Responsibilities:

• Collaborate with business teams to understand citizen/business needs using human-centric, visual methods such as service journeys, and develop the appropriate business case.
• Apply Design Thinking / Service Design methodology and tools to identify current state gaps and challenges, and design future state solutions.
• Work with project teams to develop user stories, functional/technical specifications, and acceptance criteria.
• Evaluate and recommend suitable technology solutions while aligning with the company’s technology directions, such as cloud-based solutions, enterprise architecture, and modernization of legacy systems.
• Identify and adopt the appropriate development methodology (e.g., Agile or Waterfall) based on project requirements and environment (Outsourced, Co-Sourced, or In-house).
• Lead and participate in Agile practices and ceremonies where Agile methodology is adopted.

Requirements:

• Minimum 5 years of experience in IT business analysis, application solution design, and testing.
• Experience participating in at least one full software or product development cycle, preferably using Agile Methodology.
• Strong analytical, conceptualization, and problem-solving skills.
• Excellent communication skills with the ability to pitch ideas and influence stakeholders.
• A driven and motivated personality with an inquisitive mind.
• Ability to learn and apply new concepts effectively.

Position Statement

The Information Technology Executive is responsible for the implementation of Information Technology (IT) in the hotel in accordance with Hilton’s Information System strategies and priorities as well as measuring IT costs, benefits and performance in the hotel and providing this information to hotel management and the Chief Information & Data Officer - APAC

What will you be doing?

As the IT Executive, you will be responsible for performing the following task to the highest standards:

• Assist the IT Team to maintain hotel software and hardware.
• Escalate or solve technical and operational problems according to end users report.
• Operate the computer hardware and software under the direction of his immediate superior.
• Perform any other reasonable duties and projects as assigned.
• Solve guest IT questions with minimum risk and improve guest satisfaction according to defined criteria.
• Ensure ownership of all hotel data and ensure that data is backed up in a timely manner.
• Ensure that hotel data is secured in accordance with stated standards and best practices.
• Ensure access controls are consistent with stated standards and best practices to ensure room access registration and safety.
• Support IT projects such as system upgrades, migrations and deployments.
• Identify, evaluate and implement local solutions to the extent agreed by the Chief Information & Data Officer - APAC
• Adhere to hotel safety policies, emergency rules and procedures.
• Carry out any other reasonable duties and responsibilities as assigned.

Responsibilities

1. Account & Stakeholder Leadership

• Serve as senior interface to customers and internal executives.

• Chair or co‑chair steering and programme governance forums, ensuring clear decisions, explicit ownership, controlled escalation 

• Manage misalignment between stakeholders with different priorities (e.g. governance vs operations) and drive resolution at the correct level.

2. Delivery Intervention & Stabilisation (Critical)

• Actively intervene in delivery when execution quality is weak, specifically: 

  • Reframing priorities and critical path

  • Improving decision clarity

  • Enforcing action discipline

• Work side‑by‑side with PMs to: 

  • Improve meeting quality

  • Upgrade steering presentations and minutes

  • Strengthen follow‑up discipline

• Accountable for raising execution capability.

3. Project Manager Uplift & Governance

• Provide coaching to PMs on issue framing, situation awareness, dependency management, risk‑based prioritisation, stakeholder communication, cost control.

• Establish minimum execution standards, eg: Action logs, Steering decks, Decision tracking.

• Intervene decisively when performance creates material delivery risk.

4. Vendor & Dependency Management

• Manage high‑risk third‑party dependencies that affect milestones.

• Manage vendor escalation, deadlock resolution, contractual or commercial leverage decisions

• Provide guidance on vendor management

5. Programme Governance & Commercial Control

• Own programme‑level: Delivery confidence, Financial outcomes, Change control discipline

• Ensure governance exists to enable high quality execution.

• Protect contractual position while maintaining workable stakeholder relationships.

Requirements

• 15+ years of relevant project / programme delivery experience, with at least 5 years in a Project Director / Programme Lead or equivalent senior role. PMP certification or equivalent preferred.

• Proven leadership of large, complex, multi‑stakeholder programmes (public sector, regulated environments, or mission‑critical systems strongly preferred) on time, within budget, and in compliance with legal requirements.

• Strong leadership and management skills

• Excellent communication and interpersonal skills, with the ability to effectively interact with stakeholders at all levels, including legal teams and clients.

• Experience in financial management, resource allocation, and risk management within project environments.

• Demonstrates structured and credible leadership under delivery pressure, with the ability to thrive in fast‑paced environments while consistently driving results and continuous improvement.

· Handle project claims

· Contract administration from start of project to final accounts stage

· Working with a team of QS to ensure timely payment collection

· Prepare tenders and quotations, progress claims, variations, subcontractors’ payments

· Co-ordination with project personnel and clients for pre and post contract matters above

· Ability to source for suppliers and sub-contractors for quotation for tendering

· Any other tasks assigned by Contracts Manager/Higher Management

Job Requirement

· Relevant Qualification: Degree / Diploma/ Certificate in QS/ Civil Engineering/ Building/ Construction Management

· Minimum diploma holder/ degree holder with 5 years of relevant experience in Civil Engineering/Building Construction or QS Consultancy in Civil Engineering & Construction industry
