In this new role, you will be required to support a critical project during the Day-1 deployment and migration phase, as well as provide Day-2 BAU coordination support to handle user queries during the migration period.

Responsibilities:

The role will focus on coordinating the Job Verification Template process, stakeholder follow-ups, template validation, and tracking/reporting, ensuring that the required information for migration readiness is collected, verified, and tracked in a timely manner.

1. Job Verification Template Coordination

• Manage and maintain the Job Verification Templates required for system onboarding and migration preparation.

2. Returned Template Compilation and Consolidation

• Compile returned templates from users and consolidate the information into the central project tracking repository.

5. User Query Management

• Respond to user emails and queries related to Job Verification Templates and migration preparation.
• Provide guidance to users on completing the required templates.

6. Tracking and Reporting

• Maintain a centralized tracking list of submitted, outstanding, and corrected templates.
• Consolidate status updates and prepare progress reports for project management tracking and reporting.

7. Day-2 BAU Support During Day-1 Migration Phase

• Assist in handling user queries and coordination during Day-1 migration activities.
• Support communication between users, engineers, and project teams regarding migration-related matters.
• Track issues, queries, and follow-ups raised by users during the migration phase.

We are seeking a meticulous and driven Assistant Manager to support the commercial aspects of our Onshore and Offshore Modules Construction Projects. This role is central to preparing compelling tender proposals and prequalification submissions, with the ultimate goal of securing successful project awards. The position requires strong coordination across departments, technical and commercial acumen, and the ability to thrive in a fast-paced environment.

Key Responsibilities

Project Prequalification

• Review client prequalification documentation requirements and deliverables

• Coordinate with internal departments to collate supporting documents

• Prepare and submit prequalification questionnaires and supporting materials

• Review responses with senior management before submission

• Ensure strict adherence to client deadlines

Project Tendering

• Compile and review customer enquiries, tenders, and RFQs for bid decision

• Conduct sanction and credit risk checks with Risk & Compliance teams

• Coordinate tender deliverables across departments for proposal preparation

• Review technical specifications, requirements, and drawings to prepare commercial proposals

• Manage clarifications with clients and follow up on responses

• Ensure tender submissions meet client requirements

Tender Costing & Pricing

• Prepare costing and pricing using established templates, supported by supplier and subcontractor inputs

• Collate material and labour costs for substantiation and project handover

• Draft tender qualifications and exceptions based on costing estimates

• Review proposals with senior management and incorporate feedback

Prior & Post Submission

• Organize tender reviews with senior management for approval

• Prepare final commercial and technical proposals for submission

• Follow up with clients on tender status and respond to clarifications

• Upon award, prepare handover presentations covering scope, technical, commercial, and contractual details

Post Project Award

• Maintain strong relationships with clients and associates through regular communication

• Advise Project Managers on potential variation orders

• Support project teams with commercial deliverables as required

Key Requirements

• Diploma or Degree in Engineering from a reputable institution

• 5–8 years of relevant industry experience, including at least 3 years in commercial roles

• Preferably with exposure to FPSO projects, module construction, or project management

• Strong ability to read, interpret, and prepare technical/commercial documents and engineering drawings

• Skilled in identifying process improvements for functional and cost-effective results

• Excellent analytical, problem-solving, and communication skills

Education:

• Bachelor’s Degree in Engineering

Build and maintain relationships with decision-makers at EPC firms (e.g., PEC Ltd., Rotary Engineering), main contractors (e.g., Kajima, Gammon, L&K Engineering), and plant owners (e.g., Pfizer, WuXi Biologics, ExxonMobil).

Tender Management

Lead end-to-end proposal development, including cost estimation, technical writing, and compliance with BCA / CoreTrade requirements.

Contract Negotiation

Negotiate commercial terms, contract types (lump sum, unit rate, turnkey), and ensure a smooth handover to project delivery teams.

Pipeline & Reporting

Maintain a live opportunity pipeline, track KPIs (win rate, contract value, new clients), and provide regular market intelligence to senior management.

What We Are Looking For

Essential Experience & Network

• 8–12 years of business development or technical sales experience in Singapore’s process construction, pharmaceutical, cleanroom, or data center sectors.

• Proven track record of winning projects in at least one high-value niche (e.g., cleanroom M&E, biopharma fit-out, data center infrastructure).

• Existing relationships with key decision-makers at EPC contractors, main contractors, or plant owners.

• Deep understanding of BCA registration, CoreTrade certifications, and standard contract forms (PSSCOC, SIA, REDAS).

Qualifications

• Degree in Engineering (Chemical, Mechanical, Electrical) or Business Administration.

• PMP or CoreTrade certification is a strong advantage.
