Key Responsibilities

Strategic Execution & Advisory

• Drive Core Initiatives: Support and track the progress of key Institute frameworks and concept papers, particularly those focusing on sovereign infrastructure architectures, compliant stablecoins, and RWA tokenization.
• Research & Executive Briefing: Conduct deep-dive research into Industry 4.0, Agentic AI, and global regulatory shifts, synthesizing complex findings into concise, actionable briefing materials for the Executive Chairman.
• Strategic Alignment: Act as an active sounding board and analytical partner, helping ensure that Institute projects align with the Finternet manifesto and compliance-first design principles.

Digital Product & ProjectManagement

• Project Coordination: Manage and support the end-to-end development cycles for proprietary digital utilities, platforms, and technical solutions designed by RFI.
• Cross-Functional Execution: Serve as the connective tissue between technical development teams, compliance experts, and external partners, ensuring clear documentation and smooth communication.
• Lifecycle Tracking: Monitor milestones, manage resource allocation, and proactively clear operational bottlenecks from the initial scoping phases through to beta testing and market launch.

Communications & EcosystemManagement

• Digital Presence & Content: Take ownership of the RFI website and social media channels. Maintain, update, and generate content that amplifies our strategic narrative, announces key initiatives, and engages our global audience of industry stakeholders.
• Ecosystem Engagement: Help manage communications and relationships with a high-level network of Executive Fellows, academic partners, international advisors, and joint venture collaborators.
• Bridge Law Enforcement & Crypto: Support the logistical and strategic coordination of dialogues, roundtables, and policy working groups connecting digital asset platforms with regulators.
• Executive Drafting: Prepare primary drafts for talking points, diplomatic correspondence, and strategic narratives for the Executive Chairman's engagements at international summits.

Operations & Administration

• Core Administration & Payroll: Manage the day-to-day administrative backbone of the Institute, including processing payroll, tracking expenses, and ensuring fundamental business operations run smoothly.
• Workflow Optimization: Streamline internal workflows by liaising with corporate service providers, PR teams, and accounting partners to ensure seamless operational compliance and efficiency.
• Event & Program Support: Assist in the operational planning and execution of global initiatives, including the Institute's flagship digital assets summits and executive training programs.
• Executive Leverage: Proactively manage the Executive Chairman’s schedule and commitments, anticipating needs and ensuring leadership focus remains on high-leverage activities.

Qualifications

• Experience: 0–3 years of professional experience. Backgrounds in management consulting, corporate strategy, technical project management, or high-growth startups are highly advantageous. Exceptional fresh graduates with strong internship pedigrees will be strongly considered.
• Education: Strong academic track record with a degree in Business, Economics, Computer Science, Engineering, Law, or a related discipline from a top-tier institution.

ABOUT THE ROLE

We are looking for an experienced and accomplished Technical Director to join the Singapore Disability Sports Council (SDSC) — at a pivotal moment for Singapore para sport. With ambitious Los Angeles 2028 and Brisbane 2032 Paralympic Games targets on the horizon, this role offers a rare opportunity to shape the Boccia elite programme from the ground up and deliver results on both a home stage and the world stage.

The Technical Director serves as the senior technical authority and Lead Coach Developer for Boccia. You will lead the design and oversight of a world-class high performance programme, drive the integration of evidence-based coaching and sport science, and build Singapore’s Boccia coaching capability from development level through to elite. You will also contribute to athlete pathway and talent pipeline activities, working closely with the High Performance Manager across the full performance continuum.

Boccia presents unique programme leadership demands: four BC classification categories, sports assistant management, specialist equipment, and athletes with high physical care needs. The Technical Director must have deep sensitivity and professionalism in engaging with athletes, their sports assistants, and caregivers, and a working understanding of occupational therapy as it applies to Boccia performance.

KEY DUTIES & RESPONSIBILITIES

Technical Programme Leadership

• Lead and implement a world-class individualised high performance programme, grounded in innovative, evidence-based coaching, sport science, and sport medicine practices.
• Develop and maintain quadrennial and annual Performance and Pathway Plans, including detailed plans for identified athletes and clear benchmarks aligned to major Games cycles.
• Establish and maintain Daily Training Environment (DTE) standards that support elite athlete development, progression, and performance.
• Drive the integration of sport science, sport medicine, occupational therapy, and physiotherapy into training design and competition preparation.
• Set, monitor, and review KPIs for the national squad and programme, benchmarking progress against multi-year targets and international competitors.
• Develop and implement selection criteria and measurable performance standards, including squad entry, retention, and Games selection benchmarks.

Athlete Development & Support

• Provide technical oversight of individual athlete programmes, ensuring training plans are evidence-based, athlete-centred, and aligned with each athlete’s classification, event, and impairment profile.
• Oversee athlete well-being, actively contributing to a positive, inclusive, and safe sporting environment and culture.
• Support athlete classification processes: advise the High Performance Manager on classification status and liaise with international classifiers to ensure athletes are competition-ready.
• Play an active role in talent identification and transfer for Boccia: apply classification knowledge and sport-specific technical expertise to assess individuals with para sport potential, advise on sport class suitability and impairment-to-sport matching, and work with the High Performance Manager and SDSC’s Talent Identification function to build and sustain a strong athlete pipeline.
• Lead the implementation of the Long-Term Para Athlete Development (LTPAD) model, establishing development benchmarks, defining athlete transition criteria, and ensuring the talent pipeline is well-structured and regularly reviewed.

Coach Development (Lead Coach Developer)

• Design and implement a structured coaching development framework for Boccia, from community level through to elite.
• Provide mentorship, technical guidance, and performance feedback to Head Coaches and programme coaches, elevating coaching standards and building sustainable coaching capability within Singapore.
• Organise and lead workshops, on-deck/trackside/court-side training sessions, seminars, and certification opportunities covering Boccia-specific techniques, classification, sport science application, and evidence-based programme design.
• Lead the sharing of knowledge, experience, and expertise across all coaches and practitioners within the national programme.
• Develop a transparent coaching pathway that supports talent identification, coach retention, and long-term programme sustainability.

Competition and Major Games

• Provide technical leadership and coaching presence at major international competitions and training camps, including ASEAN Para Games, Asian Para Games, Paralympic Games, and relevant World Championships, World Boccia Cups, and World Boccia Challengers.
• Contribute to competition strategy, event selection, and team delegation composition for major championships.
• Advise on sport-specific equipment preparation and requirements for competition (including ramp setup, ball selection, and assistive device calibration).

Stakeholder Engagement

• Build and maintain strong collaborative relationships with World Boccia and other relevant bodies, staying current on technical developments, rule changes, classification updates, and best practice.
• Represent SDSC at technical forums, international federation meetings, and coaching conferences.
• Work with the High Performance Manager and Pathway and Performance Director to contribute to programme reports, strategic plans, and budget proposals.

CANDIDATE REQUIREMENTS

Qualifications & Experience

• An internationally recognised Boccia coaching qualification or demonstrated and successful track record of coaching Boccia athletes across multiple BC classifications to medal success at Paralympic Games and/or World Boccia Championship events.
• Additional qualifications or expertise in sport science, occupational therapy, or performance analysis are highly valued.
• Minimum 8 years of high performance coaching or technical leadership experience in Boccia or a closely related para sport, including significant international competition experience.
• Deep working knowledge of Boccia classification categories (BC1–BC4), sports assistant regulations, equipment standards (ramps, balls, assistive devices), competition formats (Singles, Pairs, Team), and international competition calendars.
