As a key member of the Estates team, the Technical Services Officer - Decontamination & Water Safety provides a vital role in Atlas. Decontamination maintenance, repair and specialised duties

Be a responsible engineer for Electrical plant areas and act as the technical conscience for the assigned systems.

Who you are

Liaising with peers in other engineering groups within the fleet you will be required to share best practises and to continually improve local and fleet performance.


- You will have an Electrical Engineering background with relevant experience in industry as an electrical engineer.
- As a minimum, entrants will have a relevant HNC (or equivalent) Candidates with a relevant Degree may have an advantage.

• To supervise the timely execution of the works and maintain quality control and ensure that the works are carried out in accordance with the contract specifications, drawings, allocated timeframe, all other contract documents and site instructions.
• To check all drawings and specifications to ensure that works are carried out in accordance with the approved plans.
• To check on quality of materials and samples delivered to site and report to Superintending Officer / Consultant / Qualified Person on any materials that are not conforming to the specifications.
• To check trial panel & mockup done on site and off site, where necessary.
• To ensure that the required construction tests in connection with the construction works are carried out where necessary.
• To ensure CAG emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
• To prepare defect lists, monitor progress of rectification works and ensure all defects are satisfactorily rectified.
• To attend site, progress, variation and coordination meetings and to keep proper minutes of these meetings. To follow up and report to QP(S), QP(D) and CAG within two (2) days for site issues raised during the meetings.
• To help resolve contractors’ queries and coordinate the works with other contractors.
• To inspect and assist with handing / taking over of completed works.
• To facilitate the timely taking over of site parcels to be handed over by other contractors and highlight any issues that will delay the progress of the works.
• To ensure that proper and updated records of all works, including records of variation works, tests, inspections, work progress, materials and equipment/machinery on site, labour safety, provisional quantities, dayworks, etc, are kept.
• To take and carry out instructions from and represent the QP(S), QP(D) and CAG on site.
• To ensure that the contractors maintain safety, cleanliness and tidiness of the site at all times.
• To be conversant with all procedures in the Changi Aerodrome Manual, “Airside works Procedures Manual”, Airport Operational and Safety (AOS) requirements”, and Workplace Safety & Health Manual. To make conscious effort to be constantly updated on any subsequent revisions to the above-mentioned manuals, procedures and all applicable airport circulars.
• To adhere to the shift duty roster assigned by the Consultant or Resident Engineer.
• To carry out any other duties including administrative tasks as directed by the Superintending Officer / Consultant / QP (S) / QP (D).

Requirements:

• The RTO shall have minimum five (5) years of relevant experience as a RTO, of which at least three (3) years shall be in supervision of works similar in bored piling, and temporary works such as haul road and temporary drainage diversion, ERSS, excavation works, ground improvement works, flood prevention and mitigation, etc.
• The RTO shall preferably possess a Diploma from Polytechnic or Workplace Safety & Health Coordinator or possess Advanced Certificate in Workplace Safety and Health or relevant qualifications.
• The RTO shall be accredited with the Joint Accreditation Committee of the Institution of Engineers Singapore and the Association of Consulting Engineers Singapore.
• Good analytical ability with strong verbal and written communication skills. Competent in keeping and maintaining proper and updated site records on progress of work.

• Plans software development activities, application, testing, validation, delivery for the projects for which he is responsible and agrees with the regional project manager
• Follows the activities related to the projects from a technical point of view in all its phases.
• Monitors and verifies that the technical specifications are introduced in the DOORS program
• Receives, verifies and coordinates the implementation process regarding the analysis of the technical specifications received from the client                   
• Manages the entire process regarding the technical documentation for the client in such a way that the development of the stages is done in accordance with the planning                   
• Organizes joint tests with the client for functions implemented in the project and ensure that test reports are complete and correct                    
• Updates the database with vehicle variants, software / calibrations and related functions for software configuration by the SW team, respectively with the client / internal specifications applicable for each stage of the project        
• Actively participates in project coordination meetings with the client regarding the technical aspects and development of the project                   
• Reports to the management and the team about the status of the project (risks, problems, etc.) depending on the needs, activities carried out locally with client and information on the Indian car market                   
• Cooperation with international, cross-functional teams including sales, manufacturing, quality, technical purchasing, controlling, etc.
• Agreement of project targets with customer and regular reporting of project status to customer and management
• Apply project management tools like quality management, change management, risk   management to ensure project success
• Proposes and agrees both with the internal team and with the client the terms and technical aspects related to the implementation of the SW requirements
