Job Summary
This position is located in the D.C. Department of Employment Services (DOES), the Office of Workforce Development, Federal Workforce Programs, Office of the Deputy Director. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.
Duties And Responsibilities
Plans, develop, and conduct program analyzes of substantial scale and impact concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives. Serves as the primary technical writer and subject matter expert for innovation within the Bureau of Workforce and Federal Programs. Independently researches, drafts, revises, and finalizes high-stakes programmatic and procurement documents—including federal and local grants, Requests for Applications (RFAs), scopes of work (SOWs), Memoranda of Understanding (MOUs), Memoranda of Agreement (MOAs), contracts, competitive solicitations, policies, workflows, and standard operating procedures (SOPs)—ensuring clarity, legal sufficiency, regulatory compliance, and alignment with District and federal requirements (e.g., Uniform Guidance, 2 CFR 200, and DC Municipal Regulations).
Analyzes complex program needs, funding sources, and policy objectives; exercises independent judgment to develop templates, style guides, and best-practice workflows for document production; tracks version control and document lifecycle; and provides training and quality assurance to team members to maintain consistency, accuracy, and efficiency in all written deliverables across the Bureau’s workforce development portfolio. Leads high-impact special studies, complex analyses, and enterprise-wide investigations to identify systemic risks, operational deficiencies, and barriers to achieving program objectives within highly complex and interrelated workforce programs.
Qualifications And Education
Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Salary: $106,763-$137,561; Based on qualifications and funding
Collective Bargaining Unit (Union): This position is covered by AFGE Local 1000 Collective Bargaining Unit.
Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
Residency Requirement: Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years from the date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
