Assist Head of the Development & Estate Department in the facility planning, facility development, renovation and upgrading of campus buildings and facilities and improvement/ addition & alteration (A&A) works. Responsibilities:

Requirements:

· A University degree in architecture / building / civil and structural engineering / project management with at least 10 years of relevant working experience in construction management, project management, facilities management / real estate development or equivalent.

· Good project management skills, including expertise in project planning, budgeting, scheduling, risk management, and stakeholder engagement.

· Strong technical skills for checking and supervising professional consultants and various contractors. Seeks continuous improvement to design and processes through consistently challenging the status quo or value engineering the optimum solutions.

The Clinical Resource Hub (CRH) is a repository of clinical and administrative staff that serve all VA facilities within a VISN. Staff within a CRH are expected to provide inter-professional services to facilities that are underserved or experiencing gaps in clinical services due to the inability to match provider supply with demand. Services provided by CRH staff are conducted via multiple modalities, including telehealth and in-person care. The VISN CRH Director is responsible to ensure CRH services are completed at the highest standard and in alignment with national CRH standards.

The VISN CRH Director will coordinate with various VISN and VA Central Offices and ensure that regulatory and quality standards are implemented across the VISN. The individual will ensure that all CRH services are utilized appropriately and follow specific CRH and telehealth, and other pertinent program office policies and procedures. The incumbent serves as the Section Chief of the Biomedical Engineering program in the Engineering Service at the Huntington VA Medical Center, a level 1(c) hospital. The incumbent has full responsibility for all aspects of a complex Biomedical Engineering program. The WHMD provides clinical expertise in the area of women's health care. The WHMD promotes best practices and functions as the clinical subject matter expert for women's health issues in the health care system. Provides medical services to Veterans on an outpatient basis in the primary care setting. Disease processes include, but are not limited to diabetes, hypertension, hyperlipidemia, chronic obstructive pulmonary disease, mental health disorders, etc., with a major focus on preventive medicine. • Plans and executes long-term strategic goals and monitors progress to ensure milestones are met.

• implements and uses modern technology platforms, such as Microsoft Azure, Amazon AWS, or VA Enterprise Cloud to build and maintain a modern, scalable, reliable, fast, easy-to-use reporting and analytics platform with capabilities that informatics staff can use to build reports and self-service data retrieval tools that ultimately support innovation, quality, research, operations, and other informatics work.
• Evaluates and makes recommendations for effective organizational changes, including those related to the collection, standardization, analysis of information, expandability, maintenance, and ease of use of tools and processes.
• Implement and maintain processes for dissemination and sharing of tools, reports, resources, and documentation through the use and management of web-based platforms such as SharePoint.
• Ensures processes exist to grow, monitor, and maintains repositories of reports and tools for CVHCS, VISN, and VA program offices as needed to fulfill program goals.
• Develops and implement processes to ensure reports, services, and tools have accompanying documentation to include relevant requirements and technical details for support and troubleshooting purposes as well as to facilitate collaboration, maintenance tasks, and transparency.
• Coordinates informatics efforts and act as a liaison between the Data Warehouse and end users.
• Analyzes and visualizes data using statistical and programming software such as Python, KNIME analytics, and Microsoft PowerBI. Information will be used to assess quality, utilization, and effectiveness of a multitude of facility operations and outcomes.
• Participate in informatics section staff educational sessions when offered and are expected to frequently collaborate and perform problem-solving tasks with their peers.

Major duties include but not limited to:

• Advises the Associate Director on all aspects of the Medical Center operations and serves as a member of the management team in the assessment of current operations and development of new programs and policies.
• Reviews and evaluates proposed policy and procedure drafts submitted to the Associate Director; returns inadequate policy proposals to the author with recommended changes for rewrite or further coordination with other services.
• Develops health planning strategies and assesses priorities to best meet the Veterans healthcare delivery needs.
• Examines programs and recommends expanding, contracting, combining, separating, or realigning them to best meet patient healthcare needs most economically.
• Attends major top management meetings and conferences, including Director's morning report and management briefings.
• Provides advice to the administrative and clinical services concerning budget formulation, reviews and evaluates annual budget proposals, and reviews requests for additional resources (space, equipment, and personnel) from the administrative and clinical services.
• Provides advice and assistance to service chiefs and their administrative staff in carrying out their personnel management responsibilities, and in devising workable strategies and solutions to accomplish professional objectives.
• Responsible for budget preparation and management for the Associate Director's office.
• Responsible for recurring and special reports from the Associate Director's office and for the preparation and updating of policy memoranda under the responsibility of the Associate Director.
• Much time is devoted to this function and day-to-day resolution of problems that arise. At times, acts as an expediter or consultant to the clinical and administrative services to accomplish program modifications, acquire new resources, resolve personnel and space problems, etc.
• Responsible for the completion of special projects and additional tasks assigned by the Associate Director.
• Serves as the Medical Center Facility Planner. Conducts studies of manpower, space, programs, budget, and equipment utilization at the request of the Associate Director and/or Medical Center Director. Participates in capital asset planning and development of business plans for new programs and facilities. Establishment of study methodologies, collection of data, evaluation of results, and submission of recommended action with justification are the responsibility of the incumbent. Develops health planning strategies and assesses priorities to best meet the Veterans healthcare delivery needs.
