• Provide ongoing supervision for the construction of civil and structural works as needed, ensuring compliance with the project specifications, construction drawings, and the Building Control Act and Regulations.
• Carry out supervision and inspection M&E works including but not limited to concreting, pavement, drainage, compaction, curing of concrete, formwork, re-props and removal of props, quality & erection of precast components and steel works.
• Manage and supervise the Resident Technical Officers under his charge.
• Coordinate with safety team and provide overview of WASH and aerodrome safety management systems and implementation of safe working practices on site.
• Ensure all construction works will not impact or affect the operations of the client.
• Ensure client’s emergency preparedness protocols are adhered to by the contractors during trial runs or actual emergencies.
• Verify all reports and claims relating to M&E works submitted by the contractors.
• Inspect the quality of work and materials delivered to the site, take corrective actions for any non-compliance, and report any materials that do not conform to the specifications to the OIC.
• Verify reports and claims submitted by the main contractors and other ancillary contractors.
• Resolve main contractors’ queries and coordinate the works onsite.
• Adhere to the shift duty roster assigned.
• Undertake any other duties including administrative tasks related to the project as and when instructed by the SRE, OIC, or the Client.

Requirements:

• Min 8 years of civil engineering experience of which 3 years of experience in major construction works deep excavation, drainage, pipe jacking, ground improvement, flexible/rigid aircraft pavement, supervising & installation of monitoring instruments and collating of monitoring data.
• Degree in Mechanical or Electrical Engineering recognized by PEB.
• Accredited as a RE with IES
• Able to perform shift work.

Job Description :

• Monitor and report on the progress of works to the OIC, Project Director, Client and his Contractors;
• Attend site, progress, variation and coordination meetings;
• Attend QAQC meetings, to carry out audits and ensure that quality on all works being carried out;
• Assist in verification of all reports and claims relating to civil & structural, geotechnical, architectural and M&E works submitted by the contractors;
• Facilitate the supervision team in resolving main contractors’ queries and coordinate the Works and other contractors on site;
• Liaise with all relevant authorities and stakeholders in obtaining the necessary approvals to commence works;
• Assist client to facilitate the verification of reports and claims submitted by the main contractors and other ancillary contractors;
• Feedback site issues, discrepancies, and irregularities to the OIC and his Contractors;
• Assist in preparing presentation materials for presentations to client, Authorities, Stakeholders and interface parties to provide information and updates;
• Assist in preparing minutes of meetings as per ii) & iii) and verifying the accuracies of the minutes of meeting prepared by the contractors;

Job Description

• The Project Engineer shall possess at least five (5) years of relevant working experience in construction of mechanical/electrical work for projects of similar scale, complexity and nature of works;
• The Project Engineer shall possess a Degree in Mechanical and/or Electrical Engineering or recognised Degree in the relevant field subject to the acceptance of the OIC.
• The Project Engineer shall be able to work independently, a strong team player and to handle fast-paced projects;
• The Project Engineer shall have good interpersonal, written and verbal communication skills for collaboration with stakeholders across all levels and have good presentation skills; and
• The Project Engineer shall have good working knowledge of MS Office, and competent in the preparation of Powerpoint presentations.

Key Responsibilities

1. Review and understand contract requirements for Mechanical & Electrical (M&E) works, ensuring all designs comply with specifications and relevant guidelines.

2. Coordinate M&E activities on-site and liaise with clients, consultants, and subcontractors to ensure works are carried out according to contract specifications, drawings, and regulatory requirements.

3. Develop and maintain M&E work programs and submission schedules.

4. Plan and prepare all necessary drawings to meet submission deadlines.

5. Produce detailed drawings and combined services plans based on design sketches.

• Proven experience managing full M&E lifecycle: design, tender, construction, testing & commissioning, and handover.
• Demonstrated leadership in managing consultants, contractors, and multi-disciplinary coordination.
• Strong understanding of high-capacity HVAC, emergency power systems, fire & life safety, and integrated arena/event systems.
• Will be stationed at West and move to Bayfront site office when ready.

Responsibilities:

• Coordinate and work with Consultants, Subcontractors, Structural & M&E team to resolve any technical and site issues.
• Study & analyze Consultants' Drawings & Material Specifications in line with Building Code and Authority Requirement.
• Understand the schematic diagram of the services such as fire services, plumbing services, ACMV services and electrical services.
• To ensure the installation of all services follow the right sequence and also latest drawing before check by RTO inspection.
• Monitoring and arrange working schedule for sub-con to start their work according to the schedule given.

* diligent, methodical, meticulous and willing to work overtime; and

* keen learner and supportive of digitalisation efforts in projects.

* Relevant experience refers to the necessary site supervision / practical experience and skills set that the site supervisor possesses to supervise the construction of the civil / structural / mechanical and electrical / architectural works of the project(s) to which he is to be assigned to.

* Subject to the approval of the supervising qualified persons, the number of years of working experience as a project engineer in a Civil & Structural Engineering consultancy firm or as a construction engineer with large contractor firms supervising engineering works may be considered in the respective minimum number of years of experience for SRE and RE.
