The Construction Noise & Vehicular Emissions Department (CNVED) is responsible for regulating and enforcing against excessive noise from construction sites and emissions from vehicles and Off-Road Diesel Engines (ORDE). ORDE refer to machinery and off-road vehicles that are equipped with diesel engine(s) used in industry (e.g., forklifts and generators) and construction sites (e.g., construction equipment such as cranes and excavators). ORDEs with inadequate pollution control technology or that are poorly maintained can emit high amounts of harmful air pollutants during their operation.
You will plan and implement initiatives to minimise pollution from ORDE and take enforcement actions against errant ORDE suppliers and users who contravene the Environmental Protection & Management (Off-Road Diesel Engines) Regulations. Your primary duties will include the following:
- Prepare requirement specifications, call, evaluate and award the tender for services to administer ORDE registration
- Manage contractor administering ORDE registration
- Oversee enhancement of IT system for ORDE registration
- Perform technical assessment on applications to register ORDE
- Review work instructions, standard operating procedures, policies and initiatives to control ORDE emissions
- Work with stakeholders (i.e. ORDE suppliers and users) to raise awareness and promote compliance with the regulations
- Organise and participate in enforcement operations against errant ORDE suppliers and users, including inspection of equipment and engines at industrial premises, construction sites and warehouses.
- Handle and resolve public feedback on ORDE within the set service standard, including mobilising officers to conduct necessary surveillance and take enforcement action against errant suppliers and users.

Requirements
- Degree in Mechanical/Environmental Engineering
- Good knowledge in engineering systems, principles and applications
- Preferably with 2 years experience in mechanical-engineering related field
- Keen interest in pollution control issues
- Firm and articulate with good communication skills
- Problem solving abilities with strong analytical reasoning and data analysis
- Systematic and meticulous
- Good team player and interacts and collaborate effectively with others
- As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.
