Il s’adresse à toutes les personnes concernées par la question des addictions et des politiques publiques. Il propose une expertise transversale et des visions ancrées dans les réalités du terrain et de la pratique, autant sur les plans interprofessionnels, intercantonaux, interinstitutionnels et internationaux.
Le GREA est constitué des membres institutionnels et individuels, d'un comité doté d'un président ainsi que d'un secrétariat général.
Le GREA travaille sur la base d'une charte qui dicte son éthique et son action.
