Job Summary

This position is located in the Department of Employment Services (DOES), Office of the Director. The Department of Employment Services (DOES) mission is to connect District residents, job seekers, and employers to opportunities and resources that empower fair, safe, effective working communities.

This Program Manager will serve as the Scheduling and Advance Lead within the Office of the Director. The incumbent will oversee the planning, coordination, and execution of the Director’s calendar, public engagements, and event logistics. This role is responsible for managing complex and time‑sensitive scheduling demands, coordinating high‑priority travel and site logistics, and supporting the Director’s participation in public, interagency, and media‑related events. The Program Manager will also provide leadership to scheduling and administrative support staff, ensure thorough preparation through briefing coordination, and effectively manage rapid or unforeseen logistical adjustments.

Duties And Responsibilities

Plans, organizes, and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program. Establishes and manages long-and short-term program goals; develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives. Develops, implements and maintains complex procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; identifies, develops and implements departmental goals, objectives, policies, and priorities; determines resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant funded projects.

Develops and analyzes program reports; directs the preparation of monthly and annual reports; directs the gathering and analysis of information and reports necessary to document and evaluate processes. Directs the work of, and monitors subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major program priorities.

Qualifications And Education

Individual must possess at least one (1) year of specialized experience equivalent to the MS-13 grade level. Specialized experience is experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. Mastery of District laws, rules, codes, and regulations governing local and federal Paid Family Leave laws, procedures, policies and services, or any other public benefits program. This experience could include but not be limited to the preparation and management of budgets and grants, developing, and providing authoritative advice and interpretation of relevant budget, policy, and procedural issues, and application of management principles and practices to provide sound recommendations regarding personnel management and evaluation processes.

Tour of Duty: Monday – Friday, 8:30 am – 5:00 pm

Pay Plan, Series, and Grade: MS-340-14

Duration of Appointment: Management Supervisory Service “At-Will”

MSS At-Will Statement: All positions and appointments in the Management Supervisory Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.

Promotion Potential: No known promotion potential

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
