General Statement of Duties

This is a 260 day contract.

The purpose of the Division Reading Coordinator is to provide district-level leadership and support to schools in the implementation of effective literacy instruction and instructional strategies, ensure alignment with district and state standards, and strengthen systems that promote literacy proficiency for all students. The coordinator partners with schools to build capacity, support instructional improvement, and improve literacy outcomes.

The Elementary Literacy Coordinator must demonstrate deep knowledge of reading acquisition, literacy pedagogy, learning theory, and evidence-based practices for Tier I, II, and III instruction. This collaborative role requires strong skills in partnering with district and school-based administrators, literacy coaches, and teachers to strengthen instructional practice and improve student achievement. Candidates should provide evidence of the ability to design and support high-quality curriculum, assessments, and professional learning aligned to state standards, division curriculum, and current literacy research. Successful candidates will demonstrate strong data literacy, including the ability to analyze student and program data to inform instruction, intervention, and school improvement efforts. A strong understanding of adult learning theory and instructional coaching best practices is essential to building capacity, supporting implementation of division initiatives, and advancing literacy outcomes for all students.

Essential Duties

• Serve as the district elementary literacy coordinator, supporting teachers, school-based coaches, and administrators across multiple schools.
• Collaborate with district and building-level leaders to advance division-wide instructional priorities and literacy goals.
• Develop and deliver high-quality professional learning experiences grounded in current literacy research and aligned to identified division needs.
• Design and curate division literacy curriculum and instructional resources aligned to the HCPS instructional model, HCPS aligned curriculum, and the Virginia Standards of Learning.
• Analyze and interpret school- and division-level data to identify trends, strengths, and areas for instructional improvement.
• Support schools in using data to establish instructional next steps and improve literacy outcomes for all students.
• Collaborate with school-based reading specialists and administrators to identify school-specific needs and develop literacy action plans.
• Provide coaching and capacity-building support to school-based reading specialists in areas including team facilitation, instructional planning, data analysis, and implementation of literacy initiatives.
• Provide onboarding and ongoing support for newly appointed school-based reading specialists to ensure effective implementation of division literacy initiatives.
• Partner with school leaders to conduct learning walks, provide feedback, and coordinate next steps to strengthen literacy instruction.
• Support schools in implementing and monitoring their school improvement plans with a focus on literacy goals and student achievement.
• Develop and support division-wide intervention processes, including progress-monitoring tools and data protocols, to ensure timely and effective literacy intervention.
• Support schools in analyzing intervention data and making data-driven decisions related to student grouping, instructional adjustments, and allocation of intervention resources.
• Lead and support the ongoing implementation of the HCPS LifeReady Literacy Plan across the division.
• Stay informed of current educational trends, literacy research, and coaching best practices to ensure continuous improvement.
• Maintain professional and collaborative relationships with teachers, administrators, students, families, community partners, and colleagues.
• Incorporate and model effective use of instructional Technology to enhance teaching, learning, and professional collaboration.
• Perform other duties as assigned.
  
  

Minimum Qualifications

• Master's degree and Reading Specialist endorsement are required
• A minimum of five years of teaching experience in grades K through 5 is preferred
• Previous experience as a reading specialist or literacy coach is required
  
  

Candidates must also demonstrate extensive knowledge of literacy content, educational methodology, and learning theory, along with strong skills in planning and organization, curriculum design and integration, communication, human relations, and critical thinking and problem-solving.

Additional Information

Proposed minimum annual starting salary: **$77,784 Master's, and $81,518 Doctorate - FY2027 Financial Plan is not yet approved/adopted.

This is a full-time position, 260-day contract. The start date for this position is July 1, 2026.
