You will focus on functionally, leading the Singapore Refinery Operational Safety Team in the area of operational safety, workplace safety, Crisis & Security to ensure full compliance with Corporate Safety, local and regulatory safety requirements. In this job you will collaborate and work closely with the safety team, stakeholders from other functions and departments including the Corporate Safety Team in Finland.

Safety Engineer (Functional Safety Lead Role)

• Drive and lead operational safety, workplace safety, fire safety, crisis & emergency response,  security disciplines

• Functionally lead (without direct reportees) the operational safety team consisting of safety professionals to ensure refinery legal right to operate safely is delivered, priorities are aligned back to the safety manager

• Coach and support operational safety team as needed

Operational Safety

• Support and participate in refinery operational risk assessments, safety critical job and deviations reviews

• Support and deliver corporate and refinery implementation of creating safety together to strengthen refinery safety cultural shift

Incident Management

• Participate as safety subject matter expert in incident investigation team, facilitate Safety department owned investigations or as directed

• Structure the emergency response plan, training contents of company emergency response team to mitigate incidents, emergencies and compliance to National CERT Audits and Standard 

• Train refinery crisis leader and crisis management team in handling crisis situations

Roles & Responsibilities

• ⁠Installing, configuring, testing, and supporting highly available LAN, WLAN, WAN and data center networks.

Job Description

Project & Technical Leadership

• Manage E&I engineering deliverables, ensuring alignment with project specifications, class rules, and international standards (IEC, IEEE, API, DNV, ABS, etc.).
• Define scopes of work for engineering subcontractors and monitor deliverable schedules to meet overall project timelines.
• Review and approve engineering documents including design philosophies, load lists, single-line diagrams, cable schedules, instrument indexes, control system architecture, and room/deck layouts.
• Oversee development of instrumentation deliverables such as loop diagrams, data sheets, wiring schematics, and hazardous area layouts.

Design & Integration

• Ensure optimal equipment layout and integration with consideration for constructability, operations, maintenance, safety, and material handling.
• Review and validate technical specifications, material requisitions, bid evaluations, and vendor documentation for major E&I equipment and bulk materials.
• Coordinate with process, mechanical, structural, piping, telecom, automation, and safety teams to resolve interface issues.

Quality, Safety & Compliance

• Participate in HAZID, HAZOP, SIL, and other safety reviews to ensure functional safety and risk mitigation in E&I designs.
• Address comments from clients, classification societies, and third parties in a timely manner.

Construction & Commissioning Support

• Provide technical support during fabrication, installation, and commissioning phases, including site visits and inspections.
• Review and update as-built documentation, ensuring accurate record-keeping of final installed systems.

Mentorship & Team Development

Job Requirements

• Minimum 5 years of experience in E&I engineering, with at least 3 years in offshore oil & gas, FPU/FPSO, or substation projects.
• Strong knowledge of offshore electrical systems, field instrumentation, telecom & navigation systems, and control system integration.
