What the role is

The Integrated Waste Management Facility (IWMF) is a large-scale waste management infrastructural project and an integral part of NEA’s long-term plan to meet Singapore’s future solid waste management needs.

We are looking for a strategic leader who will be responsible for defining, reviewing, implementing, and overseeing the following:

1. IWMF-wide Workplace, Health and Safety (WSH) strategy and plans with the aim towards zero-accidents, and
2. Operational Excellence (OE) to enhance safe operations, build strong safety culture and mindset by fostering “Safety First” and initiate continuous improvement projects.

What you will be working on

Reporting directly to the Senior Director (IWMF), your main responsibilities are as follows:

• Plan, develop and execute a comprehensive WSH roadmap and governance framework aligned with NEA Corporate directions and objectives on WSH agenda.
• Ensure full adherence to the Workplace Safety and Health Act, and relevant environmental and fire safety laws.
• Review Safe Work Procedures, Permit-to-Work system, and other WSH related documents to ensure full compliance, and recommend enhancements and oversee improvement projects.
• Lead regular site inspections and risk assessments to identify, evaluate, and mitigate potential workplace hazards and organise WSH meetings chaired by the Senior Director.
• Oversee the investigation of all incidents and near-misses, conduct root-cause analysis (RCA), and implement corrective and preventive actions (CAPA). Put up incident reports within the specified time as per NEA incident reporting framework.
• Design and manage fire safety protocols, emergency evacuation plans, and crisis management matters.
• Drive employee engagement programmes and specialised WSH training sessions to elevate safety awareness and competency.
• Ensure sufficient and appropriate supply of Personal Protective Equipment of IWMF officers.
• Maintain a registry of certified safety equipment which include but not limited to pressure vessels, lifting equipment and fire extinguishers.
• Oversee the calling of tenders on safety related services and supplies, and contracts administration.
• Support the Senior Director as a Risk Champion coordinating and assessing operational risks and the associated risks mitigation measures for IWMF.

What we are looking for

• Bachelor's degree in Workplace Safety and Health, Occupational Safety, Engineering, or related field. Candidates with degrees in other disciplines must possess relevant WSH certifications or demonstrated experience in workplace safety.
• At least 10-12 years of professional experience in the WSH field, with minimally 3 years in a leadership or managerial role.
• Strong incident investigation, audit, and liaison skills.
• Ability to prepare management report, Key Performance Indicator (KPI), and presentations to senior leadership and management.
• Strong leadership, stakeholder management, writing, analytical and communication skills.
• Valid licence as a registered WSH Safety Officer with MOM (preferably).
• Outgoing and pleasant personality; mature, independent, and resourceful; highly self-motivated; adaptable to diverse work scopes.

As part of the shortlisting process for this role, you may be required to complete a medical declaration and/or undergo further assessment.

• Degree in civil engineering recognised by Singapore PE Board.
• Minimum 15 years of experience in tunnelling works and of which at least 10 years of experience in managing tunnelling works of similar scale with complexity in ground condition.
• Experience in slurry type TBM in mining of big diameter (12m) tunnel from beginning to the end of TBM drive.
• Able to manage and control the excavation plan and program.
• Minimum 2 projects of slurry type TBM experience in taking role as Excavation Management System Engineer.
• Familiar with LTA MRT projects requirements and specifications.

We are seeking an experienced and skilled Mid-Level Front-End Engineer with approximately 2–4 years of experience to:

• Develop and evolve the user-facing (front-end) experience of MyJourney, a comprehensive web application serving students, faculty, university staff, prospective employers, and offices supporting postgraduate or further studies.
