The Technical Manager is designated as the Design Manager of the LTA MRT project, in charge of design management of the project and managing the consultant and client’s expectation to deliver the project within budget.

The Singapore Disability Sports Council (SDSC) is seeking a motivated and capable individual to join our high performance programme as a Sports Assistant for Boccia and Pathway & Performance Executive / Assistant Manager.

ABOUT THE ROLE

This is a dual-function position: 50% of the role is dedicated to serving as a trained Sports Assistant (ramp operator and on-court assistant) for SDSC’s Boccia athletes, and 50% is dedicated to providing administrative and operational support to the Pathway and Performance team.

This is a pilot initiative. SDSC will review the structure, workload balance, and effectiveness of the dual-function model on an ongoing basis, with the possibility of expanding the model to other sports or adjusting the role scope based on programme needs and the individual’s development.

The Sports Assistant (Boccia) and Pathway & Performance Executive / Assistant Manager contributes to the Boccia high performance programme in two equally important ways. As a Sports Assistant, the individual is trained to serve as the on-court ramp operator and/or sports assistant for assigned SDSC Boccia athletes, developing the precision, communication, and technical understanding needed to perform effectively at domestic and international competitions. As a Pathway & Performance Executive / Assistant Manager, the individual provides administrative and operational support to the wider Pathway and Performance team, contributing to the smooth running of the programme from athlete records and competition logistics to programme documentation and event coordination.

KEY DUTIES & RESPONSIBILITIES

Part A —Sports Assistant Function (50%):

Training and Technical Development:

•       Undergo structured training under the direction of the Technical Director (Boccia) and Head/National Coaches to develop the technical skills required to serve as a Ramp Operator (BC3) and/or Sports Assistant (BC1) at the highest level of competition.

•       Attend all assigned Boccia national squad training sessions, learning to operate the throwing ramp precisely in accordance with each assigned athlete’s instructions and competition strategy.

•       Develop deep familiarity with the equipment specifications, ramp mechanics, and assistive device requirements of each assigned athlete, including ramp calibration, ball positioning, and physical positioning during play.

•       Study and maintain a thorough working knowledge of World Boccia Sports Assistant and Ramp Operator rules, including the prohibition on viewing the playing area during an End, the restrictions on physical contact with the athlete during play, and all conduct regulations applicable to sports assistants at World Boccia-sanctioned competitions.

•       Participate in coaching development sessions, workshops, and technical education activities facilitated by the Technical Director, building knowledge of Boccia tactics, athlete communication, and competition preparation.

Competition and Programme Support:

•       Serve as the designated Ramp Operator and/or Sports Assistant for assigned SDSC Boccia athletes at all domestic and international competitions and training camps as directed, including national championships, World Boccia-sanctioned events, ASEAN Para Games, Asian Para Games, and Paralympic Games.

•       Maintain the exclusive one-to-one athlete assignment required under World Boccia rules: serve as the same Ramp Operator for the assigned athlete throughout each competition, and be available as a consistent training partner throughout the quadrennial programme cycle.

•       Assist in the preparation, transport, inspection, and maintenance of Boccia equipment (ramps, ball sets,assistive devices) for training sessions and competitions, ensuring all equipment meets World Boccia standards and is competition-ready.

•       Liaise proactively with the assigned athlete(s) outside of formal training sessions to develop the communication, trust, and on-court understanding that underpins effective BC3 and BC1 competition performance.

•       Support the High Performance Manager and High Performance Executive in the logistical coordination of sports assistant accreditation, travel bookings, equipment transport, and competition registration.

World Boccia Compliance and Registration:

•       Maintain World Boccia registration and accreditation as a Sports Assistant / Ramp Operator, in compliance with World Boccia rules and the World Boccia Policy on the Nationality of Competitors.

•       Comply with all applicable WADA anti-doping regulations, whereabouts obligations, and conduct requirements applicable to Ramp Operators under World Boccia rules.

•       Attend any mandatory World Boccia or SDSC sports assistant orientation, education, or accreditation sessions as required.

Part B —Pathway and Performance Executive / Assistant Manager Function (50%):

Programme Administration:

•       Maintain accurate programme documentation, athlete records, classification profiles, equipment specifications, and sports assistant registration files for national programmes.

•       Coordinate and administer athlete agreements, spexCarding documentation, and athlete support requests for national para athletes, ensuring all processes are completed accurately and within required timelines.

•       Maintain up-to-date records of competition results, athlete performance data, and programme metrics, supporting the Pathway and Performance team in tracking programme progress.

•       Assist with the coordination of athlete classification appointments and related documentation for national para athletes, liaising with classifiers in partnership with the Pathway and Performance managers.

Competition and Travel Logistics:

•       Coordinate domestic and international competition logistics for national teams, including travel bookings, accommodation, competition entries, visa applications, and the specialist transport of equipment.

•       Assist in coordinating sports assistant travel, accreditation, and pre-competition briefing schedules for all national team competitions.

•       Ensure competition logistics are planned well in advance, with contingency arrangements in place for equipment, travel, or sports assistant availability changes.

Pathway and Performance Team Support:

•       Provide administrative support to the broader Pathway and Performance team as directed, including document preparation, scheduling, correspondence, and data management.

•       Assist with the coordination ofcommunity outreach and talent identification activities, supporting SDSC’s Talent Identification function in engaging individuals with potential from the disability community.

•       Liaise with the Events and Outreach team and Corporate Communications team to support programme activities and community awareness initiatives.

•       Assist with budget monitoring and financial administration for the national programmes, including processing invoices and expense claims.

Anti-Doping and Compliance:

•       Support the administration of anti-doping processes for national para athletes, including assisting with athlete whereabouts submissions and compliance communication to athletes, sports assistants, and caregivers.

•       Maintain personal compliance with WADA anti-doping regulations, including any applicable whereabouts or testing pool obligations.

•       Special projects and additional duties will be assigned from time to time in line with organisational priorities.

•       The above duties are subject to change by mutual agreement between the individual and SDSC, including adjustment of the Part A / Part B workload balance following the pilot review.

Other Requirements:

•       Physically capable and comfortable in a hands-on sports support role; able to operate ramp equipment with precision and consistency under competition pressure.

•       Patient, attentive, and highly responsive to athlete direction; understands that the Ramp Operator acts entirely on the athlete’s instruction and never independently.

•       Organised, accurate, and attentiveto detail in administrative work; able to manage multiple tasks and meet deadlines in a fast-paced environment.

•       Empathetic and sensitive inengaging with Boccia athletes who have complex physical support needs, and with their caregivers and family members.

•       Culturally sensitive and able to build effective, trust-based relationships within Singapore’s para sport community.

•       Willing to travel internationally for competitions and training camps as required.

•       Training and competition hours are determined by the athlete and coaching team’s programme calendar and are not fixed to standard office hours. Rest days may fall on weekdays rather than Saturdays and Sundays, depending on training session and competition schedules, and will be agreed with the coach and athlete in advance.

•       Annual leave must be planned and taken in accordance with the Boccia programme’s competition and training calendar. Leave will not be approved during competition periods, pre-competition training camps, or other periods when the individual’s presence as Sports Assistant is required. Leave planning will be coordinated with the High Performance Manager and the assigned athlete at the start of each calendar year.

CANDIDATE REQUIREMENTS

Qualifications & Experience

•       Singapore Citizen or Singapore Permanent Resident — mandatory eligibility requirement for World Boccia international competition accreditation as a Ramp Operator or Sports Assistant.

•       Diploma or Degree in Sports Management, Business Administration, Health Sciences, or a related field preferred; relevant professional experience will be considered.

•       At least 1–2 years of experience in sports administration, disability sport, or a related role, or a strong interest in building a career in para sport programme management.

•       Physical fitness and dexterity required to operate Boccia throwing ramps and assistive devices with precision across extended competition sessions.

•       Proficiency in Microsoft Office applications (Word, Excel, Outlook).

•       Experience with or genuine interest in disability sport, Boccia, or working with persons with physical disabilities is highly valued.

•       No prior Boccia or sports assistant experience is required — SDSC will provide full structured training under the Technical Director and Head Coaches. Willingness to train and develop to competition level is essential.

Local IT Project Management & Execution

• Project Lifecycle Management: Lead the end-to-end delivery (initiation, scoping, procurement, implementation, and closeout) of local property-level technology upgrades, such as Opera Cloud POS, Document Management Systems (DMS) or PMS Integration refreshes.
• Change Control & User Acceptance Testing (UAT): Coordinate with local department heads to design UAT workflows and schedule maintenance windows, ensuring zero disruption to guest services and operational downtime during system cutovers.

Daily Operations & Systems Support

• Core Systems Escalation (L2): Act as the ultimate on-site escalation layer for critical hospitality hardware and software, including the Property Management System (PMS), POS platforms, and secure payment processing gateways.

• Forcepoint DLP Administration & Oversight: Engineer, deploy, and manage the Forcepoint Data Loss Prevention (DLP) enterprise architecture across all regional property and corporate endpoints. Design and enforce centralized DLP rules, discovery policies, and data classification tags to monitor and prevent unauthorized exfiltration of sensitive guest and corporate data via email, web channels, USB, or cloud storage.
• Global PCI-DSS & PDPA Alignment: Point of contact for external security auditors. and reporting to demonstrate continuous, audit-ready compliance with global PCI-DSS standards and localized data privacy laws (such as Singapore's PDPA).
• Incident Response Playbooks: Standardize and update corporate Incident Response plans and business continuity guidelines. Logs from SIEM can be used to discover threats and incident consoles to triage, investigate, and mitigate potential internal data leaks or brand-level digital crises.
• Vendor Risk Management: Conduct rigorous security architecture reviews and data privacy assessments on all third-party APIs, hospitality booking engines, and enterprise software platforms before approving group-wide deployment.

Technical AI Safeguards & Governance

• Understand and lead Risk Governance & SaaS Management,
• Track data tier classifications, vendor SOC 2 compliance, and geographic data hosting locations.
• Establish and manage a centralized ERM (Enterprise Risk Management) SaaS registry and automated vetting workflow to catalog, risk-score, and govern all group-wide AI models, autonomous agents, and SaaS vendors before regional deployment.
• Established the policies used to build, monitor, and regulate AI models. Its goal is to ensure AI technologies remain safe, transparent, unbiased, and compliant with laws

Local Policy Localization & Operationalization

• Localized Policy Standards: Translate corporate IT blueprints into operational reality by authoring localized standard operating procedures (SOPs)

Corporate IT Policy Architecture & Global Governance

• Provide support to the Global Director, Information and Technology for policy review and audit compliance: the annual review and revision cycle of all corporate IT security policies, modifying standards based on shifting threat landscapes, emerging technologies (like Agentic AI), and global hospitality audit requirements (PCI-DSS)
