Program Analyst

Summary

This position is located within the Primary & Specialty Care service line at the Minneapolis VA Healthcare System in Minneapolis - MN. The primary purpose of this position is to consolidate - analyze - prepare and present data from all Specialty Care programs.

TO QUALIFY FOR THIS POSITION AT THE GS-9 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience equivalent to the next lower grade level in Federal Service that includes applying analytical in evaluating methods and techniques to issues concerning the effectiveness of programs or operations in meeting establish goals and objectives; preparing and analyzing reports and work measurement data to assist management; and conducts cost effectiveness studies for clinical or administrative programs. -OR- EDUCATION: Have successfully completed a master's degree or two (2) full years of progressively higher-level graduate education leading to such a degree in a related field of study - or LL.B. or J.D. - if related - that demonstrates the ability to perform the duties of the position. This education must have been obtained at an accredited college or university. NOTE: If you select this option - you must submit a copy of your transcript with your application. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed graduate-level education (beyond the first year) and specialized experience - as described above - which meet the total experience requirements for this grade level. Duties

• ***THIS IS NOT A VIRTUAL POSITION - YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties may include - but are not limited to the following: Analyzes management techniques - processes - systems - and styles for the improvement of organization effectiveness
• Analyzes and prepares program status reports for review at all levels (patient level to national level)
• Uses analytical techniques to analyze - evaluate - process - and make recommendations for influential effective organizational changes across the continuum of care
• Performs life cycle cost analyses of projects or performs cost-benefit or economic evaluations of current or projected programs
• Conducts cost effectiveness studies for clinical or administrative programs
• Develops procedures and systems for establishing - operating - and assessing the effectiveness of administrative control systems and or operating programs and the accomplishment - evaluation and/or monitoring of audits - inspections of internal control reviews
• Extracts and assembles information - conducts analysis - and develops reports and presentations
• Provides data to management to permit data-based informative decision making
• Reviews audit reports to determine appropriate changes or corrective action required
• Collaborates with and influences processes via personal communication with the contacts of each service
• Keeps abreast of current trends and innovative programs which relate to that particular integrated clinical community and serves as a spokesperson for SC
• Performs other related duties as assigned
