The SA leverages that expertise to support and conduct high level analysis, generate insights, influence policy and to support program design and execution. The SA is responsible for supporting (on behalf of the Ministry of Health) a consortium to pilot primary health care transformation agenda in Indonesia. The SA is expected to contribute to the development and active dissemination of high-quality technical knowledge products.

The SA works as a key member of the Strategic Purchasing for Primary Health Care (SP4PHC) project, which is supported by a grant from the Bill & Melinda Gates Foundation that provides technical assistance to countries to improve how funds are allocated to healthcare providers to achieve the goal of universal health coverage.

In Indonesia, SP4PHC is working with Ministry of Health (MOH) since the late 2022 on supporting the MOH’s Health Transformation agenda, and specifically focusing on reforms around improving PHC, health financing, and digital health across Indonesia. SP4PHC Indonesia is implementing three strategies, which aim to improve how JKN purchases PHC services, optimize flow of funds via districts to PHC providers, and foster integration of telemedicine into purchasing arrangements for PHC services.

To support these strategies, several activities related to the health system, financing, and policy will be carried out. The SA will be a core technical member of the SP4PHC Indonesia team and will report to SP4PHC Project Director. This is a full-time position based in Jakarta, Indonesia.

Program design and implementation

• Support ministries of health and finance on development of national health financing strategies, budget planning, preparation and execution, and budget advocacy.

• Support sub-national actors in decentralized settings by strengthening capacity to respond to increased autonomy for planning, budgeting and public financial management.

• Support the design and implementation of health financing mechanisms such as health insurance and performance-based financing.

• Support team to generate targeted evidence and provide technical support to MOH and BPJS-K on improving JKN and work with these partners to incorporate these findings into policy development and roll-out

• Lead analyses on health expenditure, including out-of-pocket spending, financial forecasting, benefit incidence analysis, resource tracking and cost-effectiveness.

• Produce high quality written reports and presentations, including technical documents, project status reports, policy briefs, and publications for conferences and journals.

• Create graphics and visualizations of quantitative and qualitative data.

Research

• Develop research protocols, including data collection instruments such as surveys and semi-structured interview questionnaires, and support validation of instruments.

• Conduct desk research including literature reviews, data mining and analysis on relevant technical and policy issues and effectively summarize findings.

• Data collection and analysis for country research studies. Data collection may entail working closely with stakeholders, such as BPJS-K, Centers of Excellence, and the National Population and Family Planning Board (BKKBN)

• Provide quantitative and qualitative data analyses across a range of subjects.

Data Management

• Develop and manage large datasets such as NHA, IDHS, SUSENAS, and BPJS-K claims. This includes cleaning, constructing, sorting, and updating variables.

• Provide technical advice on how to mitigate risk when working with large datasets, such as accounting for missing data points

• Document the research process through Stata .do files or other methods to follow responsible record-keeping practices

Project Reporting and Representation

• Draft or revise sections of donor reports and coordinate team member input.

• Prepare communications for policy and technical meetings or forums

• Occasionally represent ThinkWell with external partners, donors or stakeholders at meetings and events.

Project Administration and Operations

• Develop and maintain strong working relations with technical and management units in partner organizations (BPJS-K; MoH; BKKBN; IBI; Bappenas; District Health Offices; and private sector agencies)

• Arrange interviews, discussions, and meetings with various stakeholders related to FP and MNCH and others as required

• Actively participate in virtual discussions with ThinkWell members from other projects and other countries

SP4PHC-Specific Responsibilities:

• Develop econometric modelling and participate in discussions throughout every step of the data analysis process

• Support the Deputy Director of Learning in developing and pursuing learning products, especially exploring research questions and how to address them-

• Contribute to the development of knowledge management systems

• Maintain project database of all data, information, reports, technical papers, and publications

• Conduct field monitoring of pilots and liaise with an external third party to monitor and evaluate

• At the direction of the Program Lead, contribute to ThinkWell’s various efforts to support the Government of Indonesia’s response to the COVID-19 outbreak

1. BA/BS (Econ) and 7+ years experience or graduate degree and 5+ years experience;

2. Relevant work experience in a management consulting firm, bilateral or multilateral development agency, and/or international NGO, preferably with some experience managing projects in low- or middle-income countries;

3. Advanced proficiency in Excel and PowerPoint required; proficiency in statistical analysis packages (e.g. STATA) preferred;

4. Demonstrated capacity to configure and analyze data, including from various large datasets such as NHA, IDHS, SUSENAS, RISKASFAS, RISKASDES, and MNCH mortality and morbidity data;

5. Demonstrated experience with health economics, especially in the areas of econometrics research and Indonesian health systems

OVERALL RESPONSIBILITIES

This position will be responsible for all program and technical direction, ensuring that staffing is aligned with the project’s vision, goals, and plans to achieve all programmatic results. With guidance and support of the Chief of Party (COP), the Deputy Chief of Party/Technical Director (DCOP/TD) will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas and technical units in areas such as health financing, health information systems, human resources for health, quality improvement and governance. The DCOP/TD will set a positive tone for the entire project and inspire staff to apply results-based approaches for timely delivery of services to the clients we serve including but not limited to timely producing high-quality documentation of project’s successes and lessons learned for local and international audiences, as well as quarterly reports.

SPECIFIC ACCOUNTABILITY

Provide technical leadership and managerial oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to regional and country specific donors, and MSH headquarters.

Responsible for project liaison and collaboration functions with partners, donors, USAID country mission, clients, and stakeholders, including MSH headquarters.

Promote locally led design, implementation and M&E of the project, including a strong unlocking and sharing local knowledge for learning and capacity strengthening.

Coordinate with strategic local organizations and local implementing partners (LIPs) and maintain partnerships that engender trust and respect and build the donor’s confidence in the MSH consortium’s ability to get the job done.

Work in close collaboration with the project leadership team to ensure coordinated and effective operational support for the project and for MSH within the various countries and the region.

With the Director of Finance and Administration (DFA), adapt and implement management systems with standard operating procedures to administer all activities funded by the agreement.

Promote a team approach that emphasizes high-level performance, creative approaches, the achievement of personal and project goals and a collegial approach that is focused on assisting one another to succeed for project staff, as well as the support team members in the MSH Home Office.

Ensure effective coordination is established and maintained with the relevant MSH Global Office support team.

When appropriate, act in place of the COP.

Advise the COP in alignment of human resources with project work plans and emerging scope of work (SOW) from the donors, MSH and partners including on external sourcing of human resources and consultants.

Set the direction and coordinate annual workplan development, implementation, and review. Ensure alignment with regional frameworks and strategies, national and donor strategies including USAID strategies. Identify opportunities for integrated planning and implementation creating synergies between various program areas.

Guide and coach project staff in leveraging project, non-project and community resources through the establishment and maintenance of partnerships and networks.

Direct efforts to write concept notes and new programs to address emerging health and programming challenges identified by donors, host countries or through the work we do.

Contribute to a knowledge management system where the donor vision and government values permeate through our clients to reach beneficiary communities, and the learning from grassroots and countries is documented and shared to influence new programming at national and regional levels.

Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

QUALIFICATIONS

An advanced degree at the master’s level or above in social science, public health, or other appropriate area is required.

A minimum of 8 years of experience in the implementation and management of international development projects, specifically, with combined experience in two or more technical areas such as health systems strengthening (HSS), health financing, human resources for health, health information systems, leadership, management and governance, and quality improvement.

At least 5 years of supervisory experience. Must have a proven track record of building teams and local partnerships and fostering collaboration to achieve goals, meet milestones, and produce high quality written qualitative, quantitative, and narrative deliverables. Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.

Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.

Demonstrated experience in program management and administration, and contract compliance. Experience with USAID projects is strongly preferred.

Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills including through a gender sensitive and DEIB lens.

Professional proficiency in both English and Bahasa Indonesia.

Ability to travel domestically.

OVERALL RESPONSIBILITIES

The Director, MEL will oversee the monitoring and evaluation and learning system for reporting progress and ensuring availability and use of quality data for adaptive management and maintain reporting procedures and guidelines in compliance with USAID systems. The Director, MEL will be expected to develop a strong monitoring and evaluation and learning system and plan consistent with the USAID results framework, coordinate the collection of data including conducting field visits for data validation, monitor the quality of data sets, contribute to the adaptive management of the program, oversee the development, maintenance and use of the project technical information management system, and document project performance against established outputs and indicators. The Director, MEL will also be responsible for building the capacity of the Government of Indonesia, Ministry of Health (MOH) and other stakeholders in the collection, utilization, and dissemination of data as well as ensuring that all monitoring and data collection activities are harmonized, and information is shared. The Director, MEL will also assist the MOH to monitor programs and assess the robustness of implementing organizations’ data collection and MEL mechanisms.

SPECIFIC ACCOUNTABILITY

Design and implement the Project’s MEL system, including the development of indicators, setting baseline value and life of project targets, monitoring project progress, ensuring timely data collection, writing quarterly and annual reports, and liaising with the project financial team to track the budget in relation to all project results and outcomes.

Provide technical inputs to the technical team in order to assist in developing program goals and objectives as well as MEL tools and strategies and provide monitoring data to strategically inform the decisions on project performance and future direction to the project, for enhanced adaptive management.

Oversee the development, maintenance and use of the project technical information management system, and its interoperability with the national health information management system.

Provide regularly updated reports on the status of implementation against the project goals and objectives to the Chief of Party, USAID and other program managers as required.

Collaborate with the project team in identifying project activities, processes and/or outcomes that are worthy of documentation and design a system for capturing lessons learned, best practices, and evidence generation for peer-reviewed publications. Adhere to MSH procurement integrity and institutional standards and procedures in all project management responsibilities.

QUALIFICATIONS

Advanced degree in a relevant discipline and at least 8 years of demonstrated experience designing and implementing monitoring and evaluation activities and special studies for complex programs in developing countries.

Excellent command of monitoring and evaluation methodologies.

Knowledge of issues related to integrated health services and support programs.

Previous experience implementing and managing a rigorous MEL system including developing performance monitoring plans that track performance as sub-results/results and by funding stream.

Previous experience in cultivating project-level learning and data use for decision-making to optimize adaptative management.

Knowledge of data collection protocols to ensure accurate data collection and verification is essential, as well as an ability to identify data trends and communicate this information to allow for changes in program implementation.

MEL experience in the health sector desired, particularly in health systems strengthening.

Operations research and complexity-aware monitoring methodology experience are desired.

Experience leading and building the capacity of project-level MEL and health information systems personnel, including remote, field-based staff, to meet program needs and deliverables is desired.

Proven expertise in the management/supervision of health management information systems.

Extraordinary organizational, verbal and written communication skills to manage project communications and disseminate project information are required.

Excellent skills in Office 365 programs (MS Excel, Word, PowerPoint) business intelligence software (PowerBI, Tableau) and health information system platforms such as DHIS2.

Experience with USAID programs/projects strongly preferred.

Strong written and oral presentation skills in English required. Professional proficiency in Bahasa Indonesian.

Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened. Assure healthy financial management and budget execution of the project.

Serve as representative of the project with other MSH projects in Indonesia and in other countries where MSH operates.

Technical Strategy, Vision and Results:

Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, MERL plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards.

Be accountable for the achievement of results, ensuring quality of services is maintained at the highest standard, and that all project objectives and deliverables are met.

Ensure appropriate and timely documentation and dissemination of key results and deliverables for maximum project impact and business development using a variety of communication strategies and media.

Project and People Management:

Ensure effective contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).

Ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.

Manage and mentor the project team as per MSH policies and guidelines and implement an effective performance management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.

Client and other Stakeholder Relationships:

Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.

Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.

QUALIFICATIONS

MPH, MBA or master's level degree in related field.

10+yrs of progressively responsible, related experience is required.

Demonstrated subject-matter expertise in strengthening health systems to improve quality services.

Demonstrated leadership and management abilities.

Prior experience and success directing similar or larger international donor-funded projects.

Demonstrated strategic planning and visioning skills.

Familiarity with USAID regulations and administrative procedures in the implementation of donor assisted projects.

Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.

Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, CAs, and donor organizations.

Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

Fluency in English is required, Bahasa Indonesia language skills would be an advantage.
