The Health Systems Specialist (Program Analyst) is responsible for or providing data analysis and statistical support to the Office of Nursing Services (ONS). The position is responsible for providing expert support to the Executive Director, Deputy Executive Directors, Portfolio Directors, and leaders within ONS for program matters pertaining to evaluation of the effectiveness of partnership and innovation programs and operations. The position actively participates in the development of clinical decision-support systems with subject matter experts, other data and program analysts, and the leadership team. The primary purpose of the position is to improve the quality, efficiency, and effectiveness of health care by integrating clinical and administrative information processes necessary to achieve successful review, adoption, and application of new technologies and emerging innovations throughout the VHA. Utilizing a full knowledge of data and statistical analysis techniques, operations research techniques (e.g., simulation, linear programming), high level computer languages (e.g. Structured Query Language (SOL), Visual Basic, C++, CSS, JavaScript, SAS, SPSS) and also able to interface with multiple VHA related data repositories (e.g. VHA Support Service Center (VSSC), Pyramid Analytics, Allocation Resource Center (ARC), Financial Management System (FMS), Managerial Cost Accounting (MCA), Strategic Analysis for Improvement and Learning (SAIL), Personnel & Accounting Integrated Data (PAID), Financial and Clinical Data Mart (FCDM), VA File Manager, Microsoft SOL Server Reporting Services).
- Develop dashboards with graphic representation of milestones, status, and comparison to prior performance.
- Assess program development and execution and organizational effectiveness and efficiency by demonstrating analytical and evaluative methods and techniques.
- Provide oral and written communications to articulate data analysis outcomes and outputs.
- Prepare comprehensive reports, presentations, publications, and task/action requests.
- Extract and analyze data from many dimensions or perspectives, then produce summaries of the information in a useful form that identifies relationships within the data.
- Troubleshoot data systems when functionality is compromised by determining the cause of and/or the solution to the problem.
- Utilize complex programming and data systems such as ProClarity or Pyramid Analytics, VistA, Salesforce, SharePoint, Internet design, Microsoft Office Suite, JavaScript, HTML, CSS, and visualization libraries.
- Defines strategic goals, develops, interprets and implements administrative and clinical programs, educating staff regarding processes related to data management, research, goal measurement and contributes to overall success of programs.
- Monitors performance metrics and reporting data at intervals with graphs, tables and narratives.
- Provides specialized staff support in the monitoring and analysis of changes in mission, goals, new legislation, and technological advances to assess the impact of these changes on work methods/procedures and to develop new systems which address these changes
