1. Clinical Management

Provide clinical leadership and advanced clinical practice across a wide range of routine and complex cases. Responsibilities include:

2. Clinical Administration

• Lead in new clinical service development in collaboration with internal and external partners to enhance service delivery and client care. Identify opportunities for clinical or operational improvement and collaborate with team members to test and evaluate innovative approaches.
• Lead departmental administrative duties and operational processes to support service delivery.
• Lead in service quality assurance initiatives, including audits, risk identification, and incident reporting.
• Manage and oversee team caseload allocation, ensuring equitable distribution and efficient utilisation of clinical resources.
• Advise on budget planning and resource needs for therapy equipment and materials for the division when required

3. Clinical Teaching and Supervision

• Demonstrate strong supervisory capabilities and provide formal clinical supervision as primary supervisor to both Conditional-Registration and Full-Registration therapists.
• Build the supervisory capabilities of junior and new supervisors within the department/division.
• Mentor and coach senior speech therapists, contributing to their clinical and leadership development.
• Plan, organise, and deliver division-level continuing education and clinical training initiatives.
• Develop and implement competency development frameworks and supervision assessment tools to address clinical learning gaps.

4. Professional Development

• Demonstrate leadership in professional development and sector engagement through active participation in conferences, learning networks, and special interest groups.
• Steer research in the department by identifying clinical practice gaps, conducting research, and supervising research projects to address them.
• Guide evidence-based practice by participating in the development of Clinical Practice Guidelines.

5. Other Activities

Job Requirements

1. Master’s degree in Speech Therapy or its equivalent.
2. Possess Full-Registration as a Speech Therapist under the Allied Health Professions Act 2011.
3. Possess at least 10 years of clinical experience, with active practice in the last 5 consecutive years at a supervisory level.
4. Has clinical practice experience in at least two community settings with demonstrated adaptability and sector-wide experience.
5. Strong analytical and problem-solving skills.
6. Excellent communication and interpersonal skills both within and outside of SPD.

KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Administration & Operations

• Responsible to programme head and division director in all matters pertaining to the administration and streamlining of TAB.

• Handle all Information & Enquiries and conduct assessment to recommend outcome of a referral to TAB as a core responsibility

Summary:

The Manager, EIPIC will lead a transdisciplinary team in managing the SPD EIPIC Centre. You will coordinate the implementation of the ECHO framework and streamline processes across the Early Intervention Continuum, working closely with professional heads such as the Head of Teaching and Head of Allied Health. You will develop strategic plans to enhance caregiver engagement and oversee initiatives and collaborations with mainstream preschools and community organisations in the vicinity of the centre.

JOB SCOPE/KEY RESPONSIBILITIES

Operations and Administration

• Develop short- and long-term strategic plans to ensure continual growth of the programmes at the centre.
• Establish, implement, and regularly review operating, administrative, and control policies and procedures.

In this part-time role, you will support SPD, one of Singapore's most established social services organizations, in its mission to serve families of persons with disabilities.

Working with the Community Inclusion & Engagement and Volunteer Management teams, you will be responsible for door-to-door outreach and outreach booth support, to introduce and connect both persons with disabilities and their families, community partners and potential volunteers to ESH@Punggol’s activities and services.

Job Scope

Door-to-Door Outreach:

• Conduct door-to-door outreach within designated north-east region of Singapore (Seng Kang, Punggol, Serangoon, Hougang) to inform families of persons with disabilities and residents about ESH and SPD’s services and opportunities.
• Provide detailed information about ESH’s activities and services for persons with disabilities and their caregivers, as well as opportunities for volunteer engagement.
• Establish a rapport with community members, listening to their needs and concerns, and connect them to appropriate SPD services.
• Identify and engage potential volunteers by explaining the benefits and impact of volunteering with SPD. Encourage sign-ups and participation in SPD’s volunteer programs.
• Collect relevant data during interactions, including contact details, feedback, and interest levels, ensuring this information is accurately recorded and shared with the team for follow-up.

Outreach Booth Support:

• Set up and manage outreach booths in community spaces, such as malls or public areas, to engage with individuals and promote ESH’s services.
• Actively engage with individuals visiting the booth, providing information, answering questions, and encouraging participation in SPD’s programs.
• Raise awareness about the importance of inclusion for persons with disabilities and the impact of volunteer efforts in supporting these initiatives.
• Collect visitor details, track their interests, and document feedback. Ensure that all potential leads are followed up with appropriately.

Collaboration and Reporting:

• Work closely with the Community Inclusion & Engagement and Volunteer Management teams to ensure outreach efforts are aligned with SPD’s goals.
• Regularly update the teams on outreach progress, including successes, challenges, and valuable insights from interactions with the community.

Case Work Management

• Conduct needs and intake assessments of client/family and provided social report with recommendations, to allow them to live independently and be participative in the community.

Community Work and Outreach

• Identify the changing trends and needs of clients.

• Initiate and execute outreach activities so that more persons with disabilities can benefit from the department’s programmes.

• Participate in door-knocking outreach operations.

• Participate in stakeholders/partners’ engagement, where appropriate, with the intention to build capability of stakeholders/partners in the community.

Caregiver Support, Groupwork and Training

• Lead and implement caregiver support, conduct psycho-educational training, and organise support groups.

• Conduct and evaluate group works.

• Provide psycho-emotional support for caregivers.

Project Management

• Lead and drive community projects and social work initiatives e.g. caregiver wellness programme, resources, and initiatives.

Professional Development / Supervision

• Participate in developmental programs and supervision for personal and professional growth and development.

• Maintain minimum requirements for renewal of membership with professional association.

• Participate in research.

• Participate in professional courses to acquire specialised knowledge and skills.

Administration & Operations

• Provide data and information for purpose of department’s progress reports, and data analysis for planning and reporting.

• Work on cross-divisional projects as assigned from time to time.

• To support, where needed, in weekday night and weekends outreach and engagement events/activities.

• Any other duties as required/assigned, from time to time, by Reporting Officer.

JOB HOLDER REQUIREMENT & COMPETENCIES

• Possess Degree in Social Work or Degree with a Graduate Diploma in Social Work from an accredited institution.

• Accredited as a Registered Social Worker (RSW)

• Preferably with 2-3 years of social work experience

• Analytical, flexible, resilient and ability to see different perspectives and draw connectivity and suitably make recommendations.

• Committed, responsible, able to work independently and be a contributing team player.

• People-oriented and have good interpersonal skills.

• Effective report writing skills.

• Able to work in the evenings and weekends, where needed.

• To porter clients, such as from the various departments (day care blocks) to the rehab department in accordance to clients’ treatment schedule.
• To ensure the safety and well-being of the clients under your care at all times. To be aware of safety procedures and never to leave clients unattended.
• To provide person-centric model of care in daily operations.
• To monitor clients during treatment to ensure their safety.
• Assist clients in Activities of Daily Living (ADL) activities (e.g., urinary catheterization and urinary drainage system care), accompany clients to the toilet and assist them in elimination needs if necessary.
• To assist clients with other nursing care or first aid (e.g., wound dressing).
• Preparing clients and therapy equipment before each therapy session.
• To assist and/or conduct routine exercises/ group therapy/ activities session as formatted by the therapists.
• Donning and doffing of prosthetics, orthotics etc. when necessary.
• To provide necessary feedback/ information with regards to clients’ behaviour to the therapist.
• To be responsible for up keeping and maintenance of all therapy equipment and report any maintenance and repair required of the equipment.
• To maintain the cleanliness of the department.
• To ensure that the department is locked up at the end of the day.
• To work in liaison with the volunteers who are helping in client activities/sessions.
• To attend and contribute regularly during Staff meetings, Case conferences, In-service and client/caregiver support programmes.
• Any other duties as directed as and when required.

REQUIREMENTS

• At a minimum completion of Secondary education or equivalent
• WSQ Certificate in Healthcare Support (Nursing Care) or relevant certificate preferred.
• A team player with good interpersonal communications skills
• Proficient in English or Chinese. Ability to converse in local dialects will be an advantage.
• Experience in caring for clients with dementia preferred.

JOB SUMMARY

The Manager/Assistant Manager will be responsible for managing the day-to-day operations of the Senior Care Centre at Canberra, ensuring that high-quality care is provided to the clients in the programme. The Manager/Assistant Manager will work closely with the Reporting Officer to ensure that the centre's policies and procedures are followed and that the centre meets all relevant regulations. Additionally, the Manager/Assistant Manager will be responsible for providing support and guidance to the centre's staff to ensure that they are equipped to provide the best possible care to our clients.

JOB SCOPE/ KEY RESPONSIBILITIES

Administration

· Responsible to management in all matters pertaining to administration, operations and control of the centre

· Assist management in developing and implementing policies and procedures to ensure that the centre meets all relevant regulatory requirements

· Assist in preparing annual budget for the centre

Service Development & Sustainability

· Assist in programme planning and services review of the programmes. Together with management, may be involved with strategic planning for development of the centre based on the needs of the clients (e.g. rehabilitation initiatives, active ageing models, dementia care, etc)

Networking

· Participate in outreach to referral agencies, community organisations and hospitals for client referrals to the centre

Operations/Professional Matters

· Supervise a multidisciplinary professional team including social workers, therapists, clinical support staff and administrative staff, and work with various government as well as community-based organisations to offer services to adult and elderly with disabilities

· Assist management by leading the professional team in developing the service models, setting service guidelines/standards and monitoring service delivery of programmes

· Track the achievement of key performance indicators by providing progress reports and data analysis for planning and reporting purposes

· Provide leadership and guidance to the staff, including setting performance targets and providing regular feedback and coaching

· Assist in submission of indicators to all relevant funding agencies such as MOH, MSF, NCSS and SG Enable etc. Coordinate the claims for submission to funding agencies

Other Duties

· Any other duties as may be assigned from time to time

JOB HOLDER REQUIREMENT

• Bachelor's degree in any discipline related to business or health administration from a good University

• At least three years of experience in a senior care centre or a related field

• Excellent management and leadership skills with demonstrated ability to lead a multi-disciplinary team

• A preferred understanding and knowledge of the sector and dynamics

• Excellent communication, interpersonal and leadership skills

• Strong organizational, problem-solving and decision-making skills
