PROGRAM MANAGER.

Duties

• Responsible for development of the Civil Works Program within the District boundaries.
• Responsible for presentation and defense of the annual and multi-year Civil Works program.
• Participates in achieving the execution of the current year Civil Works Program.
• Participates in manpower allocations, legislative intentions, budgetary and policy guidance, regulations about programming, etc. on civil works activities.
• Supervises the Programs Management Section staff, and the branch's portion of the Command Operating Budget.

To Qualify For The GS-13

Specialized Experience: One year of specialized experience which includes 1) Expertly directing Planning, Programming, Budgeting, and Execution (PPBE) activities for annual Civil Works Budget Process. AND 2) Advanced proficiency in CEFMS, CWIFD, and enterprise budgeting tools to lead the formulation and execution of the annual civil works budget. AND 3) Review fiscal compliance, certify funds, and optimization of the allocation of resources across a complex multi-project programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
