THE INTERNATIONAL RUBBER STUDY GROUP (IRSG)
The International Rubber Study Group (IRSG) is an intergovernmental organization with the main objective of improving the transparency of the world rubber markets and strengthening international cooperation on rubber issues. The IRSG is the biggest worldwide community in the rubber economy. The IRSG is recognized as an international body through the negotiation of a headquarters agreement with the Government of the United Kingdom in 1978. The IRSG has 34 member governments, including the European Union (27 countries), Singapore, India, Sri Lanka, Russia, Cote dIvoire, Nigeria, and Cameroon. Subsequently, a new headquarters agreement with the Government of Singapore was signed in 2008. The IRSG Secretariat is based in Singapore.
The mission of the IRSG is to be the world’s authoritative source of statistical data and forecasts for all aspects of the world rubber industry, including production, consumption, and trade in rubber and rubber products. The seminal purpose of the secretariat is to prepare current estimates and forecasts of future supply and demand trends while undertaking statistical and economic studies on specific aspects of the industry to continually improve its value-added service to stakeholders. (A) JOB DESCRIPTION
The position reports directly to the Secretary General. The Software Development (SD) and Information Technology (IT) Manager supports the IRSG secretariat’s IT infrastructure and is responsible for the installation, operation, and maintenance of the IT network, computers, and other digital systems while supporting and enhancing the IRSG's cybersecurity posture. The IT Manager is the head of the Software Development (SD) and Information Technology Unit and is responsible for IT support delivery as well as cyber risk management strategy and planning. The Software Development (SD) and Information Technology (IT) Manager also supports the Economics and Statistical Unit in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting of IRSG publications.
(B) SUMMARY OF KEY FUNCTIONS/ACCOUNTABILITIES:
Within the limits of delegated authority, the software development and information technology manager is responsible for the following duties:
§ Day-to-day monitoring, technical support, and planning of all aspects of the IT network infrastructure (LAN/WAN/wireless network).
§ planning, implementing, managing, monitoring, and upgrading the overall IT efficiency of the secretariat and the cyber security measures for the protection and efficient operation of IRSG data, systems, and networks.
§ ensuring that the IRSG data and infrastructure are protected by enabling the appropriate security controls and responding to all system and/or network security breaches, including mitigating any damages.
§ Testing and identifying network and system vulnerabilities as well as the aptitude to demonstrate great awareness of cybersecurity trends, including relevant legislation and regulations, hacking techniques, and best practices on responding to and mitigating any damage caused by cyberattacks.
§ Contributing to and developing cybersecurity strategies that are in line with best practices and providing necessary training and awareness-building activities for IRSG secretariat staff as well as any relevant stakeholders will make IRSG more secure and less likely to fall victim to a cybersecurity event such as a breach or intrusion.

(E) EDUCATION AND PROFESSIONAL EXPERIENCE
An advanced university degree (Minimum of Bachelor's degree and preferably a Master's degree) in computer science, information systems, information technology (with a specialization in software engineering) or a related field is mandatory. Security certifications such as CISSP, CCSP, SANS, GIAC, CEH, etc. will be an added advantage.
A minimum of one to three years of progressively responsible experience in planning, development, implementation, and maintenance of complex computer information technology systems or related areas is required.
Experience in the administration of IT infrastructure, including network servers, web servers, virtual private networks, firewalls, and wireless services, is required, as is the ability to create accurate network diagrams and documentation for the design and planning of network communication systems. Strong competence in developing and implementing software applications to be deployed in analyzing "big data" for econometric forecasting is mandatory.

Support the day-to-day operations and maintenance functions for the facility related infrastructure networks and recommend efficient Tier 1 solutions by performing preventive maintenance, troubleshooting and diagnostic failures and restoring failed operational capabilities within a specified amount of time, ensuring sustainment of mission operations.
Oversee the telecommunications infrastructure for both inside plant (ISP) and outside plant (OSP) including the project management of ISP and OSP projects, design engineering, integration, testing, installation, operations and maintenance of communication distribution system, recapitalization, and upgrade capabilities.
Oversee and provide all necessary experienced labor and supervision to manage, maintain, operate, design, engineer, test, inspect, and repair both the inside and outside plant telecommunication infrastructure.
Oversee and support defensive cyber operations by investigating and helping to resolve findings from the NRO cyber operations groups or ICS program office at each site.
Experience working in 24x7 mission critical environments such as data centers, where continuous availability of facility infrastructure is essential and of the highest priority
Shall update/maintain existing CAD files for all facilities, space planning, and telecommunication drawing and capacities.
Shall provide design engineering, system administration, operations, maintenance, technical support, inspection, test, repair, upgrade, and installation of communication systems at headquarters location.
Support cyber security and architecture and capability improvements as directed by the ICS Program Office.
Develop and maintain an IT plan as part of the Program Management Plan (PMP) that is focused on worldwide MS&O enterprise systems and information management.
Support the facilities, logistics, security, and telecommunications infrastructures by providing the IT and Communication systems design, implementation, cyber security, testing, Operations and Maintenance (O&M), software upgrades and recapitalization of hardware.
Implement enterprise solutions for Enterprise Resource Planning Tool (ERPT) support as needed at site locations.
Responsible for the preparation of documents and coordination for the Authorization and Assessment (A&A) process, currently Intelligence Community Directive 503 (ICD 503).
Familiar with navigating NRO Risk Management Framework (RMF), as part of the A&A responsibilities
Develop a Configuration Management (CM) Plan.
Develop a System Development Plan
Experience with NRO Corporate IT Procurement (CIP) process and system
Ensure qualified personnel are ready and able to perform O&M on the various facilities and communication systems.
Ensure skilled and experienced systems engineers, and database administrators for each system are available and able.
Responsible for collecting and overseeing customer requirements, design and engineering, cyber security, test and integration, and implementation of the system.
Integrate and coordinate with other government and industry partners to implement new enterprise solutions and performed related O&M.
Qualifications:
A bachelor's degree in computer science, information technology, information systems, or a related field is required.
A minimum of 5 years of information and telecommunications management experience managing similar projects of size, scope and complexity through the planning, execution, and monitoring stages, preferably with NRO experience to adequately understand mission needs across the enterprise
Proven experience in leading and managing a team of information and telecommunication management professionals.
Currently holds applicable 8570 certifications and Security+
Experience in hardware integration, software integration, cloud services and formation of telecommunication networks
Ability to enable acceleration of innovation and enhancements at the speed of need and of industry.
Ability to enhance alignment of development and integration with end-user and mission needs.
Proficient in shaping and steering architecture, driving the implementation of cutting-edge technology solutions at the forefront of innovation.
Experience with using and administration of a ticketing, service desk, or tracking tool (such as ServiceNow, Jira Service Desk, etc)
Ability to maximize technical, performance, and operational efficiencies and minimize lifecycle costs.
Ability to maximize services and capabilities, provisioned as a service.
Maximize developer flexibility, control and transparency while minimizing security risks.
Ability to enhance and enable interoperability across the enterprise.
Ability to work in fast paced environment with excellent oral and written communication skills.
Demonstrated experience in managing enterprise-level information systems or telecommunication management platforms.
Strong understanding of data governance principles, policies, and best practices.
Knowledge of vendor evaluation and management processes for information management tools and technologies
