THE CHALLENGE
In this role, you will be embedded with the customer providing Subject Matter Expertise, providing lead support to; SAP eligibility determinations, monitor and track personnel security actions, Update program access lists or rosters in appropriate database(s) following indoctrination, and review and remain current on the personnel security standards appropriate to the classification level of the programs. The successful candidate will lead a small contingent of specialized professionals on their day to day tasks as well as interacting with, Senior Executive Service (SES) personnel, senior military officials, and high-graded civilians and have exceptional written and oral communication skills.
Primary Responsibilities
• Perform SAP Access eligibility determination reviews, in accordance with DoD Manual 5205.07 Volume 2.
• Responsible for training new staff on customer specific requirement and eligibility determinations and reviewing work to ensure compliance with all applicable policies and procedures.
• Review, and update as required: Local Level I and Level II SAPNP processing policies and procedures.
• Perform Level I and Level II SAP access eligibility determinations.
• Provide advice and problem solving to the Program Security Officer (PSO) relating to the access eligibility review process and guidelines regarding Level II and III issues, including the procedures to be followed in the appeal processes.
• Communicate with security professionals from across the Government and Industry on security related solutions of significant importance.
• Conducts himself/herself in a professional manner and a high sense of integrity, working in a stressful and fast-paced environment.
• Perform other duties as assigned in support of the customer’s mission.
Basic Qualifications
• Must have a Top-Secret Clearance with SCI Eligibility (Adjudicated within the last 3 years).
• Minimum of five (5) years' experience in personnel security and a High School diploma or equivalent; or an Associate degree in Security, Administration, Business Administration or related field with three (3) years of related experience.
Preferred Qualifications
• Bachelor’s Degree in Security, Administration, Business Administration, or related field.
• Subject Matter Expert in the field.
• Graduate of a DoD Intelligence Analyst course or another U.S. Intelligence Agency’s analytical training program.
• Successfully completed a SAP adjudication development and certification course from a U.S Government agency or have two years of experience performing a similar function.
• Experience-producing, handling, storing, transmitting, and transporting classified materials, up to and including Top Secret, SAP, and Sensitive Compartmented Information (SCI).
• Extensive knowledge and experience supporting Special Access Programs (SAP).
• Ability to work independently and be a self-starter, as well as a solid group contributor working in a fast-paced environment.
• Expert knowledge of Microsoft Office suite tools.

THE CHALLENGE:
In this role, you will be leading part of a consolidated Personnel Security Department, consolidating and managing files from various sites, processing clearance activities, assisting the Branch Chief and providing day to day direction of Security Specialist to ensure inspections, reviews, investigations, and other reportable issues are compliant and within a timely manner. Responsible for the overall maintenance of the security program to include creating, coordinating, and implementing security policies and procedures pertaining to the safeguarding of classified information according to the customer’s security SOP.
Primary Responsibilities
Lead PSA responsible for maintaining Joint Personnel Adjudication System (JPAS), Defense Information System for Security (DISS), and internal personnel security databases.
Subject matter expertise on solving complex security related issues in support of the customers adjudication and suitability for continued service program.
Train and review functional staff support across all functional security areas to assure the maintenance of records, files, and prepares briefings and reports are prepared IAW standard industry and customer practices.
Preparing Program Access Requests (PAR), badge requests, and processing System Authorization Access Requests (SAAR).
Ability to utilize reach-back support to a number of industry and Government partners to develop and strategic partnerships in support of the customers SAP program.
Aid in conducting annual document inventories, self- inspections, staff assistance visits at Government locations; prepares courier authorization letters and cards.
Administer foreign travel/foreign contact program as it applies to office personnel; process and maintain Non-Disclosure agreements (NDAs), and SAP Forms.
Conducts himself/herself in a professional manner and a high sense of integrity, working in a stressful and fast-paced environment.
Outstanding customer service and communication skills while interfacing daily with senior executives (SES), senior ranking military officers, and other military and civilian personnel internal and external to the customer’s organization.
Responsible for ensuring appropriate security and administrative procedures are followed for entrance into secured spaces; assist in performing entry/exit inspections, visit processing, and escorting.
WHAT SETS YOU APART

Have a Top-Secret Clearance with SCI Eligibility (Adjudicated within the last 3 years).
BS degree and 4+ years of security experience. Equivalent experience can be substituted for degree.

This position will report to the Chief Counsel in the Rules Committee Staff (RCS) in the Office of the General Counsel (OGC).The OGC is seeking a self-motivated entry level Administrative Analyst for the RCS and six Judicial Conference committees that it supports. The RCS provides support to the Committee on Rules of Practice and Procedure and the five Advisory Committees, planning committee meetings, tracking suggestions for rules amendments, publishing and soliciting public comment on proposed amendments, and ensuring that amendments to the rules of procedure and evidence are considered and implemented according to statutory requirements and Judicial Conference policies. The incumbent will be responsible for coordinating logistics for committee meetings and events, managing calendars, preparing meeting-related correspondence, and handling administrative duties. The ideal candidate must communicate effectively, both orally and in writing, and have strong organizational skills and attention to detail to ensure the smooth operation of the RCS and committee activities.
At the entry level, the incumbent performs professional entry level assignments specifically designed to prepare the incumbent for higher level professional work. The incumbent will participate as a team member working under the direction of the RCS Management Analyst and RCS Chief Counsel. As competencies in entry level assignments increase, the incumbent will be assigned progressively more complex work with an appropriate level of supervision.
