Position Summary
Oversees the operational flow of perioperative service lines, including but not limited to: strategic operations, resource management, program planning, marketing and development, financial planning and budget oversight, quality improvement, and supervision/growth of management staff in accordance with all professional, regulatory, and accreditation standards; ensures quality patient care through relationship development with physicians, regional and site leaders, vendors, family members, community members and patients; serves as a liaison between hospital operations and surgeons to ensure high quality patient care
ESSENTIAL FUNCTIONS:
STRATEGIC MANAGEMENT
Oversees the 24/7 operational flow of patient care service lines, actualizes processes to ensure departmental compliance with all professional, local, state, national, and Joint Commission standards; develops strategies to ensure a positive customer experience for patients, families and physicians; develops and ensures compliance with relevant policies, procedures and standards of care; represents services lines at site and regional meetings, including medical staff meetings, interdisciplinary committees, and senior leadership meetings; partners with leadership on program plan development and operational improvements
FINANCIAL MANAGEMENT
Actively partners with senior site and regional leadership in preparation of the annual operating and capital budgets, reflecting an understanding of strategic initiatives and financial goals of Mercy Health; analyzes and balances mission and reimbursement in order to manage service lines in accordance with approved budgetary guidelines; directs, adjusts and continuously evaluates labor resources for all areas; works with revenue cycle and supply chain specialists to maintain knowledge of current regulatory guidelines to optimize reimbursement for procedure technical components and resource procurement
HR LEADERSHIP SKILLS/MANAGEMENT

The incumbent serves as the Section Chief of the Biomedical Engineering program in the Engineering Service at the Huntington VA Medical Center, a level 1(c) hospital. The incumbent has full responsibility for all aspects of a complex Biomedical Engineering program. Incumbent is a key advisor to the Chief Engineer and shares with other Executive Management Staff members' responsibility for total Medical Center planning, programming, and budgeting with respect to biomedical engineering. This includes overall management considerations involving general administration, budget management, manpower, other resources utilization and participation in community.
Incumbent has the primary responsibility to and is fully responsible for management of the medical equipment management program at the medical center and all properties under its purview. Incumbent ensures that medical equipment in the Medical Center is safe for patients and staff, reliable in its results, and experiences minimal downtime. Additionally, the incumbent has the responsibility for the development and implementation of the entire medical center's system for physiological monitoring, automation in clinical laboratories, patient resuscitation, computer applications in biomedicine and medical information systems, patient security and alarm systems, etc. Incumbent leads designs of new systems to meet the requirements for medical services using conventional and state-of-the-art equipment and components or specifies modifications to existing devices and systems for specific requirements of the medical center. Has overall responsibility for medical engineering development, education and training, including instructing medical and allied health personnel in the utilization of the equipment. The program covers more than $36 million in equipment and must be managed as economically as possible while simultaneously meeting requirements. Exercises budgetary authority over the program and is responsible for managing all operating, personnel and discretionary spending.
The incumbent also performs as a working biomedical Engineer and has full administrative and professional oversight and supervision of the Biomedical Engineering Section. Incumbent serves as the subject matter expert to the Medical Center staff in the area of Biomedical Engineering as well as engineering principles and practices, which relate to the area of specialization and scientific discipline, drawing from professional educational background, as well as practical experience. Incumbent initiates and develops programs to reduce malfunctions and provide rapid restoration of service to equipment used for patient monitoring, x-ray imaging, dental, respiratory therapy, clinical laboratory, etc. Incumbent is responsible for developing and monitoring indicators for quality assurance and in developing new policies, procedures and biomedical engineering standards based on analysis and evaluation of indicators and existing standards.

The WHMD provides clinical expertise in the area of women's health care. The WHMD promotes best practices and functions as the clinical subject matter expert for women's health issues in the health care system. Provides medical services to Veterans on an outpatient basis in the primary care setting. Disease processes include, but are not limited to diabetes, hypertension, hyperlipidemia, chronic obstructive pulmonary disease, mental health disorders, etc., with a major focus on preventive medicine. Lead the Patient Aligned Care Team (PACT) approach in the delivery of care, which emphasizes a team-based approach to healthcare. Document all medical information in an electronic medical record.

The administrative responsibilities will broadly include overseeing Patient Access and Triage, Provider supervision including Quality Management and performance evaluation, provider workload assessments and scheduling, and duties as described below. Clinical responsibilities will include providing direct patient care, including through rotation into the Cardiology outpatient clinic, inpatient, e-consultations, and invasive/non-invasive procedures within his/her scope of practice as stated in Cardiology medical staff privileges. The Chief of Cardiology will also directly contribute to advancing the Medical Center mission for Resident education.
