About The Role
The Data Analyst position at eSimplicity offers an exciting opportunity to contribute to critical federal healthcare programs, specifically supporting Medicaid data analytics and modernization efforts. This full-time role is contingent upon contract award and involves working closely with CMS and other federal stakeholders to analyze, interpret, and visualize complex datasets. The ideal candidate will be responsible for transforming raw data from multiple sources into actionable insights through dashboards, reports, and detailed analyses. You will play a vital role in supporting the modernization of Medicaid budget tables, validating data integrity, and ensuring compliance with federal standards. Additionally, this role involves collaborating with cross-functional teams, including engineering and AI/ML specialists, to enhance data quality and automate reconciliation processes. The position requires a detail-oriented professional capable of handling sensitive data, producing timely reports, and presenting findings to both technical and non-technical audiences. The work environment is remote, operating within the Eastern time zone, with occasional travel for training and meetings.
Qualifications
Candidates must possess a current public trust clearance through the U.S. Federal Government, which requires U.S. citizenship or eligibility through the Foreign National Government System, along with relevant residency and travel documentation. A bachelor’s degree in Data Analytics, Statistics, Computer Science, Information Systems, Public Health, Public Policy, Business, or a related field is required; alternatively, six years of relevant analytical experience may be substituted. The ideal candidate will have strong proficiency in SQL and at least one scripting language such as Python or R for data manipulation and analysis. Hands-on experience with Power BI for dashboard and report development is essential, along with familiarity with Salesforce reporting tools. Experience working with diverse data formats—including Excel, CSV, PDFs, Word documents, APIs, and enterprise datasets—is critical for consolidating and analyzing information effectively. Attention to detail is paramount for validating financial and operational calculations end-to-end. Candidates should also have experience working within agile environments using tools like Jira and Confluence, along with excellent communication skills to effectively convey complex findings to non-technical stakeholders.
Responsibilities
The Data Analyst will be responsible for analyzing structured and unstructured data from systems such as MESH, MBES, MacFin, T-MSIS, SPoTT, and DataConnect to generate insights related to Medicaid program funding, performance, compliance, and modernization efforts. Designing, building, and maintaining interactive dashboards and reports in Power BI and Salesforce is a core function, enabling CMS reviewers and leadership to access consolidated views of financial, operational, and compliance data. The role includes supporting the modernization of Master Detailed Budget Tables (MDBT) by reconciling and validating historical and current data, ensuring accurate line-item mapping across legacy and current formats, and verifying calculations for total computable, state-share, and federal-share figures. The analyst will profile and validate data ingested from spreadsheets, documents, APIs, and enterprise datasets to ensure consistency and adherence to CMS data governance standards. Translating complex CMS reviewer and leadership questions into clear analytic requirements, data queries, and visualizations is essential, with iterative refinement based on stakeholder feedback. Documenting data lineage, business definitions, calculation logic, and dashboard methodologies in the MESH knowledge base and Confluence supports transparency and auditability. Collaborating with engineering teams to define data quality rules, anomaly detection, and automated reconciliation logic helps identify discrepancies such as funding decreases and mismatched FFP rates. The analyst will also produce ad hoc data extracts, briefings, and analyses to support congressional inquiries, audits, and policy decisions, often under tight deadlines. Ensuring all dashboards and reports meet Section 508 accessibility standards—including color contrast, alternative text, and assistive technology compatibility—is a key consideration. Additionally, supporting validation of AI/ML outputs, monitoring model drift, and ensuring explainability of AI recommendations are part of the responsibilities. Active participation in agile ceremonies, contributing to user stories and acceptance criteria, and demonstrating completed work to CMS Product Owners are essential for project success. Maintaining comprehensive documentation of KPIs, methodologies, and dashboards ensures smooth hand-offs and continuity in line with CMS transition requirements.
