1) Lead a team of Assistant Engineers and Technical Officers to perform daily inspection and maintenance.
a. Review and refine the work schedule to meet the approved maintenance plan.
b. Coordinate and collaborate with other stakeholders and users to maximize the work perform on tracks.
c. Comply and execute tasks in accordance with the relevant Quality Procedures, Maintenance Manuals, Work Instructions, Work Safety Procedures, LTA requirements such as Code of Practice, Railway Operation Procedures and Contract Specification.
d. Execute, monitor and control the maintenance team and Contractors work progress to ensure no delay in schedule.
e. Provide Engineering and Technical support & advice as well as additional information to the team who need it and/or perform fault analysis.
f. Respond to occasional urgent activation after office hours for emergency as and when required
2) ISO compliance & Manage document control
a. Work with Engineering Support team, to ensure compliance of ISO and internal procedures.
b. Develop new and existing work instructions / procedures, risk assessment regularly to ensure that they are relevant and up to date.
c. Conduct investigation on safety incidents and/or breaches in quality procedure and implement the recommended follow-up action(s) from Safety and Security Inspectorate.
d. Communicate to the team the latest version of Work Instructions, Procedures, Risk Assessment, Operation Circulars and Investigation recommendations timely.
e. Develop the necessary Operations Circulars in accordance with the requirements of the works and Rail Operations Procedures and disseminate to all staff involve with the work during toolbox meeting.
f. Prepare and submit Request for Modification (RFM) and Approval for Modification (AFM) before commencing any modification to the railway assets and Completion of Modification (COM) after modification has successfully completed.
3) Maintenance Management System
a. Ensure timely review, approval and closure of service request and workorders
b. Ensure the defects’ and workorder data recorded in the system is consistent and accordance to requirements such as Fault Code List etc.
c. Ensure all Track Access Request (TAR) and Permit-to-Work (PTW) are submitted timely so that work can be carried out.
d. Prepare Corrective Maintenance works master programme to be carried out by the section in each financial year.
4) Man Management & Training Support
a. Responsible for the welfare and disciplinary counselling for line maintenance team staffs.
b. Conduct staffs’ appraisal and submit reports on the work performance of the staffs under his charge.
c. Monitor, review and re-align staffs’ goals, development/draining and provide guidance to new staff on the job.
d. Train and develop staff to be competent and proficient in their respective areas of work. Support and conduct VQC trainings for staff
e. Act as a trainer for Permanent Way and Maximo system to new joiners.
5) Financial Management
a. Prepare, manage and control financial budget of the section such as overtime etc.
b. Plan forecast and purchase materials, tools and equipment needed for line maintenance.
c. Responsible for the asset assign/distribute to the team such as radios, laptops etc
d. Regularly review the requirement and functionality of maintenance tools and equipment, spares and if needed, put up justification for procurement and servicing/calibration timely.
6) Responsible to review and submit monthly and 4-monthly report prior branch meeting and ensure assigned Assistant Engineer submit daily and organizational reporting timely.
7) Implement continuous improvement on people, process and technology.
8) Undertake any other related duties that may be assigned from time to time.
9) Required to work extra hours after work.
