• Plan and control resources, including materials, tools, and equipment, to optimize site operations.

• Liaise with appointed Mechanical and Electrical Professional Engineers for submissions to authorities.
• Attend site progress meetings and address technical issues, reporting updates to the Construction Manager.
• Coordinate with authorities for plan approvals and site inspections, preparing and vetting drawings for submission.
• Serve as the primary contact for Civil and SWC representatives on site to facilitate collaboration.
• Monitor and update daily site progress reports to track project status.
• Analyze complex problems by reviewing relevant information, developing options, and implementing effective solutions.
• Apply logical reasoning to evaluate alternative solutions and approaches to technical challenges.
• Perform other ad-hoc duties as assigned to support project success.

Required competencies and certifications

• Experience working on LTA projects or with similar government authorities.
• Bachelor’s Degree, Post Graduate Diploma, or Professional Degree in Mechanical Engineering or equivalent.
• Minimum five (5) years of engineering experience post-tertiary education, including at least three (3) years in commercial mixed development projects of comparable size and complexity.

Job Description

• The Contracts/Commercial Manager is responsible for the overseeing commercial and contractual aspects related to the main contract and subcontracts, managing any commercial and contractual risk relating to the project and employ mitigation actions as quickly and effectively as possible.
• Review external providers (i.e vendors and subcontractors) terms of service and project deliverables.
• Provides contractual advisory from the commercial perspective to the project through all stages: construction, subcontracting, completion and hand-over, provides support to the Quantity Surveyor
• team in the project, monitoring, reporting, planning and coordinating all aspects of their work.
• Proactively engages in continuous improvement and review of existing processes, systems and policies that may support the project’s contract management and administration.
• Advises on all contractual correspondence related to the project, considering commercial impact Identify, assess and manage / advise on contractual risk
• Manages contractual claims, disputes, settlements and resolution
• Communicates effectively with a wide range of stakeholders both verbally and in written notices eg. extension-of-time (EOT) , change order, etc.
• Possesses knowledge in construction/contract law & different standard forms of contracts eg. PSSCOC, SIA, LTA, REDAS, FIDIC, NEC, etc.

Job Requirements:

• Bachelor’s Degree in Quantity Surveying / Construction Management / Civil Engineering or related fields
• Minimum 15 years relevant experience in contract negotiation, administration and/or management

Job Description

• Comply with the local construction code and approved Quality document.
• Assist project teams to identify quality requirements and develop Project Quality Plans for projects.
• Conduct inspection reports for all subcontractors work to ensure alignment with the quality standards.
• Assist Project Teams with control vendor performance/non-conformance issues and implement actions to correct non-compliance.
• Prepare and submit Request for Inspection (RFI) to consultant prior to official QA/QC inspection and testing activity.
• Carry out the execution of the project as per plan.
• Register all incoming materials and items for the project.
• Responsible for managing day to day lifting operations.
• Plan, organize, supervise and liaise closely with sub-contractors and operation teams on all ongoing lifting activities.
• Conduct routine checks and inspections of works on site to ensure compliance with authorities' and client’s requirements.
• Review project safety (e.g. lifting plans, etc.).
• Other ad hoc duties as assigned.

Job Requirements

• Degree in Civil Engineering or equivalent.
• At least 5 years of working experience in the related field is required.
• Experienced in LTA MRT project is advantageous.
