Cost Estimation: Assessing and estimating the costs of materials, labour, equipment, and other resources required for a construction project. This involves analyzing project plans, and specifications, and conducting site visits.

Budgeting: Preparing and managing project budgets, including forecasting costs and expenditures. Quantity Surveyors monitor and control costs throughout the project to ensure it remains within budgetary constraints.

Tendering and Procurement: Preparing tender documents, evaluating bids, and negotiating contracts with suppliers, subcontractors, and vendors. Quantity Surveyors handle the procurement process to obtain the best value for money.

Cost Control: Monitoring and controlling project costs, tracking expenses, and analyzing cost variances. They identify cost-saving opportunities and suggest value engineering options without compromising quality.

Valuation and Payment: Assessing the value of work completed by contractors and subcontractors, preparing progress payment certificates, and managing payment processes. Quantity Surveyors ensure accurate and fair compensation for work done.

Risk Management: Identifying and assessing financial risks associated with a project. They analyze potential cost overruns, delays, and changes and implement strategies to mitigate risks.

Contract Administration: Managing contract documentation, change orders, and claims. Quantity Surveyors review contract terms and conditions, handle contractual disputes and ensure compliance with legal and regulatory requirements.

Final Account Settlement: Evaluating the final costs of a project, reconciling variations, and preparing the final account statement. Quantity Surveyors negotiate and settle final payments with contractors and subcontractors.

Value Engineering: Collaborating with architects, engineers, and contractors to find cost-effective alternatives that maintain the desired project quality. Quantity Surveyors suggest value engineering options to optimize costs

Job Summary

We are seeking a detail-oriented Quantity Surveyor to support EPC projects, focusing on cost estimation, contract administration, and cost control across electrical and infrastructure works.

Responsibilities

• Prepare detailed cost estimates for EPC projects including materials, labor, and equipment to support accurate budgeting and tender submissions
• Analyze drawings, specifications, and tender documents to develop comprehensive cost plans and budgets
• Evaluate and compare subcontractor and supplier quotations to ensure competitive pricing and value
• Perform quantity take-offs and prepare Bills of Quantities (BOQ) to track project scope and costs
• Manage and monitor project quantities and cost variations to maintain budget control
• Support procurement processes and subcontractor package evaluations for effective project delivery
• Administer EPC contracts and subcontracts (FIDIC or equivalent) ensuring compliance and proper documentation
• Assess variation orders, claims, and change requests to manage contractual obligations and risks
• Handle cost and commercial aspects of electrical systems including power distribution (LV/MV/HV), substations, grid interconnection, cable routing, and installation
• Support cost management for renewable energy projects, particularly solar PV farms, including modules, inverters, mounting structures, and infrastructure
• Coordinate closely with engineering and project teams to align cost control with project progress
• Monitor project costs, prepare forecasts, progress claims, payment certifications, and financial reports to ensure financial accuracy
• Identify commercial risks and recommend mitigation strategies to protect project profitability

Preferred competencies and qualifications

• Exposure to renewable energy projects such as solar PV and Battery Energy Storage Systems (BESS)
• Experience with regional EPC projects to support cross-border operations
• Knowledge of utility or grid-related works to enhance project scope understanding
• Experience handling electrical scope within quantity surveying tasks

Roles & Responsibilities

1. Cost management of projects.
2. Prepare and submit interim progress claims and variation claims.
3. Procurement of contractors and suppliers.
4. Valuation and assessment of payment claims by sub-contractors.
5. Prepare, negotiate and agree final accounts.
6. Familiarize oneself with the use of internal reporting systems “OA” and “SAP”.
7. Review Contract Documents and identify irregularities.
8. Prepare Sub-Contract Documents.
9. Prepare contractual correspondence involving time and cost implications.
10. Assist the supervisor in the preparation of EOT, acceleration, prolongation and cost claims etc.
11. Attend meeting as and when required.
12. Other duties as assigned.

Requirement:

1. Candidate must possess at least Bachelor's Degree/Post Graduate Diploma/Professional Degree in Quantity Survey or equivalent.
2. At least 4 Years of working experience in the related field is required for this position.
3. Capable of listening, speaking, reading and writing in Chinese and English; Proficiency in Chinese is a MUST, as applicant will need to liaise with Chinese speaker or associate.
