Definition of Class

  • This is administrative work involving review, analysis, evaluation and coordination of community intellectual
  • disabilities programs as a member of the administrative staff of a County Mental Health/Intellectual Disabilities
  • Agency. Duties involve interpreting rules, regulations, program policies and objectives, and administering
  • services. One also provides technical assistance to contract providers and program planning and
  • implementation. This position can involve supervision of staff and is under the direction of an administrative
  • supervisor.

Nature of Work

  • This classification reviews, analyzes, monitors and coordinates community intellectual disabilities programs.
  • May administer direct services or provide technical assistance to contract providers and county staff with
  • program planning, development, implementation and coordination in areas such as residential programs,
  • Residential/Waiver, Adult Day Care, Early Intervention, Family Support Services, Family Support Services and
  • Vocational Social Rehabilitation. Meets with contract providers, representatives of community organizations and
  • federal, state and county representatives to explain programs and policies, resolve conflicts and coordinate
  • programs and services.
  • Performs related work as required.

Duties & Responsibilities

  • This is professional work of an administrative nature involving program planning, analysis and coordination of Intellectual Disabilities services. The employee is responsible for the review, analysis, monitoring, and coordination of assigned intellectual disabilities services, and assisting in administering the Intellectual Disabilities program.
  • Assists in the drafting of local operational policies and procedures. Interprets State and local policies and regulations within the office and to contract agencies.
  • Assists in the development and implementation of policies that promote consumer choice of service and provider.
  • Assists in the oversight of contracted services to assure conformity to contract work statements including quantity, quality and service population.
  • Assists in the review of provider objectives and outcomes.
  • Provides assistance to service providers concerning program planning, development, implementation and coordination.
  • Assists in monitoring service to consumers, including those in State hospitals and centers. Assists in the coordination with the County's support coordination office.
  • Maintains liaison with State offices, other human service agencies and other service systems and assures the coordination of program activities of the Erie County Intellectual Disabilities program with those agencies and systems.
  • Represents Erie County Mental Health/Intellectual Disabilities Administrator on various local/statewide committees, task forces, etc.
  • Assists in the development of the annual Human Services plan.
  • Participates in the planning, development and implementation of Intellectual Disabilities service delivery system.
  • Interprets rules, regulations, policies, and procedures, and provides technical assistance to ID/A service providers.
  • Has knowledge of applicable State and Federal regulations and monitors the program for conformance with them.
  • Monitors performance requirements to assure compliance with State regulations.
  • Assists in the annual Intellectual Disabilities program assessment.
  • Meets with Support Coordination Unit and agencies to promote movement of clients to least restrictive settings in accordance with Office of Developmental Programs policy.
  • Prepares proposals and various reports and surveys for the State.
  • Reviews Individual Support Plans and monitors Waiver programs for compliance with Office of Developmental Programs policy.
  • Receives, reviews, and processes Unusual Incident Reports and Independent Monitoring from providers.
  • Represents the Mental Health/Intellectual Disabilities Office at licensure visits by the Pennsylvania Department of Human Services.
  • Represents Erie County Mental Health/Intellectual Disabilities office at various local and statewide meetings.
  • Attends staff meetings and participates in in-service training.
  • Performs Home and Community Services Information System operations.
  • Performs related duties as required.

Knowledge, Skills, & Abilities

  • Knowledge of the principles and practices of intellectual disabilities program planning and development as it relates to the implementation of direct services.
  • Knowledge of current management principles and practices.
  • Knowledge of basic principles and methods involved in working with socially maladjusted or mentally disabled
  • individuals.
  • Knowledge of the structure, organization and methods of public and private intellectual disabilities agencies
  • and institutions.
  • Knowledge of federal, state and county legislation, policies and procedures related to the intellectual
  • disabilities delivery system.
  • Ability to establish and maintain effective working relationships and communicate effectively.
  • Ability to aid in the development and coordination of intellectual disabilities plans.

Minimum Requirements

  • Minimum of 2 years of Professional Experience in the field of Intellectual Disabilities
  • Bachelor's Degree in a related field

Supervision Received

  • Within specific areas of responsibility, considerable independence and initiative are expected in achieving objectives within established regulations, policies, and procedures. Work is reviewed through conferences and evaluation of reports.

Conditions Of Employment

  • Required to provide and are subject to Pennsylvania criminal and child abuse clearances as well as an FBI fingerprint clearance.
