We are seeking an experienced Project Manager to oversee and manage civil and special projects involving site preparation, demolition, exhumation, and reinterment works. The successful candidate will be responsible for ensuring smooth project execution, regulatory compliance, and adherence to operational workflows and cultural sensitivities.

This role is primarily site-based and requires the candidate to be physically present on-site to manage daily operations and coordinate with project teams and stakeholders.

Key Responsibilities

• Lead and manage overall project execution from planning to completion.
• Develop and implement work plans covering tree cutting (to stump level), demolition of structures, exhumation, shrouding, and reinterment processes.
• Coordinate deployment of manpower, equipment, and resources to meet project timelines.
• Be present on-site to supervise daily operations, resolve issues, and ensure work progresses according to schedule

Requirements

• Degree in Civil Engineering, Construction Management, or a related discipline.
• At least 10 years of relevant experience in construction or civil engineering projects, with site management experience preferred.
• Possess valid Workplace Safety and Health (WSH) certification.
• Strong project management, coordination, and administrative skills.
• Experience in document control, reporting processes, and project lifecycle management.
• Ability to manage multiple stakeholders and work in a dynamic site environment.
• Good communication and organisational skills.
• Familiarity with cultural or religious practices relevant to project requirements will be advantageous.

• Oversee and coordinate civil construction activities, including earthworks, piling, structural concrete, drainage, roadworks, and temporary works, ensuring adherence to project specifications and approved sequences.
• Enforce safety, environmental, and regulatory compliance (WSH, MOM, LTA standards), conduct site inspections, and close out safety observations promptly.
• Manage subcontractors, suppliers, and on-site teams, coordinate interfaces with utilities, traffic management, M&E, architectural works, and other civil sections.
• Track daily productivity and construction progress, prepare reports for project management, and propose recovery plans or alternative methods to mitigate delays.
• Support technical and site engineering functions: review drawings, method statements, temporary works, resolve constructability issues, and oversee quality inspections and non-conformance resolution.

Requirements:

• Degree in Civil Engineering or related field
• At least 5 years of civil construction experience with excavation, reinforced concrete structures, temporary works, D-wall/Bored pile/ERSS, and traffic/drainage diversions.
• Strong knowledge of MOM, WSH regulations, and LTA specifications, with proven experience in LTA or main contractor projects (MRT, road, tunnel, viaduct, depot works).

About The Role

As a Manager/Senior Manager, Procurement in ALPS, you will be based in one of the 27 Public Healthcare Institutions (PHI) in Singapore, you will be responsible for the Procurement and Contract Management services within the PHI. Leading a team, you will provide proactive planning and value add to the procurement category. You will also communicate closely with hospital users and ALPS vendors to support in the hospital’s daily operationsfor patients’ care.

Key Responsibilities

• Coach and mentor the procurement team in executing the various Tenders/Request for proposals/Quotations to achieve Department KPI.
• Lead and guide logistic team in daily operation of supply management to hospitals.
• Implement the group procurement policy, processes and guidelines, ensuring that they are up-to-date, striking a balance between governance and efficiency.
