The role
This role is full time, 37 hours per week and hybrid working arrangements with three days in the office/onsite and two days working from home.
Agile working may be available to employees in some instances, applying the principles of fairness and consistency whilst ensuring that the overriding business needs can be appropriately met. We are happy to consider flexible, blended working, including part-time, condensed hours, and job sharing. Please ask about alternative patterns of work at interview.

Job Purpose / Overview
Working in the Cost Discipline of Integrated Project Controls (IPC), under the direction and leadership of the IPC Cost & Forecasting Manager, to take responsibility for all aspects of Cost within either one of the Programme Controls Teams or the Central Controls Team within the Project. To help lead the establishment, development, maintenance of timely, accurate cost data, and reports, including forecasts, performance analysis, earned value, cash flows, and monthly reports on the Actual Cost of Work Performed (ACWP). To support minimising the Estimate At Completion (EAC) for the Programme in accordance with best value.

We are seeking an experienced Cost Engineer to join our Project Management team (PMT). Responsible and accountable for the delivery of best in class capital projects assigned to department. PMT is directly involved in executing and managing assigned projects safely, on schedule, within budget and to the highest standards of
integrity and compliance. This will involve engineering design, procurement and construction of
various sizes, types and complexity of small, medium to multi-billion dollar mega size projects in South Asia.
You will have a minimum of fifteen years cost engineering experience in oil and gas,
petrochemical, refinery projects or facilities, with at least ten years in managing project budgets,
cost tracking, forecasting; and financial reporting with a Broad, multi-discipline knowledge and
experience of cost engineering for Oil and Gas projects.

Selected candidate will be engaged under a third-party agency payroll for the tenure of employment in SRC under 1-year renewable contract
Key Responsibilities:Lead the preparation and compilation of the overall project Class 3 cost estimate taking input from FEED contractors.
Work with Project Technical Consultant on Class 3 Cost Estimate.
Conduct ICSA on Class 3 Cost Estimate.
Liaise and review all the basis and computation of Class 3 cost estimate.
Establish the forecast of expenditure in Phase 3 and 4
Verify the robustness of quotations with reference to the MREs, as part of the build-up to the Class 3 cost estimate
Review the cost estimate with the Senior Project Manager, Project Manager and Business Manager
Lead the coordination with ICSA SME as part of the through-phase engagement during Phase 3, in collaboration with FEED contractors.
Establish detail Owner Cost estimate for Phase 4 and liaise with whole project team on the input to establish Class 3 cost estimate
Requirements:Bachelor Degree in Engineering or equivalent
Minimum 15 years work experience as a Project Cost Estimator for Mega Projects.
Experience in cost estimation for international major and mega projects (>US$1B) in an engineering company
Familiar with Aspen or equivalent estimation software
Well demonstrated past cost estimate experience vs actual cost incurrence.
