About the Role

Position Overview

The Chief Technology Officer (CTO) is a key executive role, reporting directly to the CEO. The CTO oversees Codex's entire technology landscape across software engineering, platforms, infrastructure, data, and AI innovation, supporting both internal capabilities and the delivery of secure, scalable, mission-critical solutions to our clients. The CTO oversees all technical aspects of the company, collaborates with other executives, and ensures the company stays at the forefront of modern engineering and applied AI.

Key Responsibilities

1. Technology Strategy and Leadership

• Define and execute the company's technology vision, across software, data, infrastructure, and AI.
• Identify emerging technologies and trends, including AI, cloud platforms, and cybersecurity; and evaluate their relevance to Codex and Home Team agencies.
• Collaborate with the CPO, COO, and stakeholders to align product, data, and AI strategies with organisational and mission objectives.
• Develop and monitor yearly plans and budgets for the Technology Office, including platform engineering, R&D, and AI initiatives.

2. Software Development and Delivery

• Lead modern software development practices and champion strong engineering culture (cloud-native development, DevSecOps, secure enclaves, automation).
• Oversee system and solution architecture, ensuring high standards for performance, security, resilience, and maintainability.
• Establish robust quality assurance and testing frameworks.
• Ensure compliance with industry standards, data security regulations and AI governance requirements.
• Drive delivery of AI-enabled solutions; including Generative AI (LLMs, multimodal RAG, agents), analytics platforms, and intelligent systems while ensuring operational fit and compliance with government standards.

3. Innovation and R&D

• Lead R&D across software, cloud, data, and AI technologies (e.g. multimodal, Agentic AI) to develop high-impact capabilities for Home Team departments.
• Foster a culture of innovation.
• Build partnerships with technology providers and academic institutions.

4. Technical & AI Team Leadership

• Build, lead, and mentor a high-performing technical team across software engineering, platform engineering, AI/ML engineering, and data engineering.
• Develop a strong technical talent pipeline.
• Establish and grow internal AI product and delivery teams capable of supporting client deployments, integrations, and operations.
• Promote a collaborative, inclusive and growth-oriented engineering culture.

5. Collaboration and Stakeholder Engagement

• Work closely with the COO to plan, design, and deliver AI and automation initiatives that streamline corporate processes and improve operational performance.
• Partner with the CPO to translate and operational requirements into scalable architectures and technical deliverables.
• Engage with end users, partners, and stakeholders to identify technology and AI opportunities and provide technical guidance.

6. Risk Management and Security

• Identify and mitigate technical and AI-related risks.
• Implement best practices for cybersecurity, secure development, and responsible AI principles.
• Establish protocols for disaster recovery, incident management and continuous monitoring of both software systems and AI models.

In this role, you’ll be the guardian of production stability, bridging engineering, support, and business to ensure our tech stack is reliable, scalable, and ready to grow with us.

You’ll wear multiple hats—part SRE, part incident commander, part operations strategist—helping us build with operational excellence and run with confidence while embedding AI across different domains.
 

Production Support & Monitoring

• Monitor and support production applications to ensure optimal performance and availability.
• Lead incident response efforts, including communication and coordination across teams.
• Conduct problem management and root cause analysis to prevent recurring issues.

• Monitor vendor performance and ensure compliance with service level agreements (SLAs).

Site Reliability Engineering (SRE)

• Conduct regular service operational reviews and audits to ensure adherence to standards.

Data Operations

• Monitor data pipelines to ensure data integrity and timely delivery.
• Manage data-related incidents and maintain lineage tracking for transparency and traceability.

Technology Operations and Service Management

• Provide input on operational requirements during design
• Participate in non-functional testing (e.g., performance, failover)
• Define SLOs, SLIs, and error budgets (SRE)
• Collaborate on automation and observability tooling
• Work with Data Engineering to define data pipelines and quality checks
• Define service requirements and SLAs during vendor onboarding
• Contribute to BCP/DR planning
• Provide feedback on incident trends to improve design
• Integrate AI into service desk operations for intelligent ticket routing, resolution suggestions, and trend analysis.
• Use AI to analyze incident trends and recommend design improvements or automation opportunities.

On-Premises Network Devices and Operations

• Monitor and manage on-premises network infrastructure including routers, switches, firewalls, and load balancers.
• Ensure network performance, availability, and security through proactive maintenance and configuration management.
• Conduct regular network health checks, firmware updates, and hardware lifecycle planning.
• Respond to and resolve network-related incidents, including root cause analysis and documentation.
• Implement and maintain network segmentation, access controls, and compliance with internal security policies.

Job Requirements

• Education: Bachelor’s degree in Computer Science, IT, or a related field.

Key Responsibilities

Resolves unusually complex field process issues utilizing systematic troubleshooting methodology generally involving multiple processes.  Create a mechanism to communicate issues, track progress and pull resources from multiple business units and/or functions. Uses sound statistical techniques like and problem solving methodologies DOEs (Design of Experiment) to quickly determine root cause and action plans. Communicates learnings from this portion to rest-of-world to strengthen the product packages.

Provides oversight of customer demos, including defining demo conditions and analyzing results.

Serves as the customer expert across a broad range of unusually complex products.  Plays a key role in defining product strategy and identifying gaps.   Provides feedback to  business unit heads on process and hardware improvements to meet customer roadmap requirements.

Directs the positioning of new technologies to customers utilizing technical information from  business units.  Interfaces with customers at key development and manufacturing sites to form strategic partnerships to evaluate new and emerging technologies and oversees joint development activities or beta-site testing programs.
