[What the role is]
The Staff Planning & Development (SPD) section in the Air Traffic Services (ATS) Division, CAAS plays a crucial role in ensuring that its workforce, i.e. Air Traffic Controller (ATC) Officer, ATC Support Officer, etc., is effectively managed to support the CAAS’s objectives.
[What you will be working on]
As Deputy Manager / Manager / Senior Manager (SPD), you will be expected to:
• Analyse, develop and establish an overall manpower plan which sets out the manpower requirements for Air Traffic Services (ATS) Division and provide for the necessary skills and competencies to ensure short- and long-term organisational goals are met
• Develop a comprehensive system to track and monitor manpower establishment for ATS Div to ensure information are up to date at all times
• Perform manpower projection and assess impact on manpower requirements; submit necessary approval submissions to request for manpower establishments to meet future demands
• Monitor, track and perform manpower planning and analysis to ensure operational manning needs are met at all times
• Monitor and review shift systems of operational staff, suggest improvements as necessary to ensure manpower optimisation
• Manage and ensure all jobs in ATS Div are analysed and aligned with HR policies, and a comprehensive database of updated job descriptions is maintained at all times
• Collaborate with HR Div to ensure recruitment plans are harmonized with manpower plans and recommend strategies/enhancements on recruitment efforts to ensure proper buildup of workforce
• Support in administering performance management processes, such as performance ranking and promotion cycles, and make recommendations for continuous improvements
• Support in the development and implementation of competency-based training & development framework, policies and processes, to grow and develop all officers in ATS Div
[What we are looking for]
• Human resources experience and expertise: possess knowledge of Competency-based Human Resource Management, especially in workforce planning and training
• Self-motivated, driven, able to multi-task: ability to work in a fast-paced environment to manage multiple projects independently and meeting deadlines
• Strong problem solving and strategic thinking skills: ability to identify key and/or underlying issues in complex situations, anticipate potential issues, and devise plans to achieve objectives, while in alignment with organisational needs and strategies
• Exceptional people and communication skills: to engage and build strong relationships with key stakeholders of all levels to effectively execute strategies and policies; effectively articulate information and plans to achieve desired outcome
• Data handling & statistical aptitude: ability to analyse and process employee data, sense make and identify trends; attention to detail, and a commitment to accuracy and integrity are essential
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
