Responsibilities

Procurement Compliance Analytics

• Monitor and analyze procurement activities to identify potential anomalies / risks, monitoring and analyzing procurement processes to ensure data accuracy and compliance with company policies, procedures, and relevant regulations.
• Perform regular data validation / pre audit review to maintain high data quality.
• Collaborate with procurement teams, finance, operations, and other stakeholders to gather relevant data, and identify and rectify areas of non-compliance for corrective actions.

Procurement Performance Management

• Develop and maintain key performance indicators (KPIs) to measure the effectiveness and efficiency of procurement operations.
• Analyze procurement performance data and suggest process improvements and innovative solutions to enhance procurement efficiency and effectiveness.

Spend Analytics

• Utilize data analysis tools to analyze and interpret procurement spend data.
• Identify cost-saving opportunities and collaborate with procurement teams to implement strategies for spending optimization.

Procurement Sustainability Reporting

• Drive initiatives to increase user awareness on green procurement practices.
• Facilitate the preparation of procurement data for sustainability reporting to Management and Temasek.

QUALIFICATIONS

• Bachelor's degree in Business, Supply Chain Management, Analytics, or a related field.
• 3+ years of experience in procurement analytics
• Strong analytical skills with the ability to derive actionable insights from data.
• Excellent communication and presentation skills to convey complex data findings to non-technical stakeholders.
• Detail-oriented and able to manage multiple projects simultaneously.
• Knowledge of procurement regulations and compliance is a plus.
• Knowledge in data analysis and visualization tools (e.g. Power BI).
• Familiarity with sustainability practices and reporting framework will be advantageous

Real Estate & Procurement is one of the vertical streams within Global Shared Services (GSS) providing Corporate Real Estate, Facilities Management as well as Procurement support to DNV internally.

The Regional Procurement Analyst is an individual contributor supporting all indirect procurement activities in South East Asia & Pacific and responsible for implementation of global procurement category initiatives where applicable. The candidate will also provide expert advice/support to local Business Area administrative support contacts in countries.

• Initiates, develops, and recommends contracting policies and procedures for the guidance and control of subordinate contracting activities.

This position has job functions that must be executed within specific geographic locations.  The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area of: Arizona, California, Hawaii, and Nevada. If you are selected for this position you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

Major duties include, but are not limited to the following:

• Support the business unit in meeting or exceeding small business contracting goals; and all acquisition quality indicator. Monitors and recommends solutions to improve acquisition quality indicators and division performance measures and results. Works with employees to improve results.
•  Advises Contracting Officers (CO) and Team Lead on small business participation factor requirements for open market acquisitions and assists drafting small business evaluation language.
• Serves as a procurement/policy adviser to other senior contracting officers and contract specialists on complex projects, policies, issues, etc. Mentors new contract specialists as necessary.

• Works with PPS and program staffs to increase use of purchase card and understanding the acquisition process.
• Responds to data calls and other required reporting on program engagement in the purchase card process.
• Facilitates program staff completion of USDA data calls and validates program responses against personal knowledge of acquisition needs within the GPC Oversight Branch.
• Monitors purchase card procurements as required by Department and Agency regulations and policy, to ensure compliance and prevent fraud, waste, and abuse.
• Escalates GPC issues to the APC and Branch Chief (BC) for action. Monitors GPC reporting compliance and proper reconciliation.
• Advises program managers and staff on procurement planning.
