About The job
Reporting to and work closely with the Payroll Administration Manager, this role encompasses all employee levels within the organization. As the senior Payroll Administrator, your primary duty will be managing the payroll and HR function, this role will initially focus on payroll administration and reporting and workers compensation. 
You will assist the Manager with basic HR administration and managing employee records. Your core responsibility will involve managing the day to day administration of payroll processing and benefits of approximately 300-500 employees/headcounts using payroll system Kaizen.  
Requirements
We are looking for candidates with tertiary education qualification in HR disciplines or Business Administration and have some experience in HR portfolio. In this instant, preferences will be Female candidate in age group 28-38.
Candidates with high volume/head counts payroll experience in previous employment will be a distinct advantage although not a must conditions as training will be provided. 
She must possess outstanding communication skills, verbal and written in English and conversant in BM and advantageous if also proficient in Chinese/Mandarin.

Job purpose

The Human Resource Specialist is responsible for providing comprehensive support in human resources and HR administrative functions within the organization with a focus in payroll. This role plays a vital role in managing day-to-day HR operations, maintaining employee records, coordinating recruitment and onboarding processes, managing employee benefits, and ensuring compliance with labor laws and regulations.

Duties and responsibilities

Payroll :

• Process end-to-end payroll for Company with a headcount of around 200 including, but not limited to, pro-ration of salary for new hires and resignees, submission of monthly CPF taxes, other statutory payments.
• Ensuring accuracy of bank details and timely submission of bank files, providing payroll GL to the finance team for reconciliation, filing of IR21 for foreigner resignees and annual IR8A.
• Prepare payroll-related reports for management, government agencies, and auditors as required.
• Assist in the implementation of payroll system upgrades to enhance operational effectiveness.
• Maintain the confidentiality and integrity of payroll data and information.

Talent Acquisition and Training :

• Manage the entire talent acquisition function to support expansion of company, including job posting, screening resumes, scheduling interviews, and conducting reference checks.
• Assist in drafting and updating job descriptions and specifications.
• In charge of onboarding / off-boarding of employees.
• Assist in talent retention and crafting out competitive strategies with regards to compensation and benefits.

• Stay updated on payroll laws, regulations, and industry trends.
• Preparation of monthly payroll report, CPF report, Levy report, Recruitment report and Grab report.
• Forecast manpower cost and reports for management review.
• Calculate and project foreign manpower quota balance & local manpower growth
• Support day-to-day activities include processing employee letters for confirmation, promotion, bank opening, salary adjustment and extension of probation letter.
• Review and verify invoices related to payroll, including those for casual labor provided by third-party vendors and full-time third-party labor.
• Complete relevant surveys as required by various government agencies pertaining to human resources.
• Assist in audits and provide necessary documentation to auditors.
• Respond to payroll inquiries from employees regarding pay, deductions, and benefits.
• Provide training and support to employees on payroll-related processes and systems.

Subsidies, Claims Processing, Tax Compliance and Submission:

• Manage and process government-related subsidies and claims, including maternity claims, paternity claims, childcare leave, foreign worker levy waivers, and other relevant subsidies.
• Calculate and process tax-related allowances, and benefits in accordance with tax laws and regulations.

C&B and Policies:

• Providing reports and data to facilitate the development and execution of C&B initiatives.
• Identifying and reporting any observed gaps, inaccuracies, or potential non-compliance related to C&B processes, practices, and initiatives.
• Performance Appraisal and implement company handbook.

Requirements:

• Diploma/ Degree in Human Resources or other relevant HR qualifications.
• Minimum 3 to 5 years’ of relevant experience in HR.
• Experience in both manual and HR systems payroll process.
• Possess strong knowledge of Singapore & Malaysia Employment Act and other relevant statutory legislations and regulatory requirements.
• Ability to work independently and coordinate well across all the levels.
• Adaptable, agile, and able to multi-task.
• Good communication skill, interpersonal skills and strong in both verbal and written communication as well as computer literacy.

JOB SCOPES:

• Manage end-to-end payroll processing, calculation of wages, deductions, and taxes (200 headcount)
• Verifying and processing of invoices from outsourced agencies submissions (100 headcount)
• Prepare payroll related reports including data input for accounting purposes
• Review and reconcile payroll reports to ensure accuracy and compliance with company policies and statutory requirement
