We are seeking a skilled and experienced Program Manager to join our team!

Position Overview

The Program Manager will oversee and manage all Contractor personnel performing installation environmental technician support services for the Public Works Department (PWD) at Naval Support Facility (NSF) Deveselu, Romania. This position is responsible for ensuring contract performance, compliance with all applicable regulations, and delivery of high-quality services supporting Naval Facilities Engineering Command Europe Africa Central (NAVFAC EURAFCENT).

Key Responsibilities

• Provide overall leadership, direction, and day-to-day management of all Contractor staff assigned to the contract/task order.
• Serve as the primary point of contact (POC) between the Contractor, Government Project Officer, and Administrative Contract Specialist.
• Develop, implement, and maintain a comprehensive Management Plan addressing personnel management, work execution, and compliance with the contract requirements.
• Oversee all aspects of community management and human resources for Contractor staff, including recruitment, onboarding, training, leave planning, and performance appraisals.
• Ensure accurate, timely, and complete delivery of all required tasks and deliverables under the contract.
• Plan and coordinate responses to task orders and changing work requirements; allocate resources to meet contract performance objectives.
• Monitor and ensure Contractor personnel qualifications, certifications, and training remain current and compliant with contract requirements.
• Manage continuity of services; arrange for qualified alternate staff as needed to prevent service gaps.
• Maintain effective communication with NAVFAC EURAFCENT and other stakeholders, promptly addressing operational or personnel issues.
• Ensure all activities comply with Federal Acquisition Regulation (FAR) Part 37 and other applicable policies and standards.
• Provide reports, updates, and documentation as required by the Government.
  
  

Required Qualifications

• Bachelor’s degree in Business Administration, Environmental Management, Engineering, or a related field.
• Minimum of 8–10 years of program, contract, or project management experience, preferably within the Department of Defense (DoD) or similar federal contracting environment.
• Demonstrated experience managing staff and overseeing multiple workstreams under a service contract or task order.
• Strong knowledge of NAVFAC operations or similar installation support services.
• Experience in human resource management, including performance evaluations, training, and leave coordination.
• Proven ability to develop and execute management plans, schedules, and budgets.
• Excellent communication, interpersonal, and problem-solving skills.
• Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and contract management systems.
• Ability to live and work overseas; experience in an OCONUS (Outside Continental U.S.) environment preferred.
• U.S. citizenship and the ability to obtain and maintain a security clearance.
  
  

Preferred Qualifications

• Project Management Professional (PMP) certification or DAWIA Level II/III certification in Program Management.
• Knowledge of environmental technician support services or facilities management.
• Prior NAVFAC or U.S. Navy installation experience.
• Familiarity with FAR 37.101 service contract requirements.
  
  

Physical & Other Requirements

• Ability to travel and work at an overseas military installation.
• Must meet physical and medical requirements for assignment at NSF Deveselu, Romania.
• Must comply with all security, safety, and access requirements.
