Job Description:

Senate Bill 1089 (2023 legislative session) established the Universal Health Plan Governance Board (Board) within the Department of Consumer and Business Services (DCBS). The objective of the program is to create a comprehensive plan to finance and administer a Universal Health Plan that is responsive to the needs and expectations of the residents of Oregon by: (a) Improving the health status of individuals, families and communities; (b) Defending against threats to the health of the residents of this state; (c) Protecting individuals from the financial consequences of ill health; (d) Providing equitable access to person-centered care; (e) Removing cost as a barrier to accessing health care; (f) Removing any financial incentive for a health care practitioner to provide care to one patient rather than another;

(g) Making it possible for individuals to participate in decisions affecting their health and the health system; (h) Establishing measurable health care goals and guidelines that align with other state and federal health standards; (i) Promoting continuous quality improvement and fostering interorganizational collaboration; and (j) Focusing on coverage of evidence-based health care and services.

SB 1089 also established the position of Executive Director to serve at the pleasure of the Board and to be responsible for the administrative operations of the Board, including other duties as may be designated or assigned to the Executive Director from time to time by the Board.  SB 1089 directs the Governor to appoint the Executive Director of the Board, who shall serve at the pleasure of the Governor until the full Board has been appointed by the Governor and confirmed by the Senate.

This position is eligible for hybrid remote work on a partial basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.

Here’s what you will do:

As the Executive Director, you will oversee the operations, research, and support to the Universal Health Plan Governance Board in carrying out its statutorily mandated duties. The position will plan, organize, staff, direct, coordinate, record, and budget the work of the Board. The Executive Director will also help coordinate meetings of the Board and help facilitate the Board’s completion of statutorily mandated annual reports to the Oregon legislature.

In support of the Board, the Executive Director will procure and manage contractors (as needed) and appoint and supervise two staff members: one permanent full-time Administrative Specialist 2 position to support the Executive Director in conducting Board administrative tasks and facilitating meetings, and one permanent full-time Operations and Policy Analyst 4 position to assist the Executive Director with contract administration, legal research and data collection. The Executive Director will also coordinate with the Oregon Health Authority on federal waivers, impacted programs, and policy development.

Collectively, the team will collect data and conduct research to assist the Board in developing a plan that meets the requirements set out in SB 1089 to finance and administer a Universal Health Plan for Oregon.

Minimum Qualifications:

Six years of supervision, management, or progressively related experience; OR three years of related experience and a Bachelor’s degree in a related field.

Requested Skills:

• Experience developing short and long-range plans for a work unit and monitoring progress toward achieving goals.

• Experience identifying and implementing changes to existing policies and procedures when required by legislative direction and/or administrative rulemaking.

• Experience evaluating programs and developing new and improved procedures to create operational efficiencies and increased employee performance.

The Executive Director, Labor and Employee Relations is a strategic advisor and thought partner responsible for formulating a labor and employee relations strategy that supports the agency’s mission and vision. The Executive Director will design and execute state-of-the-art programs and systems that focus on excellence in employee and labor relations products and services for approximately 45,000 employees. The incumbent executes the duties and responsibilities via a team of approximately 130 employees and forecasts and executes a $23.2M budget.

Principal Responsibilities

• Creates and implements a labor strategy that includes effective approaches to conducting labor relations to achieve agency and labor relations goals, considers labor law, and accounts for labor-management relationship methods.
• Provides strategic and operational guidance on enterprise-wide employee relations policies, programs, and procedures. Ensures that employee relations functions and programs are compatible with existing laws, regulations, directives, and orders.

The incumbent serves as the Head of the Contracting Activity (HCA) for all program components of the Department and all boards, commissions, and councils under the management control of the Department with authority to oversee, execute, and sign all contracts and agreements. In carrying out its responsibilities, the Director:

• Develops, recommends, establishes, implements, and maintains acquisition policies, regulations, procedures, and procurement performance measures for: The Department, consistent with Federal and Departmental laws, regulations, guidelines, and
• Provides guidance on and interpretation of acquisition related policies issued by the Office of Federal Procurement Policy (OFPP), General Services Administration, Office of Management and Budget, and other authorities.
