Job scope:

• Support end-to-end recruitment processes (interview scheduling, offers, onboarding, offboarding, etc.)

• Provide administrative support documentation, billing, allowances

• Coordinate engagement activities, including logistics and planning

• Ensure timely and accurate processing of records and documentation

• Other ad hoc duties as assigned

Our Client built a strong track record in construction, interior fit-out, and building upgrading projects, providing employees with long-term career stability is looking for qualified candidates to join as HR Operations Assistant Manager (Construction).

Responsibilities: 

• Develops and implements HR policies and procedures in line with the Company objectives.

• Manages full spectrum of HR functions which include recruitment & selection, employee relation performance management, training and development and compensation and benefits.

• Manages employee relations, employee engagement activities, conflicts, and disciplinary matters.

• Designs and structure programs, policies, and procedures to ensure existing HR practices comply with the Employment legislation.

• Oversees the HR team and implement HR initiatives including human capital, people management, talent management, succession planning, performance management, compensation and staff benefits.

• Prepares HR budget in support of company’s annual budget and ensures HR department spending within budget.

• Administers staff payroll process & completes external submission such as GIRO, CPF & IRAS (IR8E) etc.

• Ensures that company operations are in full compliance with regulations in relation to HR such as Employment Act, CPF and IRAS regulations.

• Initiates HR programs and measures to improve operational productivity.

• Oversees performance management process to make sure that performance of employees is properly measured in line with Company’s objectives.

• Oversees training mechanism to make sure that the training needs of employees are effectively identified, planned and executed.

• Oversees office administration such as establishing standard operation procedures to ensure proper documentation and control.

• Assists in HR projects and initiatives.

• Handles internal and external HR audits.

• Assists in Workplace Safety & Health related activities.

• Manages and supervises the Office Admin functions such as office supplies, equipment, facilities repairs and maintenance.

• Handle all Group insurance renewal policies.

• Responsible for completion and submission of Government / MOM claims and related surveys.

• Provides HR & Admin support across the Group.

Requirements:

• Degree in Business/ Admin/ HR

• At least 5 years of HR generalist leading a team

• Experience in Construction industry

• Knowledge of labor law and practices for Construction/ Property industry.

• Good knowledge of Singapore labor Laws, Employment Act, statutory programs and MOM work permit procedure

• Proficient in HRiQ data dynamic HR software

Job Responsibilities

Human Resource Functions

• Manage employee lifecycle processes, including onboarding, offboarding, confirmation, and employee documentation

• Maintain and update employee records, HR files, and documentation in an accurate and timely manner

• Support recruitment activities, including job postings, interview coordination, and candidate communication

• Prepare HR-related documents such as employment contracts, letters, and forms

• Coordinate staff attendance, leave administration, payroll submissions, and employee claims

• Ensure HR processes and documentation are aligned with company policies and employment regulations

Administrative Functions

• Provide administrative support for daily preschool and office operations

• Maintain records, reports, and documentation for operational and compliance purposes

• Liaise with internal departments, vendors, and external stakeholders when required

• Coordinate procurement and inventory of office and preschool supplies

• Support scheduling, meeting arrangements, and administrative coordination

• Perform other HR and administrative duties as assigned

Requirements

• Diploma or Degree in Human Resource, Business Administration, or related discipline

• Minimum 2–3 years of relevant HR and administrative experience

• Prior working experience in a preschool environment is required

• Familiar with payroll coordination, leave administration, employee records, and HR documentation

• Proficient in Microsoft Office applications (Word, Excel, Outlook)
