You will be part of the multi-disciplinary team overseeing the entire life cycle management of software intensive and complex next generation Air Traffic Management (ATM) Systems, starting from system planning and system design phase to implementation phase and transiting to operations and maintenance phase.

You will be tasked to lead multiple IT projects from initiation to completion and will be exposed to a wide spectrum of areas from project planning, project management, cybersecurity to comply with CAAS and Government (IM8 and CCOP) requirements, safety management to system management.

[What the role is]
The Civil Aviation Authority, together with Thales established the Aviation Innovation Research (AIR) Laboratory in Singapore in 2019. This laboratory facilitates innovation and collaboration between CAAS and Thales for the next generation Air Traffic Management (ATM) systems. Sited at WeWork’s flagship location in Suntec, AIR lab aims to develop and demonstrate future ATM Proof-of-Concepts (PoCs) leveraging on emerging technologies such as machine learning and artificial intelligence.

CAAS software engineers / architects together with our Air Traffic Controllers (ATCOs) and ATM domain experts will be working in concert with Thales engineers in the development of these PoCs. We are seeking motivated individuals to be part of this team to collaborate with Thales in the development of the ATM PoCs.

You are expected to display a high level of technical proficiency in back-end software design and development while being flexible, proactive and comfortable with learning a new domain, new concepts and new techniques. You will be working on various components of a new, innovative and Cloud-native platform with a combined CAAS-Thales Agile team. Your key strengths and interests should be in Core Java, low latency programming, real time software, micro-services and Cloud-native applications.

Most of your time will be spent at the AIR Lab located at Wework in Suntec Tower 5, with occasional meetings and/or briefings requiring you to return to CAAS Offices in Changi Airport. You will provide decision support for projects and new initiatives, including procurement advisory to achieve value for money in project outcomes. You will provide, continuously review and improve the monthly spend analysis to enhance governance, results and increase operational efficiencies in procurement. [What the role is]
CAAS is looking for a strong and dynamic esteemed engineer candidate to be part of the Air Traffic Management Info Systems (ATMIS) Section, tasked to plan, design, integrate, enhance and innovate the next generation informational Air Navigation Services (ANS) Systems as well as to safeguard existing systems security.

Candidate will review systems infrastructure, design and architecture to ensure cybersecurity factors are considered and in compliance within existing government IM8 requirements. In addition, candidate will support the implementation of cyber and data security measures, and incident response and management for these systems. These systems are software intensive, complex and requires high availability. Depending on the phase of the systems lifecycle, candidate will be assigned to specify the technical requirements of the systems, evaluate on the proposed solutions, work on relevant approvals, execute the implementation of enhancement or technical refresh as well as maintenance of the systems.

Key responsibilities include:
• Manage ATMIS projects/ systems including cyber-security implementations, as well as the design and engineering information security (e.g. authentication, perimeter security, security compliance tools), technology systems (software & hardware), and security policies / procedures.
• Be part of the solutioning team to enhance cyber-security posture (e.g., cyber defenses, mitigation measures) to meet CAAS’, national, international standards, and requirements.
• Work closely with multiple stakeholders both internal and external (including other government agencies, system suppliers, maintenance operators, operation users, IT consultants/auditors etc.) which include coordinate, liaise, support, and conduct meetings to facilitate and validate the implementation in accordance with national and international cybersecurity standards and requirements.
• Coordinate, liaise, support, and conduct internal as well as external audit needs/issues including technical discussions and internal audits (e.g., scanning exercises, penetration tests).
• Conduct investigations into security breaches to determine the cause of the incidents and work closely with multiple stakeholders both internal and external to resolve the incidents, participate in post-incident reporting and study/implement the proposed enhancement to the systems and infrastructure to close the security gaps.

[What the role is]
You will be part of the team overseeing the implementation and maintenance of Air Navigation Services (ANS) information systems. These information systems support Air Traffic Control (ATC) and fault management operation to perform data logging and disseminating of essential safety related information. You will be involved in designing of the system architecture, formulating the technical specifications and coordinating with the various vendors to implement the ANS information systems.

Aside from operational systems, you will also be involved in the design, implementation and operation of experimental platforms. Such experimental platforms allow the stakeholders to test out various operational concepts and formulate the system requirements, which will eventually be incorporated into the operational information systems.

Key responsibilities include:
• Designing the system architecture and formulating the technical specifications for the ANS information systems. These systems are being deployed on-site and on cloud platforms.

[What the role is]
You will be responsible for the project management and supervision of maintenance of our state-of-the-art mission-critical Communications, Navigation Aid and Surveillance (CNS) Systems. You will ensure the overall quality & integrity of the projects, maintain the CNS Systems in accordance to international standards and best practices, and enhance both the software and hardware of the existing CNS Systems.

You will manage the project resources and schedules by working with both internal and external parties to deliver facilities and systems that meet the specified standards. You will also manage our maintenance contractors to ensure that all maintenance services are performed and the CNS Systems are maintained to the highest performance standards.

You will be responsible for the project management of any system replacement, including the whole procurement and implementation process as well as support the implementation of new systems. You will conduct market research, evaluate emerging technologies and participate in their demonstrations to assess suitability for use in CAAS' environment. The results of these evaluations and studies would determine the concept and technical approach for future projects.
