Job Description – Electrical Qualification: Diploma / Degree in Electrical Experience: Min 3 to 5 years of experience in Electrical filed, Should have minimum 3 years of related semiconductor electrical work experience. For engineers, they need to have bachelor’s degree in electrical engineering. All personnel need to be interviewed by customer before deployment. Industry: Process industry, Semiconductor preferred. Work Location – Singapore (Woodlands) General Scope of work: Contractor shall provide a full-service approach to Operations and Maintenance (O&M) for Electrical system at customer sites. Contractor shall assume responsibilities for O&M (inclusive of start-up operations support) of Electrical system (from MV to LV), DUPS system, Emergency Generator system as well as earthing system. Contractor must acknowledge that availability and reliability on production related services are of utmost criticality. All reasonable efforts must be made by contractor to maintain and ensure continuity of services. Contractor shall supervise preventive maintenance (PM) with Electrical system maintenance OEM in accordance to best known methods (BKM) established by MSAO. This includes frequency, activity type, materials, labor hours, methods & schedule. Contractor is expected to complete all due PM in accordance to plan without any deviation. Contractor shall establish best practices, provide recommendations to improve effectiveness, establish, review maintenance backlog for appropriate equipment & implement improvement targets and report on progress. Contractor must ensure that their team to comply 100% to 12 Facilities Disciplines (Appendix A), always. Contractors are required to possess and use SOP/checklist/PTP ( Permit ) /RA when working onsite. Contractors are also responsible to escalate to MSAO for any deviation to Facilities Disciplines. Any incompliance to Facilities Disciplines may result in disciplinary actions
1.2 Safety, Environment and Health
1.2.1 Strictly follow Singapore Government’s regulations and customer’s policies, procedure, and requirements, to ensure safety, environment and health assurance in the services provided. In the event of a difference in standard, the more stringent rule shall apply. 1.2.2 Safety is of the highest priority. Contractor is responsible to maintain safe working environment at all areas and work performed. Also managing effectively and with full ownership on any emergency response actions at own operating area. 1.2.3 “Buddy” system used whenever involved in activities such as insulation test, energization, de-energization or any high-risk work. 1.2.4 1.2.5 1.2.6 Participate in MSAO emergency response program such as safety drills. Contractors will be required to maintain their own source of safety equipment. Refer to Appendix B for MSAO contractor EHS Requirement Standard.
1.3 System Emergency Response
1.3.1 Be prepared and respond in a timely manner to all facilities systems outage/failures and/or production line interruptions. 1.3.2 1.3.3 Provide support for assessment and restoration of services. Initial response shall include: - Assess cause and extent of failure. - Securing of unaffected electrical system. - Restoration of services. Communicate all information regarding the emergency incidents and near miss situations to Facilities team. 1.3.4 Initial contact regarding emergency incidents and near miss situations may be verbal with written report to follow. Report shall be prepared using approved format. 1.3.5 Maintain and make available to MSAO key individual contact lists for handling emergency situations. List shall also include primary and backup contacts assigned by sites. 1.4 Disaster/System Failure Recovery Plan 1.4.1 Work with MSAO and assist in the implementation of the Facilities Services Disaster Recovery Plan.
PART 2 – SCOPE OF WORK
2.1 Installation, Start-up & Ongoing Site Services 2.1.1 Contractor will participate in project design reviews with MSAO for the purpose of reviewing matters such as construction drawings, specifications and other documents as required to conform to Site Standards and Specifications, Safety and Reliability of the Electrical systems. 2.1.2 Contractor may suggest fault detection system during project design review. It includes utilizing sensors to capture decremental functionality leading to potential failure or applying machine learning algorithm. 2.1.3 Contractor may suggest operational approaches that reduce costs while meeting objective of safety, reliability, and work quality. 2.1.4 Contractor will actively participate in the resolution of safety issues related to electrical system design, material selection or other concerns. 2.1.5 Contractor will participate by providing technical information regarding system components or function, by participating in meetings to discuss and document the concerns and potential solutions, and by helping to develop solutions which address the concerns while providing value. 2.1.6 Contractor will be required to be involved in installation and verification of certificates and documents of all Electrical systems for compliance with MSAO specifications. 2.1.7 Contractor will be required to perform SCADA testing for new electrical equipment with Smart Facilities team. 2.1.8 2.1.9 Review and monitor the installation of all equipment to maintain work quality. The work in this section consists of support that will be needed to assist MSAO in the start up and ongoing operation of the Electrical systems supporting mechanical, electrical, process, control and instrumentation systems involved including but not limited to the following: - Distribution system like busway, power panels and FOP. - MV/LV switchboard outgoing feeder. 2.1.10 During start-up of new electrical systems, contractor’s responsibilities include but are not limited to: - Implement criteria for system/equipment acceptance. - Execute short and long-term maintenance plan together with MSAO. - Coordinate activities with the appropriate MSAO personnel. - Requirements to attend system training conducted by OEM (training should not only be limited to technical staff. Operation technicians are also required to attend and be certified to operate systems). - Requirements for contractor to be on site to familiarize with location of electrical panels, VFD and storage locations, etc. - Requirements to monitor systems to meet required critical & non-critical KPI alarm. - Requirements to track and update Electrical schematic diagrams and single line diagrams (SLD). - Requirements to ensure that all cabling, panels, and electrical components are properly labelled and identified. - Requirements to ensure practice of Lock out Tag out. 2.2 Quality Assurance/Final Sign-off 2.2.1 Contractor will, in cooperation with equipment OEM working on the site, operate the electrical systems during installation and testing. 2.2.2 Verify testing data for completeness and conformance to MSAO Site Standards and Specifications for newly constructed electrical system. 2.2.3 Periodically review the Site Standards and Specifications and provide input as relates to industry standards. 2.3 Sustaining Operation and Maintenance 2.3.1 Uphold high quality standard for O&M activities performed by equipment OEM & maintenance contractor. 2.3.2 Contractor will supervise and inspect on a scheduled basis with equipment OEM. A completed maintenance schedule by equipment system will be provided by MSAO. 2.3.3 Responsible to implement the total productive maintenance (TPM) and inspection program via approved maintenance tracking system. 2.3.4 2.3.5 Maintain database for Electrical systems. Responsible for managing the preventive maintenance for all auxiliary equipment/instrument (e.g. room sensor) that requires other stakeholder to perform, and coordinate with them.
2.4 Quality Management
2.4.1 Implement and update procedures and protocols for O&M as per MSAO guidelines, including to maintain the accuracy of updated and approved SOP signed off by customer and Risk Assessment (RA). 2.4.2 Participate in any audits pertaining to quality, insurance, safety, environment etc conducted by MSAO or any external auditors. 2.4.3 Consistency in services provided across all workers with regards to the response time, housekeeping, compliance with policies, procedures, and regulations etc. 2.4.4 Implement innovative O&M practices that would help in reducing manpower and increase productivity. 2.4.5 All documents must be filed up systematically both in electronic soft copy and hard copy that should be auditable by MSAO or any external auditors. 2.4.6 2.4.7 2.4.8 All documents must be stored per MSAO’s record retention procedures. Understand and comply to MSAO Management of Change (MOC) procedure. Contractor should maintain procedure continuous improvement program, to continuously improve and enhance on SOP from lesson learnt. This program should have a tracking list of items are identified for improvement. 2.4.9 Contractor should also have program in place to prevent the occurrence of human error. The program should minimally include re-training, quality awareness campaign & quality audits. 2.4.10 Pertaining to work quality and inventory management, to include. - Daily maintenance work and operation issue. Escalate and segregate in accordance with MSAO procedures. - Quality checks/verification with MSAO checklists. - Monitor Electrical SPC and KPI alarm. Escalate and investigate in accordance with MSAO procedures. - Inventory management including tracking and ordering after usage.
2.5 General Operation Task
2.5.1 Contractor shall provide and manage the appropriate resources for day-to-day operations of Electrical systems. Day-to-day operations include daily issue follow up, maintenance work, system monitoring and data collection. 2.5.2 2.5.3 2.5.4 2.5.5 Contractor shall monitor and control operation of all electrical system. Recall back to site upon request/emergency. Routine check of Electrical system and equipment area. Management of access, supervision of work, safety and housekeeping responsibilities for operating areas. 2.5.6 2.5.7 2.5.8 2.5.9 Failure analysis and troubleshooting. Review, acknowledge and classify Electrical Early Detection Systems for any drift. Manpower arrangements for different works as well as other projects. Perform on-site monthly safety and housekeeping audit. 2.5.10 Maintain process documentation for all works performed and Electrical systems under this Agreement. Process documentation shall include a reasonably detailed description of how work is delivered and verification of work quality. 2.5.11 Coordinate and liaise with Facilities Operation Team on preventive maintenance and rectification work. 2.5.12 Response time: - Electrical interruption, environmental or safety incidents will be reported to MSAO immediately. - Critical alarm response time within 10 minutes during normal office hours. - 2 hour response time outside office hour for recall of workers back to site. - Noncritical alarm response time within 30 minutes during normal office hours. - System repair times by contractor will make every conceivable effort to return failed systems and process equipment to normal operation in the fastest time possible.
2.6 Meetings and Reports
2.6.1 reports. 2.6.2 Contractor to provide all abnormal matters investigation, preventive and improvement Contractor to submit weekly reports. The report shall include but not limited to the following: - Incident Review Report - FMS Maintenance Review Report - Spares and consumable tracking report - Safety inspection and audit report - SPC and KPI alarm report 2.6.3 Contractor to attend Daily morning meeting with Electrical team.
2.7 Performance Review
2.7.1 The review will be based on contractor’s performance divided into various aspects as the following components: - Operation performance: daily issue follow up, system logging, response time etc. - Maintenance performance: electrical system uptime performance, work quality, FMS closure etc. - Quality performance: procedure compliance, compliance audit outcome etc. - Safety performance: zero safety incident, safety violation, housekeeping etc. 2.7.2 The formulations for each of the above category must be able to clearly demonstrate the contractor’s performance each month. The performance review should also include past month’s data for comparison. Any changes to the performance indicators can be discussed and made official after agreement from both the contractor & MSAO.
2.8 Manpower
2.8.1 Maintain operational and technical proficiency at level contractually specified, with minimum turnover rate. 2.8.2 Provide Qualified staffing to support normal hours of operations for Electrical system operation and support services including supervision, coordination, and emergency response support. Contractor is required to conduct effective troubleshooting on systems in an event of emergency and follow a proper chain of escalation procedure. 2.8.3 Qualified personnel will have to be approved by MSAO 2 weeks before their first day of work. MSAO reserved the right to remove any contractor’s staff due to violation of any safety rule, incompetence, poor conduct and violation of any authority rules or for any other reasons. 2.8.4 Team should have minimum 3 years of related electrical work experience. For engineers, they need to have bachelor’s degree in electrical engineering. All personnel need to be interviewed by MSAO before deployment. 2.8.5 Staff of contractor’s responsibilities include but are not limited to: - Responsible to update MSAO on daily service and operational activities. - Required to coordinate and supervise all daily operational activities. - Required to formulate incident reports on operational and services issues not more than 12 hours from actual incident. - Required to response to emergency and operational situations. - Responsible to provide 100% accurate capacity tracking data. - Responsible for all housekeeping issues in Electrical rooms. - Coordination with Facilities Operations for any scheduled preventive maintenance. - Suggest any process or system improvement that will benefit MSAO.
