Job Description

The Finance Executive reports to and is under supervision of the Senior Manager (Admin & Finance).  You will be responsible for the finance functions in the school in accordance with established school policies and procedures – including undertaking administrative & database processes.

We are looking for a resilient and motivated person who likes to operate independently and able to thrive in a dynamic work environment with suitable guidance and to make a difference in the special education (SPED) landscape.

Roles and Responsibilities:

• Daily invoice processing, process weekly cash collection

• Perform finance data entry and bank reconciliation into School Management System

• Process payments to vendors, reimbursement to staff

• Process quarterly student fees collection by GIRO with bank, Edusave / PSEA deduction authorisation 

• Process Enrichment program forms &fees collection, awards forms & funds disbursement

• Issue official receipts for cheques/cash collected upon request

• Monitor collection of student school fees

• Monitor and perform GRN

• Filling, archiving, and disposing of Finance documents 

• Prepare quarterly GST submission, reimbursement claim on SPED FAS (half yearly) 

• Prepare draft audited financial statements, audit schedules, PBC list

• Verify year-end budget, mid-year budget revision, additional budget, budget savings declaration

• Annual booklist collections &issuance of receipts upon request

• Support field audit by external auditors

• Assets Sighting and labeling for tagging of fixed assets 

• Other work as assigned by Senior Management & Manager

Skills

• Strong attention to detail and accuracy in handling financial data

• Ability to manage high-volume, transactional work (e.g. invoicing, payments, reimbursements)

• Good organisational and time management skills, with the ability to meet deadlines

• Responsible, proactive, and willing to learn

• Good communication and interpersonal skills for coordination with internal &external stakeholders

Requirements

• Diploma in Accountancy, Finance, or ACCA equivalent professional qualification

• 2 to 3 years of relevant accounting experience

• Basic knowledge of accounting principles and financial reporting standards

• Proficient in Microsoft Office applications, particularly Excel

• Experience with accounting software (e.g. SAP, MYOB, QuickBooks, or similar) is an advantage

• Familiarity with compliance requirements (e.g. GST, basic regulatory guidelines) would be anadded advantage

Job Overview

The incumbent plays a vital role in supporting the financial integrity of the organization, with a key focus on fund accounting, internal controls, and audit readiness. This role ensures accurate, complete, and compliant financial reporting aligned with donor restrictions, legal requirements, and best practices in non-profit accounting.

Key Responsibilities

Fund Accounting and Reporting

• Ensure accuracy and completeness in applying fund accounting principles across all financial processes
• Facilitate the monthly financial close by coordinating with outsourced accounting service provider
• Provide relevant information such as accrual listings, investment statements, payroll information and other schedules required to accurately close the books
• Ensure correctness of cash and investment balances and management accounts are prepared timely, accurately, and in compliance with FRS
• Liaise with external auditors and coordinate with outsourced accounting service provider to ensure completeness and accuracy of audit deliverables
• Ensure accurate regulatory filings, including reporting of tax deductions to IRAS and utilisation of government grants

Financial Operations and Stakeholder Engagement

• Support budgeting and forecasting activities as well as variance analysis across internal departments
• Liaise with internal departments on finance matters including programme and grant-related expenses
• Provide finance support for cross-functional projects including UAT testing and system enhancements
• Assist in onboarding and guiding junior team members as needed

Procurement & Internal Controls

• Monitor procurement transactions for compliance with internal policies
• Coordinate with internal auditors during scheduled reviews, walkthroughs, or control testing
• Participate in improvement initiatives for finance SOPs and system workflows

Strategic Finance & Continuous Improvement

• Support the Assistant Director in financial planning and strategic initiatives
• Identify opportunities for process improvements and automation within finance operations
• Contribute to the development and refinement of finance policies and procedures

• Degree in Accounting, Finance, or equivalent professional qualification (e.g. ACCA, CPA)
• Possess 3 - 5 years of relevant experience, preferably in the nonprofit, education, or public service sector
• Good knowledge of FRS and charity regulations, and financial controls
• Proficient in Excel, PowerPoint and accounting systems, preferably Oracle Netsuite
• Detail-oriented, self-motivated, and able to manage multiple priorities
• Effective communicator with a collaborative and purpose-driven mindset
• Able to commence work at short notice / immediately

Job Summary:

The Finance /Accounts Assistant will support the finance team in day-to-day accounting and financial operations. The role involves processing supplier and customer transactions, maintaining accurate records in the accounting system, assisting in reconciliations, and supporting monthly closing, audits, and ad-hoc finance tasks.

• Own and drive the end-to-end implementation of Mission-Based Budgeting as the cluster’s core resource allocation and financial management framework
