About the Programme

The Community First Aid (CFA) programme mobilises trained volunteer first aiders to serve as first responders at public parks and national/community events, delivering essential first aid and on-site support. Beyond peacetime deployments, CFA also plays a critical role in national Civil Emergency Response. Our volunteer first aiders form the backbone of CFA, strengthening community safety, preparedness and resilience across the population.

CFA consists of three key components:

First Aiders on Wheels (FAOW)

This proactive initiative under CFA involves trained volunteers patrolling popular recreational areas such as East Coast Park, Pulau Ubin, Jurong Lake Gardens and Punggol Coney Island on weekends and public holidays. They provide immediate first aid to park-goers, manage injuries, offer reassurance and activate emergency services when necessary.

Events Coverage

Deployment of volunteer first aid teams to a wide range of national and community events, including the National Day Parade, Chingay Parade, Istana Open House, community sports events and family day carnivals. By delivering prompt medical care, CFA enhances the safety and enjoyment of all participants and attendees.

Civil Emergency Response

CFA strengthens emergency preparedness through structured training and readiness exercises, including Emergency Response Team (ERT) training. CFA prepares volunteers and staff to respond effectively during emergencies to provide first aid support. This contributes to National Civil Emergency Response efforts.

Job Purpose

To lead and manage the FAOW initiative, ensuring effective planning, deployment and volunteer readiness while supporting the overall delivery of the CFA programme.

Roles & Responsibilities:

Engage with sales team in reviewing and preparing proposal and costing.

Coordinate project work at client's work site

Manage project timeline efficiently

Implement project planning, design, material requisition, cost control and documentation

Coordinate with service team in executing project, testing commissioning and training.

Liaise closely with clients, consultants and suppliers on all project related matter

Knowledge of programming and IOT.

Requirements:

Minimum ITE/Diploma in related field

Familiar with Modbus RS485 and IOT programming.

Independent, responsible and willingness to learn personality.

Attend site meeting

- Liaise with site engineering to ensure a smoothly workflow

- Schedule, monitor and supervise the progress of M&E work on site

- Assist in planning, controlling and coordinating of mechanical and electrical works

- Oversees the entire installation works

- Carries out inspection on electrical components, such as electrical and mechanical equipment

- Install, maintain, and / or repair electrical wiring works

- Installs electrical apparatus, equipment and fixtures

- Troubleshoot electrical issues, run tests to determine its cause and fix/replace electrical components depend on the results

- Carries out plans for electrician wiring for well-functioning electrical systems

Requirements:

- 5 years of relevant working experience

- Strong critical thinking skills

- Excellent troubleshooting skills

- Profound experience in industrial and/or construction electrical system

- Several years of professional or proven work experience as an electrician

• To handle M&E projects independently in terms of budget, planning, schedule, and deliverables
• To organize meeting and coordinate among clients, project team, sub-contractors to ensure project implementation smoothly.
• To prepare method statements, risk assessment, progress report and technical submissions
• To work at site and arrange manpower, materials for project implementation
• To send RFQs and negotiate with suppliers in terms of price, delivery and etc.
• To manage engineering and project document systematically.
• To follow up with project progress and certify it for payment claim.
• To involve in tender preparation and work out technical proposal if needed.
• To lead the team to carry out the works with safety
• Other ad-hoc assignments.

Requirements:

• Recognized Diploma/Degree in Mechanical, Electrical, Civil, Chemical, Environmental Engineering
• Minimum 3 years working experience in construction field
• Able to work with all levels of workforce
• Excellent interpersonal and communication skill

Job Requirements:

• Minimum 8 years of WSH experience
• Experience in supervision of works for projects of similar scale and complexity (major building construction)
• Must have completed at least one (1) project as the lead safety manager
• Minimum 3 years of experience in managing a team of site safety personnel
• Relevant experience in cut-and-cover tunnels, deep excavation, foundation, ground improvement preferred
• Preferably at least 5 years with a developer or main contractor
