Job Summary

Reporting to the Director Infrastructure Planning & Development Engineering, the Manager Development Engineering is responsible for contributing to the delivery of a quality planning and development engineering service in the Niagara Region. The focus of this role will be on managing the technical engineering review of development applications and long-term growth projects (including policy review, municipal servicing applications, legal agreements, facilitating problem resolution between developers, municipal partners and the Region) that are consistent with Regional Council objectives and support the future growth and development objectives of the Department and the Corporation.

Education

• Post-secondary degree in Civil/ Environmental Engineering or related field.
• An equivalent combination of education, experience and qualifications may be considered.
• 8 - 10 years of progressive experience in the municipal engineering field with involvement in:
• administration, design, approval or construction of sewerage and water systems or equivalent;
• planning process and application; and
• growth management, Master plans and Development Charges.
• 5 years of experience at a supervisory level is preferred.
• Experience in working in a collaborative environment with area municipalities, developers and consultants, to deliver our services in alignment with departmental and corporate objectives is preferred.
• Professional Engineer (P.Eng.), Licensed with Professional Engineers Ontario (PEO)
• Working knowledge of Ontario Provincial Standards, Ministry of Environment design guidelines, Planning Act and Regulations, Regional Official Plan, Growth Management, Infrastructure planning, Environmental Assessment, and Ontario Building Code.
• Project Management knowledge and experience including the ability to lead the procurement of consultants, management of consultant’s work and staff and financial accountability for project budget for consultant assignments.
• Computer applications experience with MS Office, application tracking systems (iDarts), Niagara Atlas, etc.
• Strong leadership, customer service and relationship management skills is preferred.
• Excellent strategic thinking, analytical and problem solving capabilities is preferred.

Responsibilities

Manages and provides leadership for the development engineering and planning review process, municipal engineering servicing applications, facilitating problem resolution and building relationships between developers, municipal partners and Regional Departments. (40% of time)

• Leads the review and approval of all development engineering reports and analysis for planning applications (subdivisions, consents, official plans and amendments, zoning amendments and variances, secondary/servicing plans, NEC development permits and Provincial applications) to identify the associated impacts upon existing and future Regional infrastructure (transportation, water and wastewater, and waste management facilities and services).
• Leads development application review for conformity with the Regions Growth Management Strategy, Water & Wastewater Master Servicing Plans, Regional Development Charges Study and Policy, Transportation Strategy, and Waste Management Policies, responsible to identifying deviations and required changes.
• Leads creative problem solving by bringing internal and external invested parties together to negotiate suitable terms and conditions that are mutually agreeable. These can be complex, contentious and politically charged development applications and issues.
• Manages relationships with internal and external invested parties in the development community.
• Attends pre-consultation meeting representing division as required.
• Leads analysis of processing and collection of fees for development engineering applications.
• Responsible for identification of potential integration opportunities for required development/growth infrastructure improvements with 10 year capital forecast in collaboration with Public Works.
• Responsible for managing input for growth management/planning related long range studies with impacts to Regional Transportation network/infrastructure in collaboration with Public Works.

Manages and provides leadership for the legal agreement process for infrastructure improvements associated with development. (20% of time)

• Lead and coordinate the legal agreement process for development applications which require Regional infrastructure improvements with collaboration from Regional Public Works (Transportation and W&WW), Local Municipalities, Finance and Legal, including Committee reports (where required).
• Ensure condition of development approval accurately capture legal agreement requirements. Responsible for managing the developer’s consultant’s designs and cost estimates in conjunction with Public Works staff.

Provides leadership and direction for the Ministry of Environment and Climate Change (MOECC) Transfer of Review Program. (15% of time)

• Manages the review process of engineering applications for new sanitary and storm water infrastructure in accordance with good engineering practices, and makes final recommendations for issuance of Environmental Compliance Approvals to the MOECC.
• Provide technical guidance for required changes to accommodate servicing plans to reduce or eliminate conflicts and impacts to Regional infrastructure in order to process and approve applications.
• Manages agreements with MOECC for transfer of review program and responsible for updates due to changes.

Manage the Transportation Impact Studies (TIS) review process for development applications. (5% of time)

• Lead and manage the process for the preparation of comments on Transportation Impact Studies associated with development applications as provided by Public Works, including conditions for infrastructure improvements (if required). Provide recommendations for process improvements.
• Responsible for identification of trends associated with development that may potentially impact the Regional Transportation network.
• Advise, assist and recommend procedure and policy improvements related to development and growth from a land use policy level.
• Advise, assist and participate with the larger scale transportation studies and policies for Region in collaboration with Transportation and Planning & Development.

Manages people resource planning for the operating unit, determining ideal organizational structures, identifying desirable role and skill mix requirements and ensuring ongoing work quality and deliverability of results. (15% of time)

• Enables results with the organization’s human capital strategy to foster employee engagement.
• Directs and provides leadership for the activities and coaching of direct reports, providing work direction, setting priorities, assigning tasks/projects, determining methods and procedures to be used, resolving problems, ensuring results are achieved, and managing staff recruitment, performance, and skill development activities.
• Ensures alignment and coordination of activity and quality of output between teams under their direction.
• Ensures focus is service excellence, communication/transparency, innovation, and data integrity and work flow integration.

Develops, manages, and administers annual and multi-year Capital and Operating budgets for the operating unit ensuring support of Council’s objectives, financial transparency and accountability, monitoring budget adherence, identifying and explaining variances, and financial reporting is effectively managed in compliance with corporate financial policies. Ensure goods and services are acquired in accordance with the procurement policy. Authorize, and administer the acquisition of goods and services for the operating unit and direct reports in accordance with the procurement policy and procedures. (5% of time)
