TechX Ventures (TXV) is HTX'sstrategic vehicle for advancing Singapore's leadership in the Public Safety andSecurity (PSS) domain. By integrating global convening platforms with Hatch'sinnovation incubation capabilities, TXV acts as a catalyst for ecosystemdevelopment, strengthening both Singapore's security capabilities and itsinternational standing in Science and Technology for PSS. As TXV grows into aglobal player, business operations will serve as the foundation enablinginnovation incubation, large-scale event delivery, strategic partnerships, andcommercial scaling.
About the Role
We are seeking a hands-on andversatile IT Specialist to oversee the organisation’s end-to-end IT operations,cybersecurity, and digital enablement. This role plays a critical part inensuring the availability, security, and proper governance of IT systems thatsupport business operations, events, programmes, and partnerships.
The ideal candidate has strongtechnical fundamentals, experience working in small to mid-sized organisations,and is comfortable operating independently with minimal support. Given thepublic-sector-linked environment, the role requires a strong appreciation ofgovernance, cybersecurity, data protection, and compliance requirements, whileremaining pragmatic and business-oriented.
Key Responsibilities
IT Operations &Infrastructure
• Manage day-to-day IToperations, including networks, end-user computing, servers, cloud services,and collaboration tools (e.g. Microsoft 365).
• Ensure high system availability, performance, and reliability across all ITplatforms and services.
• Oversee IT asset management, including laptops, mobile devices, peripherals,software licences, and inventories.
• Provide hands-on Level 2/3 support and vendor coordination to resolve ITincidents and service requests in a timely manner.
• Establish and maintain IT policies, standard operating procedures, anddocumentation to ensure consistency and operational resilience.
• Plan and implement IT improvements, system upgrades, and technology refreshcycles aligned with organisational needs and budget.
Cybersecurity & DataProtection
• Lead the organisation’scybersecurity posture, including endpoint protection, access controls, identitymanagement, and secure configurations.
• Ensure compliance with applicable public-sector or government-linked ICT andcybersecurity standards, policies, and circulars (e.g. data protection andinformation security requirements).
• Conduct regular reviews of cybersecurity risks, vulnerabilities, andcontrols, and implement appropriate mitigation measures.
• Manage incident response processes, including investigation, containment,reporting, and follow-up actions.
• Promote cybersecurity awareness and good IT hygiene among staff throughbriefings, guidance, and policies.
Applications & DigitalSystems
• Oversee the administration andoptimisation of business applications such as HR systems, finance systems,CRM/event platforms, collaboration tools, and shared drives.
• Work closely with internal stakeholders to understand business requirementsand recommend practical IT or digital solutions.
• Manage system access rights, roles, and permissions to ensure proper datagovernance and segregation of duties.
• Support basic data management, reporting, and system integrations whererequired.
Vendor & ProjectManagement
• Manage IT vendors, serviceproviders, and system integrators, including contracts, performance monitoring,and service delivery.
• Support IT procurement activities, including sourcing quotations, evaluatingsolutions, and preparing approval papers in line with organisational policies.
• Lead or support small to mid-scale IT projects, including systemimplementations, enhancements, and pilots.
• Coordinate with internal stakeholders and external parties to ensure projectsare delivered on time, within scope, and within budget.
Governance, Risk &Compliance
• Ensure IT practices comply withorganisational policies, audit requirements, and public-sector-linkedgovernance standards.
• Maintain proper documentation, system registers, access logs, and records tosupport audits and management reviews.
• Support internal audits, management queries, and risk assessments relating toIT, cybersecurity, and data protection.
• Assist in developing IT roadmaps aligned with organisational strategy andoperational priorities.
Required Qualifications
• Many years of hands-onexperience in IT operations, infrastructure, and end-user support, preferablyin a small to mid-sized organisation.
• Strong working knowledge of cybersecurity principles, data protection, and ITgovernance, ideally within a public-sector or government-linked environment.
• Proven experience managing Microsoft-based environments (e.g. Microsoft 365,Windows endpoints, identity and access management).
• Experience working with external IT vendors and service providers.
• Solid understanding of IT procurement, asset management, and licensingpractices.
• Strong problem-solving skills, with the ability to operate independently andmanage multiple priorities concurrently.
• Good communication and stakeholder management skills, with the ability toexplain technical concepts to non-technical colleagues.
• Meticulous, dependable, and comfortable working in a lean organisation withminimal supervision.
