Recommends policies and conducts, supervises or coordinates relationships between the Institution and other Federal agencies, State, and local governmental agencies, and non-governmental agencies for the following purposes: to promote economy and efficiency in administration; to prevent and detect fraud and abuse in Smithsonian programs and operations, including those associated or financed by the Institution; and to identify and prosecute participants in such fraud and abuse.
4. Keeps the Board of Regents and the Congress fully and currently informed, through reports concerning fraud and other serious problems, abuses and deficiencies that are related to the administration of Smithsonian programs and operations, including those administered or financed by the Institution. Recommends actions to correct identified problems, abuse and deficiencies. Reports on progress made to implement corrective actions.
5. Directs and coordinates the audit program through subordinate supervisors and staff. Develops and implements internal policies, procedures and standards to assure high quality work performance. Assures subordinate supervisors effectively carry out their program and supervisory responsibilities. Selects and appoints all subordinate staff in accord with applicable laws and regulations. Within the framework of the Institution’s performance management system, evaluates performance of subordinates, and performs the second-level review for all Office staff.

If selected for this position, you will serve as the Inspector General (IG) and keep the CFTC Commissioners and Congress fully informed about problems and deficiencies relating to program administration and operations, devise and recommend corrective actions, and report on progress of their implementation. The IG will act as required by the IG Act and other applicable laws, with the authority vested in the IG by such law, and will perform the following major duties:
Determine policies and procedures for the operation of the OIG, including such direction and supervision related to the conduct of audits, investigations, inspections, and evaluations of programs and operations throughout the CFTC. The IG determines the objectives and approach of the work of the OIG (including the use of non-Federal auditors).
Review current and proposed legislation and regulations for impact on the economy and efficiency of CFTC programs and operations. Utilize the semi-annual reporting system required by law to provide feedback on the impact of such legislation or regulations. Develop and recommend policies to enhance operational efficiency and effectiveness and to detect fraud and abuse at the CFTC.
Conduct, supervise, and coordinate relationships between the CFTC OIG and other Federal agencies, Congressional Committees, other Executive and Legislative entities, State and local governmental agencies and nongovernmental entities for the following and related purposes:
Keep the Chair, Commissioners, and the Congress fully and currently informed by means of semi-annual reports and otherwise concerning fraud and other serious problems, abuses and deficiencies relating to administration of programs and operations administered or financed by the Commission. Recommend corrective actions concerning such problems, abuses, and deficiencies. Report on the progress made in implementing such corrective actions.
Conduct and oversee the conduct of OIG audits, investigations, inspections, and evaluations. Supervises the review of draft materials, reports, and recommendations from IG staff to ensure that final work product accurately reflects the applicability of statute, law, rule, regulation, and professional oversight standards. These issues require consideration of complex intricacies of criminal, civil, and administrative law practice and procedures.
Develop and direct an annual audit program responsible to the interests and needs of the Chair, Commission, and staff for the review and evaluation of existing and proposed operations with the goal of identifying opportunities and means for improving efficiency and effectiveness.
Ensure that the OIG receives accurate and relevant legal advice on all matters within the purview of the OIG in accordance with the IG Act. Direct the planning related to legal research efforts and the review of laws, regulations, reports, policies, and procedures related to OIG matters.
Manage the expeditious submission of any criminal referrals to the Department of Justice or other appropriate law enforcement entities, whenever the Inspector General has reasonable grounds to believe there has been a violation of Federal criminal law and coordinates any resulting activities required by that agency.
Conduct investigations and make reports relating to the administration of the Commission's programs and operations as are necessary or desirable in the judgment of the Inspector General.
Lead, direct, and coordinate the OIG personally and through subordinate supervisors and staff. Develop and implement internal policies, procedures, and standards to assure high quality work performance. Ensure subordinate supervisors effectively carry out their program and supervisory responsibilities. Select and hire all subordinate staff in accordance with applicable laws and regulations. Set performance standards and evaluates performance of immediate subordinates, consistent with CFTC policy. Hear and resolve complaints and grievances, and take disciplinary action. Manage the formulation and execution of OIG plans and programs and operational and administrative activities, such as budget preparation and administration, contracting, and personnel management.
