Responsibilities

• Oversee the accounting and finance function, provide direction, and guidance to the team
• Finance team key contact person and support
• Monitor and overseas outstanding debtors and follow up action to be taken
• Monitor suppliers payment proposal and approval
• Monitor and ensure accuracy of opex and capex
• Prepare weekly management report
• Review overall full set of accounts of all subsidiaries
• Monitoring and planning fund management ensure efficient cash flow to support ongoing business operations
• Manage full spectrum of financial/operational accounting activities including month end, quarterly and year end consolidation financial reports and analyses in accordance with corporate requirement
• Prepare management reports, variance analysis, schedules and reconciliations
• Review yearly asset valuation and impairment assessment
• Preparation of annual budget
• Responsible for quarterly GST submission
• Review tax schedule and tax computation before submission to tax agent
• In charge of yearly MPA-AIS reporting, transfer pricing and internal audit control documentation
• In charge of year end audit, draft audit financial statement and XBRL filing
• Works closely with management and subordinates to ensure information transmission at all time
• Support commercial and operational matters relating to finance function
• Assist in bank loan financing and discharge
• Liaise with internal stakeholder and external parties such as suppliers, customers, bankers, auditors, tax consultants and government agencies for financial matters
• Any other ad-hoc duties & projects assigned

Requirement:

• ACCA
• At least 3 years’ Audit experience preferred
• Minimum 3 – 5 years’ relevant working experience
• Knowledge of Navision accounting software will be an advantage

Job Summary

Development and execution of the project cost estimation, cost plan, monitor costs and collects cost data to ensure conformity with management's budget directives, cost tracking, forecasting and reporting.

Duties & Responsibilities:

• Support or lead in cost estimation for projects at various stages of the project development like FS, FEED and EPC.
• Study and understand all relevant project documents relating to the cost management of allocated projects.
• Establish project control budgets based on the client approved Project Control Estimate.
• Cooperate with Project Management Team in identifying and gaining approval of Estimates/ Change Requests.
• Perform a variety of cost engineering functions including cost control, budget preparations, forecasting, risk management, contingency quantification and cost reporting.
• Review cost commitment and expenditure information (for all cost elements), for input to the cost control and reporting system on a weekly basis.
• Prepare regular cost reports and advise management of any forecast cost overruns, to maintain comprehensive accessible registers of financial approvals, variations and change orders.
• Report turnaround and project actual vs baseline cost status as required.
• Report earned value per vendor and identify trends that impact the final cost projections.
• Prepare final cost report and invoice to client.
• Perform other functions that may be assigned by the Department Manager.
• Support in cost database input and evaluation of cost data.

Requirements:

• Degree in any Engineering with cost engineering (cost estimation or cost control) internship.
• A minimum of 8 years experiences in the capacity as a Cost Engineer in the oil & gas industries.
• Basic knowledge of contract administration.
• Fundamental knowledge in AACE Cost Estimate Classification.
• Basic knowledge of measurement, cost estimation and project cost control functions.
• Demonstrated success in past project involvement and technical delivery of small to medium size oil & gas projects.
• Enjoy numeric calculation and proficient in Excel software.
• Excellent communication and interpersonal skills, written and verbal English.
• Good team player, self-driven with ability to interact across multiple disciplines.
• Proficiency in Microsoft Office package.

Selected candidate will be engaged under a third-party agency payroll for the tenure of employment in SRC under 1-year renewable contract

Key Responsibilities:Lead the preparation and compilation of the overall project Class 3 cost estimate taking input from FEED contractors.
Work with Project Technical Consultant on Class 3 Cost Estimate.
Conduct ICSA on Class 3 Cost Estimate.
Liaise and review all the basis and computation of Class 3 cost estimate.
Establish the forecast of expenditure in Phase 3 and 4
Verify the robustness of quotations with reference to the MREs, as part of the build-up to the Class 3 cost estimate
Review the cost estimate with the Senior Project Manager, Project Manager and Business Manager
Lead the coordination with ICSA SME as part of the through-phase engagement during Phase 3, in collaboration with FEED contractors.
Establish detail Owner Cost estimate for Phase 4 and liaise with whole project team on the input to establish Class 3 cost estimate

Requirements:Bachelor Degree in Engineering or equivalent
Minimum 15 years work experience as a Project Cost Estimator for Mega Projects.
Experience in cost estimation for international major and mega projects (>US$1B) in an engineering company
Familiar with Aspen or equivalent estimation software
Well demonstrated past cost estimate experience vs actual cost incurrence.
