Job Description

The Construction Engineer leads complex environmental remediation and civil construction projects from award through closeout, ensuring that safety, quality, contractual, and environmental requirements are fully met. This role combines project management, technical planning, estimating support, and hands-on field involvement to deliver successful projects while building strong client relationships and supporting business growth. The position is ideal for an experienced professional who enjoys balancing office-based planning with regular site visits and direct engagement with field operations.

Responsibilities

• Lead the safety culture on all assigned projects by actively promoting and modeling foundational safety behaviors in every project activity.
• Manage projects from award through closeout, ensuring full compliance with safety, quality, contract, and environmental requirements.
• Prepare, maintain, and update project schedules, budgets, change orders, RFIs, and daily/weekly project reporting.
• Coordinate daily with field crews, subcontractors, suppliers, and clients to support safe, efficient, and productive site operations.
• Prepare, track, and submit invoices with appropriate backup documentation tied to the Schedule of Values (SOV).
• Maintain strong cost control and forecasting throughout the project lifecycle, proactively identifying risks and opportunities.
• Ensure timely delivery of all required submittals, documentation, and regulatory compliance items.
• Write detailed Work Plans, including Health & Safety Plans (HASPs), Sampling & Analysis Plans (SAPs), Remedial Action/Implementation Plans, and Quality Control Plans.
• Prepare clear technical narratives, work methods, and environmental execution strategies tailored to each project.
• Maintain current knowledge of relevant federal, state, and local regulations and apply them to project planning and execution.
• Assist with detailed cost estimates for civil and environmental remediation projects, including earthwork, excavation, dewatering and treatment, underground utilities, demolition, hazardous and non-hazardous material handling, remedial treatment system installations, and other remedial/civil scopes.
• Review drawings, specifications, technical reports, and environmental data to develop accurate and competitive bid proposals, including quantity takeoffs, labor and equipment rates, subcontractor analysis, and production assumptions.
• Present bid packages, develop technical approach plans, and participate in value engineering discussions to optimize project solutions.
• Develop project budgets and comprehensive Schedules of Values (SOVs) for contract execution.
• Conduct site visits and use field experience to assess constructability, identify risks, and understand site-specific needs.
• Obtain all permits required to complete the work in accordance with regulatory and contractual requirements.
• Apply real-world field experience to solve technical and logistical challenges during project planning and execution.
• Maintain a hands-on presence on job sites as needed, particularly during project startup, critical path operations, subcontractor oversight, quality checks, and troubleshooting.
• Provide practical guidance on excavation, remediation systems, earthwork activities, and site logistics.
• Support field teams with equipment knowledge, production planning, and safe work execution.
• Strengthen and expand relationships with consulting project teams and existing clients to encourage repeat business and long-term partnerships.
• Leverage personal industry contacts to identify new leads, teaming partners, and strategic pursuits.
• Attend pre-bid meetings, industry events, networking functions, and client check-ins to represent the company and identify opportunities.
• Support proposal development, bid strategies, and long-term growth initiatives in coordination with company leadership.
• Serve as a professional and technical representative of the company in both field and client-facing environments.
  
  

Essential Skills

• Bachelor’s degree in Construction Management, Civil Engineering, Environmental Science, or equivalent experience preferred.
• 10+ years of hands-on experience in environmental remediation, civil construction, or a closely related field.
• Demonstrated ability to estimate, manage, and execute complex field projects from planning through closeout.
• Strong background in environmental remediation and civil construction, including earthwork, excavation, dewatering, utilities, demolition, and treatment systems.
• Proficiency with project management and office software such as Primavera P6 (or equivalent), Microsoft Excel, Word, PowerPoint, and Microsoft Project.
• Solid understanding of environmental regulations, including CERCLA, RCRA, Brownfields, and related regulatory frameworks.
• Proven project management skills in scheduling, budgeting, cost control, and forecasting.
• Experience with environmental compliance and documentation for remediation and construction projects.
• Excellent written and verbal communication skills, including the ability to write technical plans, work methods, and project narratives.
• Strong leadership, problem-solving, and organizational abilities with a focus on safety and quality.
• Ability to collaborate effectively with engineers, consulting staff, field crews, subcontractors, and clients.
• Demonstrated client-facing and business development skills, including relationship building and participation in proposals and bid strategies.
• Valid driver’s license and willingness to visit active project sites regularly.
  
  

Additional Skills & Qualifications

• Experience in environmental engineering, civil engineering, geotechnical engineering, or construction management.
• background in geotechnical aspects of construction and remediation projects.
• Hands-on experience with remediation projects and environmental engineering applications.
• Familiarity with developing Health & Safety Plans, Sampling & Analysis Plans, Remedial Action Plans, and Quality Control Plans.
• Ability to review and interpret drawings, specifications, technical reports, and environmental data for estimating and execution.
• Skill in conducting quantity takeoffs, analyzing subcontractor proposals, and developing production assumptions.
• Experience presenting bid packages and participating in value engineering and technical approach discussions.
• Collaborative mindset and a team-oriented approach, working effectively with multidisciplinary project teams.
• Track record of taking ownership of project activities and solving problems collaboratively.
• Demonstrated grit, resilience, and commitment to professional excellence in the field.
• Ability to represent the company professionally at pre-bid meetings, industry events, and client meetings.
• Comfort working in both office and field settings and transitioning between planning and hands-on support.
  
  

Work Environment

This role offers a mix of office-based work and regular visits to active construction and environmental remediation sites. The Construction Engineer collaborates closely with engineers, consulting staff, field crews, subcontractors, and clients, supporting 1:1 projects across the southeastern region. The work environment involves using project management and office software such as Primavera P6 or equivalent, Microsoft Excel, Word, PowerPoint, Adobe tools, and Microsoft Project to plan, schedule, and track work. Site visits may include exposure to typical construction and remediation conditions such as outdoor environments, heavy equipment, excavation areas, and active treatment systems, requiring a strong focus on safety and adherence to site-specific health and safety plans. Job Type & Location

This is a Contract to Hire position based out of Raleigh, NC.

Pay And Benefits

The pay range for this position is $55.00 - $68.00/hr.
