and tribal governments requiring regular VCGP interface; state and tribal government training to effectively maintain their cemeteries equal to NCA shrine standards, managing communications, reviews, corrective action reports, sending out final reports to state and Tribal Leadership, and timelines with the Business Improvement Process Directorate Compliance Review Team. This position is responsible for maintaining the highest standards of honesty and integrity in the programs and operations of the VA through the development, supervision, and performance of Intake and external investigative duties. The position oversees the planning, development, supervision and disposition of external investigations into whistleblower disclosures referred to VA entities by OAWP. This position reports directly to the Director of the Intake and Referral Division and is responsible for assisting the Director in managing and directing operations and resources to ensure that the external investigation program contributes to the goals and objectives established by the Director. Incumbent may also be called upon from time-to-time to intervene in external investigations referred when they involve sensitive and complex matters requiring the knowledge of a senior subject matter expert. Incumbent may also be called upon as the OAWP subject matter expert to brief VA senior leadership both inside and outside of OAWP related to external investigative matters. The incumbent is responsible for the overall compliance and support of the Division programs (e.g. 714 holds, intake, hotline, etc.) to provide operations support, guidance, process determinations, and expertise in the methods used by Management and Program Analysists in the Division. Incumbent must have a mastery reviewing and conducting administrative (non-criminal) investigations, Employee Relations, analysis and presentation skills.

Work schedule: Required to work Monday through Friday, 8:00 am to 4:30 pm.
