Job Description:
Parsons is seeking for a Corporate Communications Staff Officer Level 3 to support our effort at NGA-NCW. This individual shall provide support for the CIO-TES Corporate Communications Branch by applying CIO-TES Communications Specialists assigned to the CIO-TES Chief Information Security Office and support the corporate communications mission of the CIO and IT Services Directorate. The team works to support the communication needs of CIO-T leadership and the workforce from a corporate perspective and through key mission areas, initiatives and priorities identified by the director and deputy directors of CIO-TES. This support includes the creation, development and implementation of a variety of CIO-TES communication materials and events, to include senior leader briefings and talking points, news and information articles, graphics and web support, marketing and branding, and events, such as town halls, brown bags, information sessions, etc.
Duties shall include:

Possess a bachelor’s degree in communication, Journalism, English or relevant experience.

This position requires the incumbent to work effectively as a part of an interdisciplinary team, providing critical resources and support to individuals in crisis. Performs assigned security duties promptly and accurately. Works varied assignments and shifts. CORE FUNCTIONS
1. Responds to mental health emergencies and crisis. Uses verbal de-escalation and crisis intervention strategies, along with Banner Health and/or community resources available, to assist in effectively resolving the crisis peacefully.
2. Develops and maintains relationships with technicians, nurses, therapist, physicians, law enforcement, community resources and others in the prevention, response and continued support of crisis intervention services.
3. Patrols and inspects facility frequently to assist in maintaining a safer and more secure environment. Assists employees with security related matters, mediate disputes, conduct interviews, conduct searches, enforces parking regulations and traffic control. Serves as a security subject matter expert.
4. Assists medical staff in restraining and handling troubled/combative patients. Ensures security policies are being followed. Patrols unoccupied areas and sets the alarms when appropriate. Locks and unlocks facility doors at prescribed times. Conducts money pick-ups from departments, logs pick-ups and successfully delivers the contents to the appropriate destination department. Releases bodies from the morgue, ensuring that all paperwork is complete. Checks alarms to ensure they are in proper working order. Escorts patients, visitors and employees when required for security purposes. Participates in security training designed for staff.
5. Maintains current knowledge of applicable laws and regulations. Performs “citizen arrest” and demonstrate critical thinking skills during extremely stressful situations as needed.
6. Appropriately and effectively utilizes assigned non-lethal weapon according to policy and training.
7. Investigates and completes written reports of complaints, critical security incidents and unusual activities involving patients, employees and visitors. Maintains an accurate log of all relevant security activities during each shift. Based on area of assignment may assist in the maintenance and preservation of confidential health documents including scanning into electronic patient health information systems.
8. Professionally testifies in criminal court, mental health court, state hearings and review boards when required.
9. This position must interact with and support all levels of end users throughout the facility, including security officers, technicians, nurses, therapist, physicians, visitors, and patients. This position will coordinate activities with facility and system levels. This position must collaborate and interact with all levels of management and staff, other healthcare members, and the community for the purpose of supporting crisis intervention services.
MINIMUM QUALIFICATIONS
High school diploma/GED or equivalent working knowledge.
Diverse security experience as normally obtained through two years of security related experiences. Must possess excellent communication, interpersonal skills, sound judgement, and strong safety skills to effectively defuse volatile situations.
Must be able to demonstrate the ability to perform physical requirements of the position.
Must successfully complete 40-hour crisis intervention team course and annual in-service training. Capabilities will be demonstrated through the successful completion of similarly related skills testing. Comprehension and correlation of law, policies/procedures and standards. Must participate and promote collaboration, as well as provide excellent customer service. Requires critical thinking skills and ability to quickly assess situations and determine appropriate response in escalated conflict, security and emergency situations.
Must maintain required security certifications. Must possess a valid driver’s license and be eligible for coverage under the company auto insurance policy.
Employees hired on or after January 1, 2019 will need to successfully demonstrate the physical requirements before starting in the role. Employees hired before January 1, 2019 must be able to successfully demonstrate the physical requirements by December 31, 2019. If upon initial evaluation, an employee is unable to successfully demonstrate the physical requirements, there will be a quarterly assessment administered. This physical skills assessment will then be conducted on an annual basis and employees must successfully meet the requirements to remain in role.

Key Role:
Provide energy technical advice, and plan and implement support activities designed to optimize energy resilience initiatives in support of the U.S. Navy’s mission. Apply leading-edge principles, theories, and concepts, and contribute to the development of new principles and concepts. Work on unusually complex problems and provide highly innovative solutions. Operate with substantial latitude for unreviewed action or decision, mentor or supervise employees in firm and technical competencies. Manage contract staff and resources. Keep the client updated with issues such as resource leveling, demand signals, and budget management. Provide expertise on Navy and NAVFAC organizational structure to inform solutions and decision making.
Basic Qualifications:
10+ years of experience with the Department of the Navy or Naval Facilities Engineering Systems Command (NAVFAC)
Experience with Department of the Navy energy programs and projects
Experience working with senior DoD officials to manage complex programs and make challenging decisions
Experience with DoD and installation energy resilience
Knowledge of DoD energy priorities and strategies
Knowledge of DoD installation energy technologies and acquisition authorities
Knowledge of energy markets and project finance
Ability to manage teams

The projected compensation range for this position is $93,300.00 to $212,000.00 (annualized USD). You will contribute by:
Ensuring all Partners are receiving accurate and timely data and services as defined by their contractual relationship with C&S. Providing on-going support and training to the broker and vendor community in support of the C&S vendor programs.
Supporting Supply Chain and Trade Relations initiatives as needed with data analysis, data storage in databases and reporting.
Assisting management to establish decision rules by formulating supply chain and trade program strategies that reduce overall costs and optimize customer service levels.
Maintaining and validate business data and preform ad-hoc data analysis.
Working with the subject matter experts and other team members to define metrics and performance goals for various applications. Assisting in the research, design, and development of applicable key performance indicators (KPIs) for corporate management.
Assisting in the organization, facilitation, and administration of the flow of communication, schedules, project requests, recommendation and milestones.
Analyzing and report on various metrics relative to customer and vendor performance including but not limited to tracking and analyzing inventory days on hand, target inventory levels, vendor fill rates, customer service level and lead time variability & logistics.
