The Head of APAC Sales has the key objective of synthesizing the vast array of Oracle resources in order to successfully represent FSGBU offerings to the local market.

Specific Responsibilities

• Facilitate and assist in the execution of a localised xLOB Oracle strategy in line with the broader organisation Strategy.
• Provide relevant feedback, reports and presentation to senior management to convey local progress against strategy and success measures.
• Be an executive voice / escalation regarding Oracle matters in the local market/customers to aid line-of-business communications/value propositions.
• Engage with local industry bodies in order to engage with local business leaders.
• Assist Human Resources in the support of local staff as required.
• Facilitate and execute a branch communication program that includes:

1. xLOB sales meetings (including specific account or opportunity meetings as required)
2. Location Management meetings
3. Staff meetings

• Facilitate the establishment/maintenance of a vibrant local staff culture with attributes such as:

1. Teaming , helpful/sharing, ethical, customer centric

• Act as a mentor in support of Oracle global policies/programs including:

• Assist with account management tasks including:

1. Facilitating xLOB workshops for key customers in the region

2. Key and Icon teams including the Strategic Program Office

• Facilitate the sharing of xLOB information to allow for better alignment of the different parts of the organisation, including:

1. The distribution of relevant xLOB reports
2. Assist with the forecasting process as required

Relevant experience & training

Job Type: Administrative, Financial and Accounting Manager for the ASEAN and OCEANIA CNRS Offices and the 4 CNRS International Research Laboratories in Singapore

A: Administrative Manager Position

- Responsible for the establishment and execution of procedures and administrative activities incumbent upon the Regional Office. Reporting to the Director of the ASEAN CNRS Office in Singapore, and dotted line to the Financial Service of CNRS HQ in Paris, France.

- The role covers 6 entities: the 2 CNRS Representative Offices based in Singapore for ASEAN and in Australia and the 4 International Research Laboratories (IRL) established by CNRS in Singapore.

- The role includes administrative relations with partners of the entities.

- The role will be performed in two working languages: French and English.

The tasks assigned to the Administrative Manager consist of:

· Human resources management, including:

- Updating the employee’s data under RESEDA (CNRS software for HR) and other necessary tools.

- Coordinating the onboarding of researchers in the 4 IRLs based in Singapore (agreements, formalities, financing, etc.)

- Ensuring the administration of the visits undertaken by the entities (visits, reimbursements, transportation requests, etc.)

- Monitoring and coordinating recruitments (post-doc positions or others) within the framework of the projects (funding from France and others) in which the 4 IRLs are involved.

· Financial and accounting management:

- Serving as the principal entry point for the CNRS headquarters

- enabling the definition of the budget of the 6 entities.

- Processing accounting entries, monitoring and analysing expenses of the 6 entities (using the CNRS financial information system GESLAB).

- Updating laboratory management tools from CNRS (RESEDA, DIALOG).

- Monitoring the budget forecast for the projects of the 4 IRLs.

- Managing the financial items of large-scale research projects, particularly European, International, and French projects (ANR, FUI, etc.) of the 4 IRLs.

- Developing and managing audit requests related to these research projects.

· In the context of monitoring and managing operating credits (available to the 6 entities), the Administrative manager will, under the authority of the IRL director or the relevant office director, carry out the following tasks in the GESLAB finance tool:

- Creating purchase orders and documenting the proof of execution.

- Receiving invoices from suppliers and forwarding them to CNRS HQ for payment.

- Corporate credit cards: establishing and entering purchase orders for expenses justified by the directors of the 6 entities.

- Issuing and monitoring reimbursement to personnel based on supporting documents.

- Creating and monitoring the fixed assets.

- Creating mission orders, submitting duly completed expense statements accompanied by supporting documents provided by the mission participants for settlement to CNRS HQ.

- Monitoring the budget.

- Participating in the completion of year-end closing operations in coordination with CNRS HQ

· The Administrative manager will establish and maintain a manual of procedures applicable to each of the 6 entities (Representative Offices and IRLs), aimed at standardizing administrative and financial tasks and facilitating service continuity in case of absence or leave.

Member of the larger Corporate Services Team reporting to the Head of Corporate Services (Financial Management & Operations, and Procurement) the primary responsibility is to conduct or assist in Financial Analysis and Management and to plan and ensure funds optimisation operationally and sustainability. In addition, to drive financial transformation through automated solutions, dashboards and streamlining of processes. The role is dynamic, spanning all aspects of financial policies and processes (AR, AP, Fixed Assets, GL). The officer will collaborate closely with HQ shared services and internal users to ensure financial operations efficiency.

Responsibilities:

• Drive and manage the budgeting exercise, providing budget guidance for planning assumptions. Review Group's rationale and basis of the budgets and consolidate the budget requests. Prepare presentations and make recommendations to the management team.
• Work closely with Groups on managing various funds, including core budget, industry budget and competitive grants, to provide financial advice and ensure proper accountability through the preparation and review of reports, through tracking of utilisation and reconciliation of reports.
• Prepare and provide financial analysis for actual utilisation/marksmanship reporting.
• Function as a business partner across all Groups within the institute, liaising with various HQ Groups to provide financial advice and resolve issues.
• Support the monthly and annual financial closing process, liaising with HQ shared services/ auditors to meet statutory requirements.
• Digitalise and automate financial planning/ budgeting and reporting solutions.
• Other ad-hoc duties and taskforces that may be assigned.

Job requirements:

• Degree in accounting, business administration, financial management or related
• Advanced experience in Microsoft Excel is a must
• Experience in Data visualisation or databasing experience would be a plus but not a must. e.g. power pivot / power BI / Python/ Tableau
• Experience in procurement and its processes will have an added advantage
• With 4 years’ experience in finance-related roles, minimally for a Diploma holder
• Good knowledge of Singapore Financial Reporting Standards
• Strong analytical, problem solving and good communication and interpersonal skills
• Meticulous and able to multi-task with minimum supervision
• Open to taking up additional roles from time to time
• Prior experience in grant finance administration
• SAP experience will be an added advantage
