Principal Objective: A brief summary of the responsibilities of the position
The primary objective of a Senior Resident Construction Engineer - Architect is to oversee and ensure the successful execution of Housing & Facilities projects from a construction and architectural perspective. They are responsible for managing the construction process, ensuring compliance with design plans and specifications, and maintaining quality, safety, and regulatory standards.

Construction Management: Oversee and manage all construction activities to ensure they align with design intent and project requirements.
Design Review: Evaluate architectural designs, drawings, and specifications for accuracy, compliance, and constructability.

Experience and Qualifications: List the background experience required for the position, number of years’ experience, in what fields. Describe the desirable academic background.
Bachelor's degree in Architecture (B. Arch) or related field from a recognized University with a minimum of 12 years of professional experience within an Architectural field.
Considerable knowledge of the practices and principles of design.
Must have sound overall experience in problem-solving field-based engineering and construction troubleshooting.
In-depth working knowledge of Architectural and International Building Codes including SBC and SASO.
Extensive experience with building use classifications and analysis for fire safety and life safety codes.
Extensive experience with building technology and materials.
Strong working experience of AutoCAD Revit. At a minimum, a Good Working knowledge of working in a BIM Environment (strong BIM Experience would be an advantage) with 3D modeling software is a plus.
Knowledge of computers and basic software applications: MS Office (Word, Excel, PowerPoint).
The ability to communicate effectively in spoken and written English is essential.

Parsons is looking for an amazingly talented Senior Resident Construction Engineer - Mechanical to join our team! In this role you will join a leading professional engineering, construction, and cost management team that is involved in multiple projects with Royal Commission in Jazan.
What You'll Be Doing:
Monitors construction contractors’ mechanical installation and testing activities, including, but not limited to piping, leak tests, duct work & insulation, pumps, building management system, HVAC controls, domestic water systems, foundation, de-watering systems, firefighting system…etc.
Coordinates closely with senior mechanical engineer to ensure that mechanical systems are smoothly working.
Assists Contractor with coordination of other related trades (i.e. plumbing, fire protection, site drainage, MEP, testing & commissioning, etc.
Witnesses contractors’ quality control inspections to ensure that the permanent works are constructed according to the contract, applicable codes, standards, approved drawings and specifications
Reviews design issued by engineering department, contractor-submitted shop and as-built drawings, materials submittals, tie-in procedures, project schedules, and work permits; and assists RCE in obtaining their approval and/or comments.
Reviews contractors’ mechanical quality assurance and quality control programs, inspection and test plans, installation, testing, and as-built procedures, for all mechanical engineering systems and comments for transmittal to the contractors.
Arrange meetings between the contractor and concerned departments to resolve interfacing problems during construction.
Organizes, coordinates, and conducts in conjunction with the concerned department's acceptance inspections and re-inspections of the completed permanent works until all deficiencies are corrected and signed off.
Assists the Project Controls Cost Engineer by reviewing contractors’ invoices for the correctness of installed quantities for the mechanical portion of the permanent works.
Attends regularly scheduled meetings between the Royal Commission Headquarters Construction team and the Contractor.
Initiates and prepares for SRCM and SRCEs draft mechanical related letters, memos, or reports to contractors and other Departments.

Bachelor’s Degree in Mechanical Engineering or related field from recognized University with 12 years of mechanical construction supervision experience.

In this role you will get to lead the substructure, superstructure, wet trades, landscape, hardscape, site drainage and grading as part of the residential team and will be supported by other specialist engineers and departments.
What You'll Be Doing:
Coordinates closely with Contractors’ structural/civil/geotechnical engineer to insure that mass grading is
properly coordinated with roads and building foundation systems.
Applies a pro-active Health and Safety attitude to their works packages.
Assists Contractor with coordination of other related trades (i.e. plumbing, fire protection, site drainage,
landscape, hardscape, structural, wet trades, mechanical etc.)
Witnesses Contractors’ quality control inspections to ensure that the permanent works are constructed
according to the contract, applicable codes, standards, approved drawings and specifications
